A Look at the NYC Subway's Archaic Signal System 105

New York City's subway system continues to operate largely on analog signal technology installed nearly a century ago, with 85% of the network still relying on mechanical equipment that requires constant human intervention. The outdated system causes approximately 4,000 train delays monthly and represents a technological time capsule in America's largest mass transit system.

Deep inside Brooklyn's Hoyt-Schermerhorn station, transit worker Dyanesha Pryor operates a hulking machine the size of a grand piano by manipulating 24 metal levers that control nearby trains. Each command requires a precise sequence of movements, punctuated by metallic clanking as levers slam into place. When Pryor needs to step away, even for a bathroom break, express service must be rerouted until she returns, forcing all trains onto local tracks.

The antiquated "fixed block" signaling divides tracks into approximately 1,000-foot sections. When a train occupies a block, it cuts off electrical current, providing only a general position rather than precise location data. This imprecision requires maintaining buffer zones between trains, significantly limiting capacity as ridership has grown. Maintenance challenges are also piling up, writes the New York Times. Hundreds of cloth-wrapped wires -- rather than modern rubber insulation -- fill back rooms and are prone to failure. When equipment breaks, replacements often must be custom-made in MTA workshops, as many components have been discontinued for decades.

The Metropolitan Transportation Authority has begun replacing this system with communications-based train control (C.B.T.C.), which uses computers and wireless technology to monitor trains' exact locations. Routes already converted to C.B.T.C., including the L line (2006) and 7 line (2018), consistently show the best on-time performance. However, the $25 million per-mile upgrade program faces uncertain funding after the Trump administration threatened to kill New York's congestion pricing plan, which would provide $3 billion for signal modernization.

Republicans In Congress Want a Flat $200 Annual EV Tax (arstechnica.com) 273

New submitter LDA6502 writes: The Republican chairman of the House Transportation and Infrastructure Committee is proposing a new annual federal vehicle registration fee of $200 for full EVs, $100 for hybrid EVs, and $20 for combustion vehicles. The tax would be tied to inflation, would be collected by the states, and would expire in 2035. Critics of the proposal note that it could result in low mileage EVs paying a far higher tax rate than heavy ICE trucks and SUVs. Ars Technica notes that the bill "exempts commercial vehicles, which should see a rush from tax avoiders to register their vehicles under their businesses [...]." Farm vehicles will also be exempt from the tax.

New Atomic Fountain Clock Joins Elite Group That Keeps the World on Time (nist.gov) 26

NIST: Clocks on Earth are ticking a bit more regularly thanks to NIST-F4, a new atomic clock at the National Institute of Standards and Technology (NIST) campus in Boulder, Colorado. This month, NIST researchers published a journal article establishing NIST-F4 as one of the world's most accurate timekeepers. NIST has also submitted the clock for acceptance as a primary frequency standard by the International Bureau of Weights and Measures (BIPM), the body that oversees the world's time.

NIST-F4 measures an unchanging frequency in the heart of cesium atoms, the internationally agreed-upon basis for defining the second since 1967. The clock is based on a "fountain" design that represents the gold standard of accuracy in timekeeping. NIST-F4 ticks at such a steady rate that if it had started running 100 million years ago, when dinosaurs roamed, it would be off by less than a second today.

By joining a small group of similarly elite time pieces run by just 10 countries around the world, NIST-F4 makes the foundation of global time more stable and secure. At the same time, it is helping to steer the clocks NIST uses to keep official U.S. time. Distributed via radio and the internet, official U.S. time is critical for telecommunications and transportation systems, financial trading platforms, data center operations and more.

Widespread Power Outage Is Reported in Spain, France and Portugal (nytimes.com) 138

Widespread power outages were reported Monday in parts of Spain, Portugal and France, affecting critical infrastructure like airports and causing transportation disruptions. From a report: "The interruption was due to a problem in the European electricity grid," E-Redes, the national energy supplier of Portugal, said in a statement. In addition to Portugal, it said, "The blackout also affected regions of Spain and France, due to faults in very high voltage lines."

E-Redes said that the outage was widespread across Spain, with outages in Catalonia, Andalusia, Aragon, Navarre, the Basque Country, Castile and Leon, Extremadura and Murcia. In France, the Portuguese energy supplier said, "the Basque Coast and the Burgundy region also experienced power cuts."

Spain's national power company, Red Electricia, said in a post on X that it had restored some power in the north and south of the peninsula. The cause of the outages was not immediately clear. But the effects of the disruption were felt in cities across the region.

NHTSA is expanding its Automated Vehicle Exemption Program to now include domestically produced vehicles that will allow companies to operate non-compliant imported vehicles on U.S. roads. It is currently only open to foreign assembled models.

From the report: The updated version blends elements of the Unimark design with a successor known to some as the Tauranac map, after John Tauranac, a well-regarded New York mapmaker. Mr. Lieber declined to say how much the redesign cost, but said it was paid for "entirely in house," without a stand-alone budget.

Xiaomi EV Involved in First Fatal Autopilot Crash (yahoo.com) 63

An anonymous reader quotes a report from Reuters: China's Xiaomi said on Tuesday that it was actively cooperating with police after a fatal accident involving a SU7 electric vehicle on March 29 and that it had handed over driving and system data. The incident marks the first major accident involving the SU7 sedan, which Xiaomi launched in March last year and since December has outsold Tesla's Model 3 on a monthly basis. Xiaomi's shares, which had risen by 34.8% year to date, closed down 5.5% on Wednesday, underperforming a 0.2% gain in the Hang Seng Tech index. Xiaomi did not disclose the number of casualties but said initial information showed the car was in the Navigate on Autopilot intelligent-assisted driving mode before the accident and was moving at 116 kph (72 mph).

A driver inside the car took over and tried to slow it down but then collided with a cement pole at a speed of 97 kph, Xiaomi said. The accident in Tongling in the eastern Chinese province of Anhui killed the driver and two passengers, Chinese financial publication Caixin reported on Tuesday citing friends of the victims. In a rundown of the data submitted to local police posted on a Weibo account of the company, Xiaomi said NOA issued a risk warning of obstacles ahead and its subsequent immediate takeover only happened seconds before the collision. Local media reported that the car caught fire after the collision. Xiaomi did not mention the fire in the statement.
The report notes that the car was a "so-called standard version of the SU7, which has the less-advanced smart driving technology without LiDAR."

California Has 48% More EV Chargers Than Gas Nozzles (electrek.co) 275

California has 11.3% of America's population — but bought 30% of America's new zero-emission vehicles. That's according to figures from the California Air Resources Board, which also reports 1 in 4 Californians have chosen a zero-emission car over a gas-powered one... for the last two years in a row.

But what about chargers? It turns out that California now has 48% more public and "shared" private EV chargers than the number of gasoline nozzles. (California has 178,000 public and "shared" private EV chargers, versus about 120,000 gas nozzles.) And beyond that public network, there's more than 700,000 Level 2 chargers installed in single-family California homes, according to the California Energy Commission.

Of the 178,000 public/"shared" private chargers, "Over 162,000 are Level 2 chargers," according to an announcement from the governor's office, while nearly 17,000 are fast chargers. (A chart shows a 41% jump in 2024 — though the EV news site Electrek notes that of the 73,537 chargers added in 2024, nearly 38,000 are newly installed, while the other 35,554 were already plugged in before 2024 but just recently identified.) California approved a $1.4 billion investment plan in December to expand zero-emission transportation infrastructure. The plan funds projects like the Fast Charge California Project, which has earmarked $55 million of funding to install DC fast chargers at businesses and publicly accessible locations.

The final stretch took the team back into California, where they reflected on the journey, the data, and the excited reactions from drivers who caught a glimpse of the vehicle on the road. "And they did it. Route 66 became one of the most iconic highways in America, proving that what once seemed improbable could become inevitable.

'Why Did the Government Declare War on My Adorable Tiny Truck?' (bloomberg.com) 176

Automotive historian Dan Albert loves the "adorable tiny truck" he's driving. It's one of the small Japan-made "kei" pickups and minivans that "make up about a third of car sales in Japan." Americans can legally import older models for less than $10,000, and getting 40 miles per gallon they're "Cheap to buy and run... rugged, practical, no-frills machines — exactly what the American-built pickup truck used to be."

But unfortunately, kei buyers face "bureaucratic roadblocks that states like Massachusetts have erected to keep kei cars and trucks out of the hands of U.S. drivers." Several state departments of motor vehicles (DMVs) have balked at registering the imported machines, saying that they're too unsafe for American streets. Owners have responded with a righteous mix of good humor, lobbying and lawsuits... Kei trucks do not meet the Federal Motor Vehicle Safety Standards, or FMVSS — the highly specific rules US-market new cars must meet. But since 1988, the Imported Vehicle Safety Compliance Act has exempted vehicles that are at least 25 years old from these crash safety standards, allowing drivers to bring over vintage European and Asian market models...

Getting insurance coverage was the next barrier, as the company that had long been underwriting the Albert family's fleet also rejected me, forcing me to seek out a specialty "collector car" insurer. (I did eventually get regular coverage....) Maine, Rhode Island, New York, Pennsylvania, Georgia, Virginia, and Michigan also tightened their rules on registering small Japanese imports in recent years. The culprit, according to the auto enthusiast press, was the American Association of Motor Vehicle Administrators, the trade organization that serves as the lobbying and policy arm of DMVs across North America. Much of AAMVA's work involves integrating the databases of the 69 US and Canadian motor vehicle jurisdictions who are its members, so that a car stolen in one state can't be titled in another... The kei truck's regulatory troubles can be traced to a 2011 AAMVA report, "Best Practices Regarding Registration and Titling of Mini-Trucks," which called for outright bans and encouraged DMVs to lobby state legislatures to outlaw keis entirely.

The Insurance Institute of Highway Safety concurred, telling AAMVA that its recommendation did not go far enough: The IIHS said that keis should join the class of conveyances that the U.S. government calls Low Speed Vehicles, which are mechanically limited to 25 miles per hour or less and should be used only for short local trips on low-speed-limit roads because they can't protect occupants in the event of a collision with a regular vehicle... [But] By 2008, Japan's kei trucks did feature crumple zones and driver airbags in compliance with that country's safety standards...

Despite its name, the Imported Vehicle Safety Compliance Act that lets older cars into the US from overseas isn't really about safety: Car industry lobbyists secured passage of the law to protect dealer profits. Newer keis — which are banned — are safer and cleaner than the 25-year-old ones that can be imported now. (Battery-powered keis debuted in 2009.) But even mine has an airbag, front crumple zone, seatbelt pretensioners, and anti-lock brakes.

The article notes that kie fans have "a distinctly libertarian streak... Some owners I've talked to report forging titles, setting up shell companies in Montana and finding other means of skirting DMV rules."

Why a Lost Cellphone Forced an Airplane to Turn Around in Mid-Flight (nzherald.co.nz) 62

Last week an Air France flight to the Caribbean had to turn around and return to Paris, reports the Washington Post, "after a passenger could not locate their cellphone."

Because of fears that an unattended cellphone could overheat — and because the passenger and crew couldn't find the phone — the Boeing 777 turned around off the coast of France "and returned to the airport, according to the flight-tracking service FlightAware. It landed back where it started a little more than two hours after taking off, with 375 passengers, 12 cabin crew and two pilots on board..." It was the airline's second Caribbean-bound flight to turn around because of a phone since early February as the aviation industry grapples with the risk of fires sparked by lithium batteries... Air France did not say where on the plane the phone was lost — or where it was ultimately located. "After checks by the maintenance teams, the device was found and the aircraft was able to take off again quickly," the airline said in an unsigned statement. "Air France regrets this situation and reminds that the safety of its customers and crew members is its absolute priority." The plane made it to Guadeloupe, a French overseas territory, about four hours later than scheduled...
The articles notes that U.S. air passengers "are required to keep vape pens and spare lithium batteries, such as portable chargers, in the cabin at all times, according to the Federal Aviation Administration. The items are not allowed in checked bags..."

The agency — which handles about 16.4 million flights per year — "says it is aware of 85 lithium battery air incidents involving smoke, fire or extreme heat last year."

Virginia Will Punish Fast Drivers With Devices That Limit Their Speed (washingtonpost.com) 214

An anonymous reader quotes a report from the Washington Post: Virginia is set to become the first state in the country to require some reckless drivers to put devices on their cars that make it impossible to drive too fast. D.C. passed similar legislation last year. Several other states, including Maryland, are considering joining them. It's an embrace of a technological solution to a human problem: Speeding contributes to more than 10,000 deaths a year. Under the Virginia legislation, a judge can decide to order drivers to install the speed limiters in their vehicles in lieu of taking away their driving privileges or sending them to jail. It takes effect in July 2026.

Del. Patrick A. Hope (D-Arlington) said various advocacy groups, including Mothers Against Drunk Driving and the National Safety Council, gave him the idea. He drove a car outfitted with the technology and was impressed. "It was easy to use, and once you're engaged it's impossible to go over the speed limit," he said. "It will make our streets safer." He thinks the device is preferable to suspending drivers' licenses, a punishment that people frequently ignore because they have no other way of getting to work or the store or taking their children to school. It's an approach similar to using an interlock device that requires a person convicted of drunken driving to pass a Breathalyzer test to start their car.

Hope wanted anyone convicted of reckless driving after going 100 mph or more to be required to use a limiter for two to six months, but Gov. Glenn Youngkin (R) struck that part of the bill, leaving all use of the limiting technology up to the state courts. Hope expressed concern about the governor's amendment but will urge the General Assembly to accept it, as the legislature typically does when the bill's sponsor signals support. Drivers must pay for the speed limiters themselves. (As in D.C., indigent defendants are exempt from paying.) The limiters won't be used in Virginia on commercial vehicles. Attempting to evade the speed limiter by tampering with it or driving a different car is a misdemeanor punishable by up to a year in jail.

London Bans Most E-Bikes on Public Transport Over Fire Risk (theguardian.com) 77

Transport for London will ban most e-bikes across its network from March 31 amid growing safety concerns over battery fires, the transport authority announced on Wednesday. The ban, covering London Underground, Overground, Elizabeth Line and DLR trains, exempts only folding e-bikes, which are considered less likely to have been modified and pose a reduced safety risk.

TfL implemented the measure following union strike threats after several incidents, including an e-bike that exploded into flames at Rayners Lane Underground platform last month. The train drivers' union Aslef said the incident could have caused mass casualties.

China Explores Limiting Its EV and Battery Exports For US Tariff Negotiations (msn.com) 160

"China is considering trying to blunt greater U.S. tariffs and other trade barriers," reports the Wall Street Journal, "by offering to curb the quantity of certain goods exported to the U.S., according to advisers to the Chinese government." Tokyo's adoption of so-called voluntary export restraints, or VERs, to limit its auto shipments to the U.S. in the 1980s helped prevent Washington from imposing higher import duties. A similar move from Beijing, especially in sectors of key concern to Washington, like electric vehicles and batteries, would mitigate criticism from the U.S. and others over China's "economic imbalances": heavily subsidized companies making stuff for slim profits but saturating global markets, to the detriment of other countries' manufacturers...

The Xi leadership has indicated a desire to cut a deal with the Trump administration to head off greater trade attacks... Similar to Japan, the Chinese advisers say, Beijing may also consider negotiating export restraints on EVs and batteries in return for investment opportunities in those sectors in the U.S. In some officials' views, they say, that might be an attractive offer to Trump, who at times has indicated an openness to more Chinese investment in the U.S. even though members of his administration firmly oppose it.

VW's Cheapest EV Is First To Use Rivian Software (techcrunch.com) 64

An anonymous reader quotes a report from TechCrunch: Volkswagen's ultra-cheap EV called the ID EVERY1 -- a small four-door hatchback revealed Wednesday -- will be the first to roll out with software and architecture from Rivian, according to a source familiar with the new model. The EV is expected to go into production in 2027 with a starting price of 20,000 euros ($21,500). A second EV called the ID.2all, which will be priced in the 25,000 euro price category, will be available in 2026. Both vehicles are part of the automaker's new category of electric urban front-wheel-drive cars that are being developed under the "Brand Group Core" that makes up the volume brands in the VW Group. And both vehicles are for the European market.

The EVERY1 will be the first to ship with Rivian's vehicle architecture and software as part of a $5.8 billion joint venture struck last year between the German automaker and U.S. EV maker. The ID.2all is based on the E3 1.1 architecture and software developed by VW's software unit Cariad. VW didn't name Rivian in its reveal Wednesday, although there were numerous nods to next-generation software. Kai Grunitz, member of the Volkswagen Brand Board of Management responsible for technical development, noted it would be the first model in the entire VW Group to use a "fundamentally new, particularly powerful software architecture." "This means the future entry-level Volkswagen can be equipped with new functions throughout its entire life cycle," he said. "Even after purchase of a new car, the small Volkswagen can still be individually adapted to customer needs."
Volkswagen says the ID EVERY1 concept is a compact electric vehicle with a 70 kW motor, a top speed of 130 km/h, a minimum range of 250 km (150 miles), seating for four, and a 305-liter luggage capacity.

GM Taps Nvidia To Boost Its Self-Driving Projects 11

General Motors is partnering with Nvidia to enhance its self-driving and manufacturing capabilities by leveraging Nvidia's AI chips, software, and simulation tools. "GM says it will apply several of Nvidia's products to its business, such as the Omniverse 3D graphics platform which will run simulations on virtual assembly lines with an eye on reducing downtime and improving efficiency," reports The Verge. "The automaker also plans to equip its next-generation vehicles with Nvidia's 'AI brain' for advanced driver assistance and autonomous driving. And it will employ the chipmaker's AI training software to make its vehicle assembly line robots better at certain tasks, like precision welding and material handling." From the report: GM already uses Nvidia's GPUs to train its AI software for simulation and validation. Today's announcement was about expanding those use cases into improving its manufacturing operations and autonomous vehicles, GM CEO Mary Barra said in a statement. (Dave Richardson, GM's senior VP of Software and Services Engineering will be joining NVIDIA's Norm Marks for a fireside chat at the conference.) "AI not only optimizes manufacturing processes and accelerates virtual testing but also helps us build smarter vehicles while empowering our workforce to focus on craftsmanship," Barra said. GM will adopt Nvidia's in-car software products to build next-gen vehicles with autonomous driving capabilities. That includes the company's Drive AGX system-on-a-chip (SoC), similar to Tesla's Full Self-Driving chip or Intel's Mobileye EyeQ. The SoC runs the "safety-certified" DriveOS operating system, built on the Blackwell GPU architecture, which is capable of delivering 1,000 trillion operations per second (TOPS) of high-performance compute, the company says. [...] In a briefing with reporters, Ali Kani, Nvidia's vice president and general manager of automotive, described the chipmaking company's automotive business as still in its "infancy," with the expectation that it will only bring in $5 billion this year. Nvidia's chips are in less than 1 percent of the billions of cars on the road today, he added. But the future looks promising. The company is also announcing deals with Tier 1 auto supplier Magna, which helped build Sony's Afeela concept, to use Drive AGX in the company's next-generation advanced driver assist software. "We believe automotive is a trillion dollar opportunity for Nvidia," Kani said.
