An anonymous reader writes "The controversial College Opportunity and Affordability Act of 2008 has passed the House of Representatives today. The EFF has called several provisions of the bill "troubling", as it would require colleges that receive federal funding to enact anti-piracy and and anti-P2P policies, such as filtering and blocking protocols."
