Dark City, San Francisco?

I can see the headlines for the Onion tomorrow, 'United States Declared a 3rd World Nation'" The article reads like something out of Atlas Shrugged -- parts shortages and clogged intakes for power plants' cooling water are contributing to the energy strain. However, from this piece, it seems like the (intentional) blackouts remain potential rather than actual. Can anyone out thataway comment on the power situation as it affects you? (I'd be out buying a UPS right now ...)
