waderoush writes "Engineers and hackers don't think much about tax policy, but there's a bizarre development in California that they should know about, since it could reduce the pool of angel-investment money available for tech startups. Under a tax break available since the 1990s, startup founders and other investors in California were allowed to exclude or defer their gains when they sold stock in California-based small businesses. Last year, a California appeals court ruled that the tax break was unconstitutional, since it discriminated against investors in out-of-state companies. Now the Franchise Tax Board, California's version of the IRS, has issued a notice saying how it intends to implement the ruling — and it's a doozie. Not only is the tax break gone, but anyone who claimed an exclusion or deferral on the sale of small-business stock since 2008 is about to get a big retroactive tax bill. Investors, entrepreneurs, and even the plaintiffs in the original lawsuit are up in arms about the FTB's notice, saying that it goes beyond the court's intent and that it will drive investors out of the state. The Caribbean island is taking the unprecedented step because the United States refuses to lift a trade 'blockade' preventing the island from offering Internet gambling services, despite several WTO decisions in Antigua's favor. The country now hopes to recoup some of the lost income through a WTO approved 'warez' site."
twoheadedboy writes "Two members of the Anonymous hacking collective have been handed a total of 25 months in prison. Christopher Weatherhead, a 22-year-old who went under the pseudonym Nerdo, received the most severe punishment — 18 months in prison. Another member, Ashley Rhodes, was handed seven months, whilst Peter Gibson was given a six-month suspended sentence. They were convicted for hitting a variety of websites, including those belonging to PayPal and MasterCard."
As reported by Reuters, The New York Times, and Fox News, among others, North Korea's nuclear saber-rattling has reached a new peak. North Korean officials have made clear their intent to conduct a third nuclear test (earlier tests were in 2006 and 2009), as well as further rocket launches specifically designed to demonstrate missile reach extending to the U.S. From Reuters' story: "North Korea is not believed to have the technology to deliver a nuclear warhead capable of hitting the continental United States, although its December launch showed it had the capacity to deliver a rocket that could travel 10,000 km (6,200 miles), potentially putting San Francisco in range, according to an intelligence assessment by South Korea. 'We are not disguising the fact that the various satellites and long-range rockets that we will fire and the high-level nuclear test we will carry out are targeted at the United States,' North Korea's National Defence Commission said, according to state news agency KCNA."
judgecorp writes "Linux kernel developer Alan Cox has left Intel and Linux development after slamming the Fedora 18 distribution. He made the announcement on Google+ and promised that he had not fallen out with Linus Torvalds, and would finish up all outstanding work." Also at Live Mint, which calls Cox's resignation notice a "welcome change from the sterility, plain dishonesty of CEO departure statements." Cox says in that statement that he's leaving "for a bit," and "I may be back at some point in the future - who knows."

According to the study published in Nature, researchers in Singapore were able to cool the semiconductor cadmium sulfide from 62 degrees fahrenheit to -9 degrees by focusing a green laser on it and making it fluoresce and lose energy as light. Since they require neither gas nor moving parts, they can be more compact, free from vibration and not prone to mechanical failure."
An anonymous reader writes "The Security Ledger writes that the expulsion of Ahmed Al-Khabaz, a 20-year-old computer sciences major at Dawson College in Montreal, has exposed a yawning culture gap between academic computer science programs and the contemporary marketplace for software engineering talent. In an opinion piece in the Montreal Gazette on Tuesday, Dawson computer science professor Alex Simonelis said his department forbids hacking as an 'extreme example' of 'behavior that is unacceptable in a computing professional.' And, in a news conference on Tuesday, Dawson's administration stuck to that line, saying that Al-Khabaz's actions show he is 'no longer suited for the profession.' In the meantime, Al-Khabaz has received more than one job offer from technology firms, including Skytech, the company that makes Omnivox. Chris Wysopal, the CTO of Veracode, said that the incident shows that 'most computer science departments are still living in the pre-Internet era when it comes to computer security.' 'Computer Science is taught in this idealized world separate from reality. They're not dealing with the reality that software has to run in a hostile environment,' he said. 'Teaching students how to write applications without taking into account the hostile environment of the Internet is like teaching architects how to make buildings without taking into account environmental conditions like earthquakes, wind and rain,' Wysopal said."

Cox posted comments to his Google+ page saying 'Fedora 18 seems to be the worst Red Hat distro I've ever seen.' He encountered numerous problems with Fedora 18 and then decided to switch to Ubuntu."
Titus Andronicus writes "fuse-exfat, a GPLv3 implementation of the exFAT file system for Linux, FreeBSD, and OS X, has reached 1.0 status, according to an announcement from Andrew Nayenko, the primary developer. exFAT is a file system designed for sneaker-netting terabyte-scale files and groups of files on flash drives and memory cards between and among Windows, OS X, and consumer electronics devices. It was introduced by Microsoft in late 2006. Will fuse-exfat cut into Microsoft's juicy exFAT licensing revenue? Will Microsoft litigate fuse-exfat's developers and users into patent oblivion? 'Civic Hacking Day is an opportunity for software developers, technologists, and entrepreneurs to unleash their can-do American spirit by collaboratively harnessing publicly-released data and code to create innovative solutions for problems that affect Americans.' It will be a joint project with Random Hacks of Kindness, Code for America. Activities are being planned in many cities across the country, and you can also sign up to host your own event. It's nice to see the government use the word 'hacking' in a positive way, since most uses of the term these days involve malicious activity."
Mark.JUK writes "Several major Internet Service Providers in the United Kingdom, including BSkyB, Virgin Media, TalkTalk, AAISP and Fluidata, have warned that the adoption of Carrier Grade NAT (IPv4 address sharing) is likely to become increasingly common in the future. But the technology, which many view as a delaying tactic until IPv6 becomes more common place, is not without its problems and could cause a number of popular services to fail (e.g. XBox Live, PlayStation Network, FTP hosting etc.). The prospect of a new style of two tier internet could be just around the corner." A few of the ISPs gave the usual marketing department answers, but three of them noted that they've been offering IPv6 for ages and CGNAT is only inevitable for folks that didn't prepare for what they knew was coming. Which, unfortunately, appears to be most of the major UK ISPs.

From the article: "KDE's Next Generation user interfaces will run on top of Qt5. On Linux, they will run atop Wayland or Xorg as display server. The user interfaces move away from widget-based X11 rendering to OpenGL. Monolithic libraries are being split up, inter-dependencies removed, and portability and dependencies cut by stronger modularization. For users, this means higher quality graphics, more organic user interfaces and availability of applications on a wider range of devices. Developers will find an extensive archive of high-quality, libraries and solutions on top of Qt."
An anonymous reader writes "The Arch Linux distribution has been modified to run off the FreeBSD 9.0 kernel as an alternative to using Linux. The developer of Arch BSD explained his reasoning as enjoying FreeBSD while also liking the Arch Linux philosophy of a 'fast, lightweight, optimized distro,' so he sought to combine the two operating systems to have FreeBSD at its core while being encircled by Arch. The Arch BSD initiative is similar to Debian GNU/kFreeBSD."
theodp writes "There's a funny thing about the estimated $1.7 trillion that American companies say they have indefinitely invested overseas,' reports the WSJ's Kate Linebaugh (reg. or the old Google trick). 'A lot of it is actually sitting right here at home.' And if tech companies like Google and Microsoft want to keep more than three-quarters of the cash owned by their foreign subsidiaries at U.S. banks, held in U.S. dollars or parked in U.S. government and corporate securities, Linebaugh explains, this money is still overseas in the eyes of the IRS and isn't taxed as long as it doesn't flow back to the U.S. parent company. Helping corporations avoid the need to tap their foreign-held cash are low interest rates at home, which have allowed U.S. companies to borrow cheaply. Oracle, for instance, raised $5 billion last year, paying an interest rate roughly two-thirds of a percentage point above the low post-crash Treasury yield, about 2.5% at the time (by contrast, grad students and parents pay 6.8%-7.9% for Federal student loans). Were the funds it manages to keep in the hands of its foreign subsidiaries brought home and subjected to U.S. income tax, Oracle estimated it could owe Uncle Sam about $6.3 billion."
