After 16 Years and $8 Billion, the Military's New GPS Software Still Doesn't Work (arstechnica.com) 73

An anonymous reader quotes a report from Ars Technica: Last year, just before the Fourth of July holiday, the US Space Force officially took ownership of a new operating system for the GPS navigation network, raising hopes that one of the military's most troubled space programs might finally bear fruit. The GPS Next-Generation Operational Control System, or OCX, is designed for command and control of the military's constellation of more than 30 GPS satellites. It consists of software to handle new signals and jam-resistant capabilities of the latest generation of GPS satellites, GPS III, which started launching in 2018. The ground segment also includes two master control stations and upgrades to ground monitoring stations around the world, among other hardware elements.

RTX Corporation, formerly known as Raytheon, won a Pentagon contract in 2010 to develop and deliver the control system. The program was supposed to be complete in 2016 at a cost of $3.7 billion. Today, the official cost for the ground system for the GPS III satellites stands at $7.6 billion. RTX is developing an OCX augmentation projected to cost more than $400 million to support a new series of GPS IIIF satellites set to begin launching next year, bringing the total effort to $8 billion.

Although RTX delivered OCX to the Space Force last July, the ground segment remains nonoperational. Nine months later, the Pentagon may soon call it quits on the program. Thomas Ainsworth, assistant secretary of the Air Force for space acquisition and integration, told Congress last week that OCX is still struggling.
The GAO found the OCX program was undermined by "poor acquisition decisions and a slow recognition of development problems." By 2016, it had blown past cost and schedule targets badly enough to trigger a Pentagon review for possible cancellation.

Officials also pointed to cybersecurity software issues, a "persistently high software development defect rate," the government's lack of software expertise, and Raytheon's "poor systems engineering" practices. Even after the military restructured the program, it kept running into delays and overruns, with Ainsworth telling lawmakers, "It's a very stressing program" and adding, "We are still considering how to ensure we move forward."

Bluesky's Newest Product: an AI Tool That Gives You Custom Feeds (attie.ai) 39

"What happens when you can describe the social experience you want and have it built for you...?" asks Bluesky? "We've just started experimenting, but we're sharing it now because we want you to build alongside us."

Called "Attie" — because it's built with Bluesky's decentralized publishing framework, AT Protocol (which is open source) — the new assistant turns natural language prompts into social feeds, without users having to know how to code. (It's part of Bluesky's mission to "develop and drive large-scale adoption of technologies for open and decentralized public conversation.")

Engadget reports: On the Attie website, examples include prompts like, "Show me electronic music and experimental sound from people in my network" or "Builders working on agent infrastructure and open protocol design."

"It feels more like having a conversation than configuring software," [writes Bluesky's former CEO/current chief innovation officer, Jay Graber, in a blog post]. "You describe the sort of posts you want to see, and the coding agent builds the feed you described."

Graber added that Attie is a separate app from Bluesky and users don't have to use the new AI assistant if they don't want to. However, since Attie and Bluesky were built on the same framework, it could mean there will be some cross-app implementation between the two or any other app built on the AT Protocol.

"Attie is open for beta signups today, and we'll be sharing what we learn along the way," Graber writes in the blog post. "To learn more about Attie, visit: Attie.AI. Come help us find out what this can be."

The blog post warns that "Right now, AI is undermining human agency at the same time it's enhancing it," since "The proliferation of low-quality AI-generated content is making public social networks noisier and less trustworthy..." And in a world where "signal is getting harder to find... The major platforms aren't trying to fix this problem." They're using AI to increase the time users spend on-platform, to harvest training data, and to shape what users see and believe through systems they can't inspect and didn't choose. We think AI should serve people, not platforms...

Amazon Gambles on $4B Push Into America's Rural Areas, May Soon Carry More Parcels Than USPS (msn.com) 22

In many rural areas, America's online shoppers can wait half a week or more for deliveries. But Amazon started a $4 billion "rural delivery push" last year, reports Bloomberg, and has now cut delivery times to under 24 hours for 1 in 5 rural and small-town households, with 48-hour delivery to 62% of rural households. The payoff could be huge. Rural shoppers in the US collectively spend $1 trillion a year on clothing, electronics, household goods and other items, representing about 20% of retail purchases excluding cars and gasoline, according to Morgan Stanley. Amazon aims to recondition those shoppers to expect quick delivery, which would play to its strengths and make the company top-of-mind for online purchases... "Rural America is often overlooked," said Sky Canaves, an analyst at EMarketer Inc. who tracks online sales. "This is the opportunity Amazon is trying to seize because e-commerce growth is getting harder to come by...."

Amazon's rural push will require a lot more rural business owners willing to make deliveries... Today, Amazon delivers more parcels overall than UPS and FedEx, which are both shedding workers and shrinking their delivery networks, including in rural areas. By picking up the slack, Amazon is expected to become the largest parcel carrier in the US — surpassing the postal service — in 2028, according to the shipping software company Pitney Bowes. Amazon currently delivers two of three orders itself. For rural shoppers, the most visible change will be fewer brown UPS trucks, fewer packages delivered by mail carriers and more small business owners pulling up in their minivans.

Amazon's relationship with America's postal service "has become rocky following a dispute over contract terms," notes the Wall Street Journal. But they also share an interesting calculation by Marc Wulfraat, president of MWPVL International, a supply-chain consultancy monitoring the e-commerce company's logistics network. . At Amazon's current pace of constructing 40 to 50 new delivery hubs each year, he estimates Amazon will be able to ship packages to every single U.S. ZIP Code within four years.

What Made Bell Labs So Successful? (msn.com) 86

Bell Labs "created many of the foundational innovations of the modern age," writes Jon Gertner, author of The Idea Factory: Bell Labs and the Great Age of American Innovation — from transistors and telecommunications satellites to Unix and the C programming language.

But what was the secret to its success? he asks in a new article for the Wall Street Journal. Start with its lucky arrival in a "problem-rich" environment, suggests Arno Penzias, winner of one of Bell Labs' 11 Nobel Prizes: It was Bell Labs' responsibility, in other words, to create technologies for designing, expanding and improving an unruly communications network of cables and microwave links and glass fibers. The Labs also had to figure out ways to create underwater conduits, as well as switching centers that could manage the growing number of customers and escalating amounts of data.... Money mattered, too. Being connected to AT&T, the largest company in the world, was an advantage. The Labs' budget was enormous, and accounting conventions allowed its parent company to make huge and continuing investments in R & D. The generous funding, moreover, allowed scientists and engineers to buy and build expensive equipment — for instance, anechoic chambers to create the world's quietest rooms...

The most fortunate part of Bell Labs' situation, however, was that in being attached to a monopoly it could partake in long-term thinking... Without competition nipping at its heels, Bell Labs engineers had the luxury of working out difficult ideas over decades. The first conceptualization of a cellular phone network, for instance, came out of the Labs in the late 1940s; it wasn't until the late 1970s that technicians began testing one in Chicago to gauge its potential. The challenge of deploying these technologies was immense. (The regulatory hurdles were formidable, too....)

The article also credits the visionary management of Mervin Kelly — who fortunately also "had access to funding in a decade when most executives and universities didn't" to hire the brightest people. (By the early 1980s Bell Labs employed about 25,000 researchers, technicians and support staff, with an annual budget of $2 billion — roughly $7 billion in today's dollars.) "The Labs' involvement in World War II suggested to Kelly that an exciting postwar era of electronics was approaching, but that the technical problems would be so complex that they required a mix of expertise — not just physicists, but material scientists, chemists, electrical engineers, circuitry experts and the like." At Bell Labs, Kelly would sometimes handpick teams and create such a mix, as was the case for the transistor invention in the late 1940s. He came to see innovation arising not from like-minded or similarly trained people conversing with each other, but from a friction of ideas and approaches. It meant hiring researchers who had different personalities and favored a range of experimental angles. It also meant personally designing a campus in Murray Hill where departments were spread apart, so that scientists and engineers would be forced to walk, mingle and engage in serendipitous conversations and debate ideas. Meanwhile, under Kelly, the Labs focused on hiring people who were deeply curious, not just smart. Kelly saw it as his professional duty to do far more than what was expected, with his laboratory and vast resources, to create new technologies...

The breakup of AT&T's monopoly, which led to a steady shrinking of Bell Labs' staff, budget and remit, shows us that no matter how forward looking your employees and managers may be, they will not necessarily see the future coming. It likewise suggests that technological progress is too unpredictable for one organization, no matter how powerful or smart, to control. Famously, Bell Labs managers didn't see value in the Arpanet, which eventually led to today's internet.

And yet, for at least five decades, Bell Labs created a blueprint for the global development of communications and electronics. In understanding why it did so, I tend to think its ultimate secret may be hiding in plain sight. The secret has to do with Bell Labs' structure — not only being connected to a fabulously profitable monopoly, but being connected to a company that could move theoretical and applied research into a huge manufacturing division that made telecom equipment (at Western Electric) and ultimately into a dynamic operating system (the AT&T network)... Scientists and engineers at the Labs understood their ideas would be implemented, if they passed muster, into the huge system its parent company was running.

Bell Labs racked up about 30,000 patents, according to the article, and celebrated its 100th anniversary last April.

It is now part of Finland-based Nokia.

Do Emergency Microsoft, Oracle Patches Point to Wider Issues? (computerweekly.com) 49

"Emergency out-of-band fixes issued by enterprise IT giants Microsoft and Oracle have shone a spotlight on issues around both update cycles and patching," reports Computer Weekly: Microsoft's emergency update, KB5085516, addresses an issue that arose after installing the mandatory cumulative updates pushed live on Patch Tuesday earlier this month. According to Microsoft, it has since emerged that many users experienced problems signing into applications with a Microsoft account, seeing a "no internet" error message even though the device had a working connection. This had the effect of preventing access to multiple services and applications. It should be noted that organisations using Entra ID did not experience the issue.

But Microsoft's emergency patch comes just days after it doubled down on a commitment to software quality, reliability and stability. In a blog post published just 24 hours prior to the latest update, Pavan Davuluri of Microsoft's Windows Insider Program Team said updates should be "predictable and easy to plan around".

Michael Bell, founder/CEO of Suzu Labs tells Computer Weekly that Microsoft's patch for the sign-in bug follows "separate hotpatches for RRAS remote code execution flaws and a Bluetooth visibility bug. Three emergency fixes in eight days does not shout reliability era." Oracle's patch, meanwhile, addresses CVE-2026-21992, a remote code execution flaw in the REST:WebServices component of Oracle Identity Manager and the Web Services Security component of Oracle Web Services Manager in Oracle Fusion Middleware. It carries a CVSS score of 9.8 and can be exploited by an unauthenticated attacker with network access over HTTP.

Wing Expands Its Drone Delivery Service To the Bay Area (engadget.com) 26

Wing is expanding its drone delivery service to the San Francisco Bay Area. "The drone delivery startup has been rapidly expanding to metro areas across the US, but is now targeting the tech-friendly Silicon Valley region," reports Engadget. From the report: Going back to its inaugural deliveries, Wing ferried office supplies across Google's Mountain View campus in the Bay Area with its automated drones. It was still a startup out of Google's X, The Moonshot Factory incubator at the time, but early users were already asking for home delivery services, according to Wing. Now, Wing's latest delivery drones can deliver groceries, food, or whatever else fits in a small package weighing up to five pounds in 30 minutes or less to Bay Area residents. Earlier this year, Wing expanded its service to an additional 150 Walmart stores across the U.S. Service began recently in Atlanta and Charlotte, and it's coming soon to Los Angeles, Houston, Cincinnati, St. Louis, Miami and other major U.S. cities to be announced later. "By 2027, Walmart and Wing say they'll have a network of more than 270 drone delivery locations nationwide."

Mark Zuckerberg Is Building an AI Agent To Help Him Be CEO (the-independent.com) 48

An anonymous reader quotes a report from the Wall Street Journal: Mark Zuckerberg wants everyone inside and outside his company to eventually have his or her own personal artificial-intelligence agent. He is starting with himself. Zuckerberg, the chief executive of Meta Platforms, is building a CEO agent to help him do his job (source paywalled; alternative source), according to a person familiar with the project. The agent, which is still in development, is currently helping Zuckerberg get information faster -- for instance, by retrieving answers for him that he would typically have to go through layers of people to get, the person familiar with the project said.

[...] Use of AI tools has spread quickly through the ranks at Meta -- in part because it is now a factor in employees' performance reviews. Meta's internal message board is filled with posts from employees sharing new AI use cases they have found and new tools they have built using AI, according to people familiar with the matter. [...] Employees have started using personal agent tools such as My Claw that have access to their chat logs and work files and can go talk to colleagues -- or their colleagues' own personal agents -- on their behalf, the people said. Another AI tool called Second Brain that is somewhere between a chatbot and an agent is also gaining momentum internally, according to people familiar with the matter. Second Brain was built by a Meta employee on top of Claude and can index and query documents for projects, among other uses. On the internal post announcing it to staff, the employee said it is "meant to be like an AI chief of staff."

There is even a group on the internal messaging board where employees' personal agents talk to each other, some of the people said. (Separately, Meta acquired Moltbook, the social-media site for AI agents, and hired its founders in a deal earlier this month.) Meta also recently acquired Manus, a Singapore-based startup that makes personal agents that can execute tasks for its users, and is using the tool internally, some of the people said. Meta recently established a new applied AI engineering organization that is tasked with using AI to help speed up development of the company's large language models. Those teams will have an ultraflat structure of as many as 50 individual contributors reporting to one manager, The Wall Street Journal previously reported. [...] Employees across the company said they have been encouraged to attend AI tutorial meetings several times a week and frequent AI hackathons, and to create their own AI tools to speed up their work.

Uber's Deal Blitz To Stop a Robotaxi Monopoly (businessinsider.com) 17

Uber is aggressively partnering with multiple robotaxi companies to avoid a future dominated by Waymo or Tesla. The ride-hailing giant has struck deals with at least a dozen autonomous vehicle players in recent years. Just last week, it announced a $1.25 billion partnership with Rivian, with plans to deploy up to 50,000 driverless vehicles over the next decade. Business Insider reports: Uber announced three new robotaxi partnerships in the past few weeks with Zoox, Wayve-Nissan, and Rivian. In less than half a decade, the company has secured at least a dozen deals, including with WeRide, AVride, May Mobility, Momenta, Pony.AI, Wayve, Baidu's Apollo Go, Motional, and Lucid-Nuro. Still, less than a half-dozen of Uber's partners have deployed fully driverless, paid robotaxi operations, and only one, Waymo, operates in the US. Uber has a joint deployment with Waymo in Atlanta, Austin, and Phoenix, but in other cities, Waymo is a competitor.

Uber's partnership spree is less about seeking the singular, dominant player of autonomous driving. Instead, analysts told Business Insider that Uber is ensuring multiple vendors can participate in the expensive business of robotaxis -- fending off the real risk of a Waymo or Tesla scaling on its own -- and giving itself a stake in the robotaxi economy by being the aggregator of choice. "The more diversified the supplier base, the better for the network in the middle, which is Uber," Mark Mahaney, an Uber analyst for Evercore ISI, told Business Insider.

US Cable TV Industry Faces 'Dramatic Collapse' as Local Operators Shut Down - or Become ISPs (cordcuttersnews.com) 102

America's cable TV industry "is undergoing its most dramatic collapse in history," reports Cord Cutters News, "with operators large and small waving the white flag on traditional TV service and pointing their customers toward streaming platforms instead." Just in 2025 Comcast lost 1.25 million pay-TV subscribers (ending the year with just 11.3 million), while Charter Spectrum also lost hundreds of thousands of customers each quarter.

But "for smaller regional operators, who lack the scale and diversified revenue streams of giants like Comcast, those kinds of losses are simply unsurvivable," they write. And "the companies that once delivered hundreds of channels through coaxial cables are now either shutting down entirely or reinventing themselves as internet providers." Pay-TV subscriptions have plummeted from nearly 90% of U.S. households in the mid-2010s to roughly half by the end of 2025, resulting in billions in lost revenue and forcing many smaller operators to conclude that continuing linear TV services is no longer viable... [This year over U.S. 50 cable TV companies — primarily smaller and midsize providers — are "expected to cease operations entirely or shut down their television services," Cord Cutters News reported earlier.] YouTube TV's pricing is so competitive that the platform is projected to have close to 12.6 million subscribers by the end of 2026, positioning it to become the largest paid TV distributor in the United States. Exclusive content deals, such as YouTube TV's acquisition of NFL Sunday Ticket rights, have further eroded the value proposition of traditional cable at every level of the market... As older cable subscribers age out of the market, there is no new generation of customers waiting to replace them...

[Cable TV] operators like WOW! are betting that their physical infrastructure — now increasingly upgraded to fiber — is more valuable as an internet delivery system than as a cable TV platform. [WOW! serves customers across Michigan, Ohio, Illinois, and Alabama — but is "phasing out its proprietary streaming live TV service and directing all customers toward YouTube TV," the article notes.] Industry observers see this as part of a broader trend: operators shedding unprofitable video segments to focus on broadband, where returns and network investments are prioritized.

By the end of 2026, non-pay-TV households are expected to surge to 80.7 million, outnumbering traditional pay-TV subscribers at 54.3 million — a milestone that would have seemed unthinkable just a decade ago. For the cable companies still standing, the math is now inescapable: the era of the cable bundle is ending, and the only real question left is how gracefully each operator manages its exit.

Millions Face Mobile Internet Outages in Moscow. 'Digital Crackdown' Feared (cnn.com) 54

13 million people live in Moscow, reports CNN.

But since early March the city "has experienced internet and mobile service outages on a level previously unseen." (Though Wi-Fi access to the internet is still available...) Russian social media "is flooded with jokes and memes about sending letters by carrier pigeons or using smartphones as ping-pong paddles..." [Moscow residents] complain they cannot navigate around the center or use their favorite mobile apps. The interruptions appear to have had a knock-on effect of making it more difficult to make voice calls or send an SMS. Some are panic-buying walkie-talkies, paper maps, and even pagers.

The latest shutdown builds on similar efforts around the country. For months, mobile internet service interruptions have hit Russia's regions, particularly in provinces bordering Ukraine, which has staged incursions and launched strikes inside Russian territory to counter Russia's full-scale invasion. Some regions have reported not having any mobile internet since summer. But the most recent outages have hit the country's main centers of wealth and power: Moscow and Russia's second city, St. Petersburg.

Public officials claim the blackout of mobile internet service in the capital and other regions is part of a security effort to counter "increasingly sophisticated methods" of Ukrainian attack... Speculation centers on whether the authorities are testing their ability to clamp down on public protest in the case there's an effort to reintroduce unpopular mobilization measures to find fresh manpower for the war in Ukraine; whether mobile internet outages may precede a more sweeping digital blackout; or if the new restrictions reflect an atmosphere of heightened fear and paranoia inside the Kremlin as it watches US-led regime- change efforts unfold against Russian allies such as Venezuela and Iran... On Wednesday, Russian mobile providers sent notifications that there would be "temporary restrictions" on mobile internet in parts of Moscow for security reasons, Russian state news agency RIA-Novosti reported. The measures will last "for as long as additional measures are needed to ensure the safety of our citizens," Kremlin spokesman Dmitry Peskov said on March 11...

As well as banning many social media platforms, Russia blocks calling features on messenger apps such as WhatsApp and Telegram. Roskomnadzor, the country's communications regulator, has introduced a "white list" of approved apps... Russia has also tested what it calls the "sovereign internet," a network that is effectively firewalled from the rest of the world. The disruptions are fueling broader concerns about tightening state control. In parallel with the internet shutdown, the Kremlin has also been pushing to impose a state-controlled messaging app called Max as the country's main portal for state services, payments and everyday communication. There has been speculation the Kremlin may be planning to ban Telegram, Russia's most widely used messaging app, entirely. Roskomnadzor said that it was restricting Telegram for allegedly failing to comply with Russian laws.

"Russia has opened a criminal case against me for 'aiding terrorism,'" Telegram's Russian-born founder Pavel Durov said on X last month. "Each day, the authorities fabricate new pretexts to restrict Russians' access to Telegram as they seek to suppress the right to privacy and free speech...."

The article includes this quote from Mikhail Klimarev, head of the Internet Protection Society and an expert on Russian internet freedom. "In any situation when they (the authorities) perceive some kind of danger for themselves and accept the belief that the internet is dangerous for them, even if it may not be true, they will shut it down," he said. "Just like in Iran."

Intel, NVIDIA, AMD GPU Drivers Finally Play Nice With ReactOS (x.com) 21

ReactOS aims to be compatible with programs and drivers developed for Windows Server 2003 and later versions of Microsoft Windows. And Slashdot reader jeditobe reports that the project has now "announced significant progress in achieving compatibility with proprietary graphics drivers." ReactOS now supports roughly 90% of GPU drivers for Windows XP and Windows Server 2003, thanks to a series of fixes and the implementation of the KMDF (Kernel-Mode Driver Framework) and WDDM (Windows Display Driver Model) subsystems. Prior to these changes, many proprietary drivers either failed to launch or exhibited unstable behavior. In the latest nightly builds of the 0.4.16 branch, drivers from a variety of manufacturers — including Intel, NVIDIA, and AMD — are running reliably.

The project demonstrated ReactOS running on real hardware, including booting with installed drivers for graphics cards such as Intel GMA 945, NVIDIA GeForce 8800 GTS and GTX 750 Ti, and AMD Radeon HD 7530G. They also highlighted successful operation on mobile GPUs like the NVIDIA Quadro 1000M, with 2D/3D acceleration, audio, and network connectivity all functioning correctly. Further tests confirmed support on less common or older configurations, including a laptop with a Radeon Xpress 1100, as well as high-performance cards like the NVIDIA GTX Titan X.

A key contribution came from a patch merged into the main branch for the memory management subsystem, which improved driver stability and reduced crashes during graphics adapter initialization.

CBS News Shutters Radio Service After Nearly a Century (apnews.com) 59

CBS News is shutting down its nearly 100-year-old radio news service due to economic pressures and the shift toward digital media and podcasts. Longtime CBS News anchor Dan Rather said: "It's another piece of America that is gone." The Associated Press reports: When it went on the air in September 1927, the service was the precursor to the entire network, giving a youthful William S. Paley a start in the business. Famed broadcaster Edward R. Murrow's rooftop reports during the Nazi bombing of London during World War II kept Americans listening anxiously. Today, CBS News Radio provides material to an estimated 700 stations across the country and is known best for its top-of-the-hour news roundups. The service will end on May 22, the network said Friday.

"Radio is woven into the fabric of CBS News and that's always going to be part of our history," CBS News editor-in-chief Bari Weiss said in delivering the news to the staff. "I want you to know that we did everything we could, including before I joined the company, to try and find a viable solution to sustain the radio operation." But with the radical changes in the media industry, she said, "we just could not find a way to make that possible."

It was unclear how many people will lose their jobs because of the radio shutdown. CBS News was cutting about 6% of its workforce, or more than 60 people, on Friday. It's not the end of turmoil at the network, as parent company Paramount Global is likely to absorb CNN as part of its announced purchase of Warner Bros. Discovery.

Opera says this is not just a one-off port, but a long-term effort with ongoing updates and community engagement. "PC gaming has long been associated with a single dominant platform, but that's changing," says Maciej Kocemba, Product Director at Opera GX. "Bringing GX to Linux users -- who are renowned for the control they like to exert over their tools -- means gamers and developers can manage browser resources, customize their setup, and keep their system performing exactly the way they want."

Cloudflare is appealing a 14.2 million-euro fine from Italy for refusing to comply with its "Piracy Shield" law, which requires blocking access to websites on its 1.1.1.1 DNS service within 30 minutes. The company argues the system lacks oversight, risks widespread overblocking, and could undermine core Internet infrastructure. Ars Technica's Jon Brodkin reports: Piracy Shield is "a misguided Italian regulatory scheme designed to protect large rightsholder interests at the expense of the broader Internet," Cloudflare said in a blog post this week. "After Cloudflare resisted registering for Piracy Shield and challenged it in court, the Italian communications regulator, AGCOM, fined Cloudflare... We appealed that fine on March 8, and we continue to challenge the legality of Piracy Shield itself." Cloudflare called the fine of 14.2 million euros ($16.4 million) "staggering." AGCOM issued the penalty in January 2026, saying Cloudflare flouted requirements to disable DNS resolution of domain names and routing of traffic to IP addresses reported by copyright holders.

Cloudflare had previously resisted a blocking order it received in February 2025, arguing that it would require installing a filter on DNS requests that would raise latency and negatively affect DNS resolution for sites that aren't subject to the dispute over piracy. Cloudflare co-founder and CEO Matthew Prince said that censoring the 1.1.1.1 DNS resolver would force the firm "not just to censor the content in Italy but globally."

Piracy Shield was designed to combat pirated streams of live sports events, requiring network operators to block domain names and IP addresses within 30 minutes of receiving a copyright notification. Cloudflare said the fine should have been capped at 140,000 euros ($161,000), or 2 percent of its Italian earnings, but that "AGCOM calculated the fine based on our global revenue, resulting in a penalty nearly 100 times higher than the legal limit."

Despite its complaints about the size of the fine, Cloudflare said the principles at stake "are even larger" than the financial penalty. "Piracy Shield is an unsupervised electronic portal through which an unidentified set of Italian media companies can submit websites and IP addresses that online service providers registered with Piracy Shield are then required to block within 30 minutes," Cloudflare said.
Cloudflare is pushing for the law to be struck down, arguing that it is "incompatible with EU law, most notably the Digital Services Act (DSA), which requires that any content restriction be proportionate and subject to strict procedural safeguards."

In addition to appealing the fine, Cloudflare says it will continue to challenge Piracy Shield in Italian courts, engage with EU officials, and seek full access to AGCOM's Piracy Shield records.

Meta Is Shutting Down VR Social Platform Horizon Worlds (cnbc.com) 51

Meta is shutting down its VR social platform Horizon Worlds, which was once a key piece of the pivot to the metaverse. The company said the app will be taken off the Quest store at the end of March, and fully removed from Quest headsets by June 15. After that date, it will shift to a standalone "mobile-only experience." CNBC reports: The shift for Horizon Worlds, which was once a central part of the company's push into virtual reality, comes weeks after Meta cut over 1,000 employees from Reality Labs, the unit responsible for the metaverse. [...] The social platform has never drawn more than a couple hundred thousand active users a month, CNBC previously reported.

The virtual 3D social network where avatars could interact and play games with other users officially launched in late 2021. It operated exclusively on the Quest VR platform until Meta launched a mobile app version in September 2023. The mobile version of Horizon Worlds was built to provide an entry point for users without VR headsets, functioning similarly to Roblox.

The same thing that starts most fights: business software. A series of social-media posts went viral in recent days with claims that AI has created a worthy -- and way cheaper -- alternative to the Bloomberg terminal, a computer system that is like oxygen to professional investors. Now "Bloomberg is cooked," some posters argued as they heralded the arrival of a newly released AI tool from startup Perplexity. [...]

The finance bros who worship at the altar of Bloomberg have declared war on the tech evangelists who have put all their faith in AI. To suggest that the terminal is replaceable is "laughable," said Jason Lemire, who jumped into the conversation on LinkedIn. (Ironically or not, his post also included an AI-generated image of churchgoers praying to the Bloomberg terminal). "It seems quite obvious to me that those propagating that post are either just looking for easy engagement and/or have never worked in a serious financial institution," he wrote. [...] Morgan Linton, the co-founder and CTO of AI startup Bold Metrics and an avid Perplexity Computer user, said it's rare for a single AI prompt to generate anything close to what Bloomberg does. That said, he added that tools like this can lay "a really good foundation for a financial application. And that really has not been possible before."

Others aren't so sure. Michael Terry, an institutional investment manager who used the terminal for more than 30 years, said he used a prompt circulating online to try to vibe code a Bloomberg replica on Anthropic's Claude. "It was laughable at best, horrific at worst," he said. Shevelenko acknowledged there are some aspects of the terminal that can't be replicated with vibe coding, including some of Bloomberg's proprietary data inputs. The live chat network, which includes 350,000 financial professionals in 184 countries, would also be hard to re-create, as well as the terminal's data security, reliability and robust support system. "I love Bloomberg. And I know most people that use Bloomberg are very, very loyal and extremely happy," said Lemire. His message to the techies? "There's nothing that you can vibe code in a weekend or even like over the course of a year that's going to come anywhere close."

Nvidia Bets On OpenClaw, But Adds a Security Layer Via NemoClaw (zdnet.com) 11

During today's Nvidia GTC keynote, the company introduced NemoClaw, a security-focused stack designed to make the autonomous AI agent platform OpenClaw safer. ZDNet explains how it works: NemoClaw installs Nvidia's OpenShell, a new open-source runtime that keeps agents safer to use by enforcing an organization's policy-based guardrails. OpenShell keeps models sandboxed, adds data privacy protections and additional security for agents, and makes them more scalable. "This provides the missing infrastructure layer beneath claws to give them the access they need to be productive, while enforcing policy-based security, network, and privacy guardrails," Nvidia said in the announcement. The company built OpenShell with security companies like CrowdStrike, Cisco, and Microsoft Security to ensure it is compatible with other cybersecurity tools.

Nvidia said NemoClaw can be installed in a single command, runs on any platform, and can use any coding agent, including Nvidia's own Nemotron open model family, on a local system. Through a privacy router, it allows agents to access frontier models in the cloud, which unites local and cloud models to help teach agents how to complete tasks within privacy guardrails, Nvidia explained. Nvidia seems to be hoping that the additional security can make OpenClaw agents more popular and accessible, with less risk than they currently carry. The bigger picture here is how NemoClaw could give companies the added peace of mind to let AI agents complete actions for their employees, where they wouldn't have previously.

Sodium-Ion Battery Tested for Grid-Scale Storage in Wisconsin (electrek.co) 135

"A new type of battery storage is about to be deployed on the Midwestern grid for the first time," reports Electrek: Sodium-ion battery storage manufacturer Peak Energy and global energy company RWE Americas will pilot a passively cooled sodium-ion battery system in eastern Wisconsin on the Midcontinent Independent System Operator network — the first sodium-ion deployment on that grid. Peak Energy says its technology is specifically designed for grid-scale storage and leverages sodium-ion chemistry's inherent stability. Unlike many lithium-ion systems, sodium-ion batteries don't require active cooling and can operate over a wide temperature range without losing performance.

That simpler design could make a meaningful dent in the cost of storing electricity. According to Peak Energy, its system cuts the lifetime cost of stored energy by an average of $70 per kilowatt-hour. That's roughly half the total cost of a typical battery system today. The company says it achieves those savings by removing energy-hungry cooling systems, eliminating routine maintenance requirements, and reducing the need to overbuild storage capacity to account for battery degradation over time...

If the Wisconsin pilot proves successful, it could open the door to wider adoption of sodium-ion batteries for large-scale energy storage across the US.

How One Company Finally Exposed North Korea's Massive Remote Workers Scam (nbcnews.com) 24

NBC News investigates North Korea's "wide-ranging effort to place remote workers at U.S. companies in order to funnel money back to its coffers and, in some cases, steal sensitive information."

And working with the FBI, one corporate security/investigations company decided to knowingly hire one of North Korea's remote workers — then "ship him a laptop and gain as much information as possible" about this "sprawling international employment scheme that is estimated to include hundreds of American companies, thousands of people and hundreds of millions of dollars per year." It worked.... Over a roughly three-month investigation, Nisos uncovered an apparent network of at least 20 North Korean operatives including "Jo" who had collectively applied to at least 160,000 roles. During that time, workers in the network — which some evidence showed were based in China — were employed by five U.S.-based companies and allegedly helped by an American citizen operating out of two nondescript suburban homes in Florida...

Nisos estimated that in about a year, "Jo", who was likely a newer member of the team, applied to about 5,000 jobs... "They attended interviews all day every day, and then once they secured a job, they would collect paychecks until they were terminated," [according to Jared Hudson, Nisos' chief technology officer]... With the ability to see which other U.S. companies Jo and his team were working for — all remote technology roles — Nisos' CEO, Ryan LaSalle, began making calls to their security teams to alert them of the fraud. "Most of the companies weren't aware of it, even if they had pretty robust security teams," LaSalle said. "It wasn't really high on the radar."

NBC News describes North Korea's 10-year effort — and its educational pipeline that steers promising students into "computer science and hacking training before being placed into cyberunits under military and state agencies, according to a recent report by DTEX, a risk-adaptive security and behavioral intelligence firm that tracks North Korea's cybercrime." In one case, a North Korean worker stole sensitive information related to U.S. military technology, according to the Justice Department. In another, an American accomplice obtained an ID that enabled access to government facilities, networks and systems. At least three organizations have been extorted and suffered hundreds of thousands of dollars in damages after proprietary information was posted online by IT workers... Analysts warn that North Korean IT workers are targeting larger organizations, increasing extortion attempts and seeking out employers that pay salaries in cryptocurrency. More recently, security researchers have uncovered fake job application platforms impersonating major U.S. cryptocurrency and AI firms, including Anthropic, designed to infect legitimate applicants' networks with malware to be utilized once hired. The global cybersecurity company CrowdStrike identified a 220% rise in 2025 in instances of North Koreans gaining fraudulent employment at Western companies to work remotely as developers...

The payoff flowing back to Pyongyang from these schemes is enormous. Some North Korean IT workers earn more than $300,000 per year, far more than they'd be able to earn domestically, with as much as 90% of their wages directed back to the regime, according to congressional testimony from Bruce Klinger, a former CIA deputy division chief for Korea. The United Nations estimates the schemes, which proliferated after the pandemic when more companies' workforces went remote, generate as much as $600 million annually, while a U.S. State Department-led sanctions monitoring assessment placed earnings for 2024 as high as $800 million... So far, at least 10 alleged U.S.-based facilitators have been federally charged, including one active-duty member of the U.S. Army, for their alleged roles in hosting laptop farms, laundering payments and moving proceeds through shell companies. At least six other alleged U.S. facilitators have been identified in court documents but not named...

"We believe there are many more hundreds of people out there who are participating in these schemes," said Rozhavsky, the FBI assistant director. "They could never pull this off if they didn't have willing facilitators in the U.S. helping them...." The scheme itself is also becoming more complex. North Korean IT teams are now subcontracting work to developers in Pakistan, Nigeria and India, expanding into fields like customer service, financial processing, insurance and translation services — roles far less scrutinized than software development.
