Cutie Pi writes "In a recent Rasmussen poll looking at the public's attitudes toward a possible revival of the fairness doctrine by the Democrats, a surprisingly large percentage of those polled seek fairness doctrine mandates (originally intended for public airwaves) to cover the Internet as well. It is encouraging that a minority of people feel that way, but Democrats say 'hands-off the Internet ... by a far smaller margin than Republicans and unaffiliated voters. Democrats oppose government-mandated balance on the Internet by a 48% to 37% margin. Sixty-one percent (61%) of Republicans reject government involvement in Internet content along with 67% of unaffiliated voters.'"

jamie pointed out an interesting piece being featured in Newsweek that claims a "genetic glitch" may prevent some kids from learning from their mistakes to the same degree as others. "If there is one thing experts on child development agree on, it is that kids learn best when they are allowed to make mistakes and feel the consequences. So Mom and Dad hold back as their toddler tries again and again to cram a round peg into a square hole. [...] But not, it seems, all kids. In about 30 percent, the coils of their DNA carry a glitch, one that leaves their brains with few dopamine receptors, molecules that act as docking ports for one of the neurochemicals that carry our thoughts and emotions. A paucity of dopamine receptors is linked to an inability to avoid self-destructive behavior such as illicit drug use. But the effects spill beyond such extremes. Children with the genetic variant are unable to learn from mistakes. No matter how many tests they blow by partying the night before, the lesson just doesn't sink in."

mnovotny writes "TIME is reporting that TSA will be allowing laptops in approved bags through security checkpoints. 'The new rules, announced Tuesday and set to take effect Aug. 16, are intended to help streamline the X-ray inspection lines. To qualify as "checkpoint friendly," a bag must have a designated laptop-only section that unfolds to lie flat on the X-ray machine belt and contains no metal snaps, zippers or buckles and no pockets.'" Don't you feel safer? I wish an independent 3rd-party group could get together and see what they could get through security without being arrested for the experiment. So little of what the TSA is doing is any more than illusion.

An anonymous reader brings news that the College Opportunity and Affordability Act has passed in the US Senate and now awaits only the President's signature before becoming law. Hidden away in the lengthy bill are sections which tie college funding to "offering alternatives to illegal downloading or peer-to-peer distribution of intellectual property as well as a plan to explore technology-based deterrents to prevent such illegal activity." The EFF issued a statement expressing concern over the bill earlier this year, shortly before the House of Representatives approved it. We discussed the introduction of the bill last November. The Senate vote was 83-8, with 9 not voting. The full text of the bill is available. The relevant section is 494, at the end of the general provisions.

Politico is reporting that while GOP leaders opposed a motion to adjourn the House, the Democrats have closed up shop and even turned out the lights. While the lights and microphones have since been turned back on, it makes for an amusing mental image and possibly even a few dark YouTube video spoofs. "Only about a half-dozen Republicans were on the floor when this began, but the crowd has grown to about 20 now, according to Patrick O'Connor. 'This is the people's House,' Rep, Thaddeus McCotter (R-Mich.) said. 'This is not Pelosi's politiburo.' Democratic aides were furious at the GOP stunt, and reporters were kicked out of the Speaker's Lobby, the space next to the House floor where they normally interview lawmakers."

andy1307 writes with a Washington Post story giving details of Department of Homeland Security policies for border searches of laptops and other electronic devices (as well as papers). (We have been discussing border searches for a while now.) DHS says such procedures have long been in place but were "disclosed last month because of public interest in the matter," according to the article. Here is a link to the policy (PDF, 5 pages). "Federal agents may take a traveler's laptop or other electronic device to an off-site location for an unspecified period of time without any suspicion of wrongdoing, as part of border search policies the Department of Homeland Security recently disclosed. Also, officials may share copies of the laptop's contents with other agencies and private entities for language translation, data decryption, or other reasons, according to the policies, dated July 16 and issued by two DHS agencies, US Customs and Border Protection and US Immigration and Customs Enforcement... DHS officials said that the newly disclosed policies — which apply to anyone entering the country, including US citizens — are reasonable and necessary to prevent terrorism... The policies cover 'any device capable of storing information in digital or analog form,' including hard drives, flash drives, cell phones, iPods, pagers, beepers, and video and audio tapes. They also cover 'all papers and other written documentation,' including books, pamphlets and 'written materials commonly referred to as "pocket trash..."'"

Sometime in 2005-2006, White House Liaison Jan Williams attended a seminar on LexisNexis searches, and wrote one herself. When she left, she passed it on to her successor Monica Goodling in an email. Justin Mason, author of SpamAssassin, is skeptical about its accuracy:

Many readers are letting us know about the indictment of Sen. Ted Stevens on seven counts of making false statements on his financial disclosure forms. We discussed the raid on the senator's house a while back. Everyone's favorite technologically challenged senator is the longest-serving Republican in the history of the upper house. An Alaskan paper gives deep background on the probe that has ensnared Stevens and a number of other Alaska political figures.

I Don't Believe in Imaginary Property writes "Whether they're mad at the Republicans for creating the mess, the Democrats for caving in, or both, many are still pissed off over the grant of retroactive immunity for spying on American citizens for no reason. And now some of them are trying to do something about it — they're buying an advertisement on cable TV. While it's not entirely clear what good, if any, this will do given that it's too late, at least it's cheap to participate — they're looking for $6 donations. The ideas is that, if more grass-roots groups do this kind of thing, their 'representatives' won't be able to afford to blow them off as easily."

Brett Glass writes "In an op-ed in today's Washington Post, FCC Commissioner Robert McDowell makes a case against government regulation of the Internet, opining that 'engineers, not politicians or bureaucrats, should solve engineering problems.' With state governments pressuring ISPs to pull the plug on Usenet, and a proposal now in play for a censored public Internet, McDowell may have a very good point." McDowell is one of the two FCC commissioners who did not vote with the majority to punish Comcast for their BitTorrent throttling.

Pippin writes "Memphis Police Director, Larry Godwin, is suing AOL for the names of the authors of the Enforcer 2.0 blog. The blog is rumored to be authored by a Memphis police officer, and is critical of the department, Godwin, and some procedures. Godwin is actually using taxpayer dollars for this and, interestingly, the complaint is sealed".

chareverie writes "A law just passed in New York now requires labels for violent content in video games that are already rated, as well as having parent-controlled lockout features installed in consoles by 2010. The law has caused an uproar with civil rights groups who claim that such a law is unconstitutional. A legal challenge is already in the works by the New York Civil Liberties Union who cite that similar laws that have been brought to courts in California, Illinois, Minessota, and Washington state have been deemed as unconstitutional. NYCLU legislative director Robert Perry also says that the 'new law is a "back door" way of regulating video game content.'"

This isn't the first time the Republicans have shown up the Democrats with their web savvy — you may remember the previous reports about the Republican Web 2.0 Consultants and their online campaigning game. This just proves that old Republicans can learn new tricks." Assuming the spider adheres to robots.txt, this is clever and well done.

So it finally appears that this discussion is back on the table. I'm curious how Nevada feels about this, as well as the Obama campaign. All it took was $4/gallon gas I guess. The ruling by U.S. District Judge Colleen Kollar-Kotelly found the agency does not have 'substantial independent authority,' so it is not subject to the Freedom of Information Act."

Ron Paul announced Thursday he is suspending his bid for the Republican presidential nomination to focus his time on building an organization to help recruit and elect 'limited government Republicans.' Paul's decision to leave the race is an acknowledgment he had no chance of winning the GOP nomination. But even in loss, Paul is one of a handful of candidates who walked away from this presidential contest a winner. His presidential campaign had a broad base of support that included traditionally fiscal and socially conservative Republicans to young people who were angry about the U.S. decision to wage war against Iraq."

You can even report your posts to the campaign and 'receive points for your success,' though the page doesn't say what exactly the points are good for." Slashdot is not on their suggested blogs list. Can't imagine why.

Precinct Election Judge writes "I am one of the Republican Party Precinct Chairs in Harris County, Texas. Since in 2006 Republican Rick Perry won the Governor's race in my precinct I will be the head election judge at my polling station this November. (My Democratic counterpart will be assistant election judge.) I have read with interest the stories about voting machine hacking, and I want advice from those of you who are experts on what to watch for to make sure there is no fraudulent activity at my precinct during the election. What activities should I look for? Keep in mind my restrictions: I will be at a table in the front of the room with the voter rolls signing people in, I can only approach the voting machines if a voter asks a question or if I have strong reason to believe there is fraudulent activity, the last thing I need is for someone to say the Republicans are trying to keep people from voting! And finally, although each station and voter will be visible from my seat each machine has 'blinders' around it so I will most likely not be able to see the hands of each voter while they are at the station. Thank you in advance for all suggestions."

Article II, of course, is what Bush has argued gives the President virtually unlimited power during war, and McCain has already voted in favor of Telecom Immunity, though he sometimes mentions, to those asking for accountability, wanting to hold hearings about what the telecoms did."
