Why Google Should Be Afraid of a Missouri Republican's Google Probe (arstechnica.com) 231

Josh Hawley wants to know how Google handles user data. And he plans to look into whether Google is using its dominance in the search business to harm companies in other markets where Google competes. It's another sign of growing pressure Google is facing from the political right. Grassroots conservatives increasingly see Google as falling on the wrong side of the culture wars. So far that hasn't had a big impact in Washington policymaking. But with Hawley planning to run for the U.S. Senate next year, we could see more Republican hostility toward Google -- and perhaps other big technology companies -- in the coming years. The Hawley investigation will dig into whether Google violated Missouri's consumer-protection and antitrust laws. Specifically, Hawley will investigate: "Google's collection, use, and disclosure of information about Google users and their online activities," "Google's alleged misappropriation of online content from the websites of its competitors," and "Google's alleged manipulation of search results to preference websites owned by Google and to demote websites that compete with Google." States like Missouri have their own antitrust laws and the power to investigate company business conduct independently of the feds. So Hawley seems to be taking yet another look at those same issues to see if Google's conduct runs afoul of Missouri law.

We don't know if Hawley will get the Republican nomination or win his challenge to Sen. Claire McCaskill (D-Mo.) next year, but people like him will surely be elected to the Senate in the coming decade. Hawley's decision to go after Google suggests that he sees some upside in being seen as an antagonist to a company that conservatives increasingly view with suspicion. More than that, it suggests that Hawley believes it's worth the risk of alienating the GOP's pro-business wing, which takes a dim view of strict antitrust enforcement even if it targets a company with close ties to Democrats.

All 500 of the World's Top 500 Supercomputers Are Running Linux (zdnet.com) 287

Freshly Exhumed shares a report from ZDnet: Linux rules supercomputing. This day has been coming since 1998, when Linux first appeared on the TOP500 Supercomputer list. Today, it finally happened: All 500 of the world's fastest supercomputers are running Linux. The last two non-Linux systems, a pair of Chinese IBM POWER computers running AIX, dropped off the November 2017 TOP500 Supercomputer list. When the first TOP500 supercomputer list was compiled in June 1993, Linux was barely more than a toy. It hadn't even adopted Tux as its mascot yet. It didn't take long for Linux to start its march on supercomputing.

From when it first appeared on the TOP500 in 1998, Linux was on its way to the top. Before Linux took the lead, Unix was supercomputing's top operating system. Since 2003, the TOP500 was on its way to Linux domination. By 2004, Linux had taken the lead for good. This happened for two reasons: First, since most of the world's top supercomputers are research machines built for specialized tasks, each machine is a standalone project with unique characteristics and optimization requirements. To save costs, no one wants to develop a custom operating system for each of these systems. With Linux, however, research teams can easily modify and optimize Linux's open-source code to their one-off designs.
The semiannual TOP500 Supercomputer List was released yesterday. It also shows that China now claims 202 systems within the TOP500, while the United States claims 143 systems.

FDA Approves Digital Pill That Tracks If Patients Have Ingested Their Medication (nytimes.com) 72

The approval, announced late on Monday, marks a significant advance in the growing field of digital devices designed to monitor medicine-taking and to address the expensive, longstanding problem that millions of patients do not take drugs as prescribed. Experts estimate that so-called nonadherence or noncompliance to medication costs about $100 billion a year, much of it because patients get sicker and need additional treatment or hospitalization. Patients who agree to take the digital medication, a version of the antipsychotic Abilify, can sign consent forms allowing their doctors and up to four other people, including family members, to receive electronic data showing the date and time pills are ingested. A smartphone app will let them block recipients anytime they change their mind. Although voluntary, the technology is still likely to prompt questions about privacy and whether patients might feel pressure to take medication in a form their doctors can monitor.

"Open-source software" is computer software with its source code made available with a license in which the copyright holder provides the rights to study, change, and distribute the software to anyone and for any purpose. According to The Verge, the Pentagon is going to make a big push for open-source software in 2018. "Thanks to an amendment introduced by Sen. Mike Rounds (R-SD) and co-sponsored by Sen. Elizabeth Warren (D-MA), the [National Defense Authorization Act for Fiscal Year 2018] could institute a big change: should the bill pass in its present form, the Pentagon will be going open source." From the report: We don't typically think of the Pentagon as a software-intensive workplace, but we absolutely should. The Department of Defense is the world's largest single employer, and while some of that work is people marching around with rifles and boots, a lot of the work is reports, briefings, data management, and just managing the massive enterprise. Loading slides in PowerPoint is as much a part of daily military life as loading rounds into a magazine. Besides cost, there are two other compelling explanations for why the military might want to go open source. One is that technology outside the Pentagon simply advances faster than technology within it, and by availing itself to open-source tools, the Pentagon can adopt those advances almost as soon as the new code hits the web, without going through the extra steps of a procurement process. Open-source software is also more secure than closed-source software, by its very nature: the code is perpetually scrutinized by countless users across the planet, and any weaknesses are shared immediately.

"Although some governments sought to support their interests and expand their influence abroad, as with Russia's disinformation campaigns in the United States and Europe, in most cases they used these methods inside their own borders to maintain their hold on power."

Facebook, of course, is now a prime example of this trend. Jeanette Manfra, assistant secretary for cyber security at DHS, told a U.S. House of Representatives panel that 94 percent of agencies had responded to a directive ordering them to survey their networks to identify any use of Kaspersky Lab products and to remove them. But Manfra said DHS did "not currently have conclusive evidence" that any networks had been breached due to their use of Kaspersky Lab software. The administration of President Donald Trump ordered civilian U.S. agencies in September to remove Kaspersky Lab from their networks, amid worries the antivirus firm was vulnerable to Kremlin influence and that using its anti-virus software could jeopardize national security.

The FCC doesn't mention privacy in the 109-page proposed rule that is scheduled for a vote by commissioners Thursday. "If the new standard allows broadcasters to collect data in a way they haven't before, I think consumers should know about that," Jonathan Schwantes, senior policy counsel for Consumers Union, said in an interview. "What privacy protections will apply to that data, and what security protections?" From a report: Most importantly, Electronic Arts today announced that they are reducing the number of credits needed to unlock top characters in the game by 75 percent. Luke Skywalker and Darth Vader will now cost 15,000 credits. Emperor Palatine, Chewbacca and Leia Organa will now cost 10,000 and Iden will cost 5,000. Mashable reports on the outcry that took place over the weekend: Battlefront II isn't technically out until Nov. 17, but fans that subscribe to EA Access or Origin Access -- which give Xbox One and PC players, respectively, a five-day, 10-hour window to play EA games before they launch -- are discovering how those changes feel. And it's a bad scene, friends. "At the current price of 60,000 credits it will take you 40 hours of gameplay time to earn the right to unlock one hero or villain [in Star Wars: Battlefront II]," Reddit user TheHotterPotato wrote in a post. "That means 40 hours of saving each and every credit, no buying any crates at all, so no bonus credits from getting duplicates in crates." The Reddit post produced such a mind-blowingly negative response that an agent of EA actually responded. Unfortunately, that response made things even worse. EA's Reddit account is plastered with a barrage of downvotes, with one particular response receiving over 600,000 downvotes -- a record.

The Dragon was the result of a decision 6 years prior -- in 2006, NASA made an "unprecedented" investment in SpaceX technology. A new financial analysis shows that the investment has paid off, and the government found one of the true bargains of the 21st century when it invested in SpaceX. A new research paper by Edgar Zapata, who works at Kennedy Space Center, looks closely at the finances of SpaceX and NASA. "There were indications that commercial space transportation would be a viable option from as far back as the 1980s," Zapata writes. "When the first components of the ISS were sent into orbit 1998, NASA was focused on "ambitious, large single stage-to-orbit launchers with large price tags to match." For future commercial crew missions sending astronauts into space, Zapata estimates that it will cost $405 million for a SpaceX Dragon crew deployment of 4 and $654 million for a Boeing Starliner, which is scheduled for its first flight in 2019. That sounds like a lot, and it is, but Zapata estimates that its only 37 to 39 percent of what it would have cost the government.

Project spearheads Firefox and Chrome were the first major browsers to graduate WebAssembly from preview versions to their respective stable branches over the summer. The second wave followed in the following weeks when Chromium-based browsers like Opera and Vivaldi also rolled out the feature as soon as it was added to the Chromium stable version. The last ones to ship WebAssembly in the stable branches were Apple in Safari 11.0 and Microsoft in Microsoft Edge (EdgeHTML 16), which is the version that shipped with the Windows 10 Fall Creators Update. Both were released last month. WebAssembly, or wasm, is a bytecode format for the web, allowing developers to send JavaScript code to browsers in smaller sizes, but also to compile from C/C++/Rust to wasm directly.

It aims to correct what its backers see as a serious flaw in the design of the original Bitcoin. There are hundreds of cryptocurrencies on the Internet, and many of them are derived from Bitcoin in one way or another. But Bitcoin Gold -- like Bitcoin Cash, another Bitcoin spinoff that was created in August -- is different in two important ways. Bitcoin Gold is branding itself as a version of Bitcoin rather than merely new platforms derived from Bitcoin's source code. It has also chosen to retain Bitcoin's transaction history, which means that, if you owned bitcoins before the fork, you now own an equal amount of "gold" bitcoins. While Bitcoin Cash was designed to resolve Bitcoin's capacity crunch with larger blocks, Bitcoin Gold aims to tackle another of Bitcoin's perceived flaws: the increasing centralization of the mining industry that verifies and secures Bitcoin transactions.

The original vision for Bitcoin was that anyone would be able to participate in Bitcoin mining with their personal PCs, earning a bit of extra cash as they helped to support the network. But as Bitcoin became more valuable, people discovered that Bitcoin mining could be done much more efficiently with custom-built application-specific integrated circuits (ASICs). As a result, Bitcoin mining became a specialized and highly concentrated industry. The leading companies in this new industry wield a disproportionate amount of power over the Bitcoin network. Bitcoin Gold aims to dethrone these mining companies by introducing an alternative mining algorithm that's much less susceptible to ASIC-based optimization. Uber Drivers In Lagos Are Using a Fake GPS App To Inflate Rider Fares (qz.com) 86

According to Quartz, some Uber drivers in Lagos have been using a fake GPS itinerary app called Lockito to illicitly bump up fares for local drivers. The app was initially created for developers to "test geofencing-based apps," but has been used by Uber drivers to inflate the cost of their trips. From the report: In some cases, inflated trips can cost riders more than double the rate they should be paying. "It's more like a parasite," says Mohammed, a driver for both Uber and Taxify in Lagos. "It sets the false GPS movement while allowing the phone also to keep track of its actual movement. The Uber app can't tell the difference between both so it just calculates both." When a driver uses Lockito for an Uber trip he or she can have the fake GPS running (and calculating a fake fare) from the pickup point to the drop off location, before the passenger has even got into the car. When the real trip starts, the real GPS starts running and calculating the actual fare. But at the end of the journey the fares from both trips (real and fake) are tallied up as one fare which the unsuspecting rider pays. Some drivers use Lockito to inflate fares by adding 1000 naira to 2000 naira extra (roughly $3 to $6) but some drivers are believed to inflate fares to exorbitant levels.

The most recent list, released Monday, shows that China is now in a class by itself. China now claims 202 systems within the Top 500, while the United States -- once the dominant player -- tumbles to second place with 143 systems represented on the list. Only a few months ago, the U.S. had 169 systems within the Top 500 compared to China's 160. The growth of China and the decline of the United States within the Top 500 has prompted the U.S. Department of Energy to doll out $258 million in grants to several tech companies to develop exascale systems, the next great leap in HPC. These systems can handle a billion billion calculations a second, or 1 exaflop. However, even as these physical machines grow more and more powerful, a good portion of supercomputing power is moving to the cloud, where it can be accessed by more researchers and scientists, making the technology more democratic.

It comes 25 years after the first notice in 1992 when a mere 1,500 scientists issued a similar warning. This new cautioning -- which gained popularity on Twitter with #ScientistsWarningToHumanity -- garnered more than 15,000 signatures. William Ripple of Oregon State University's College of Forestry, who started the campaign, said that he came across the 1992 warning last February, and noticed that this year happened to mark the 25th anniversary. Together with his graduate student, Christopher Wolf, he decided to revisit the concerns raised then, and collect global data for different variables to show trends over the past 25 years. Ripple found: A decline in freshwater availability; Unsustainable marine fisheries; Ocean dead zones; Forest losses; Dwindling biodiversity; Climate change; Population growth. There was one positive outcome, however: a rapid decline in ozone depletion. One of the potential solutions is to stabilize the population. If we reduce family size, consumption patterns don't rise as much. And that can be done by empowering girls and women, providing sexual education and education on family planning.

You have an article about a thing, and the picture illustrates that thing, which in many cases helps you understand the thing better. But on the web, this logic no longer holds, because at some point it was decided that all texts demand a picture. It may be of a tangentially related celeb. It may be a stock photo of a person making a face. It may be a Sony logo, which is just the word SONY. I have been thinking about this for a long time and I think it is stupid. I understand that images -- clicks is industry gospel, but it seems like many publishers have forgotten their sense of pride. If a picture is worth a thousand words, it's hard for me to imagine there'll be much value in the text of an article illustrated by a generic stock image. As with so many problems, social media seems to deserve much of the blame for this. Until the mid-to-late '00s, a publication's homepage played a dominant role in driving people to individual articles. Homepages mostly mimicked the front pages of newspapers, where major stories -- things that warranted investment in original art -- had images. Other stories just got a headline. Over time, the endless space of the internet lowered the standard for which articles needed art, but still, not everything got an image. [...] Even the unflinching belief that people won't read articles if there aren't pictures doesn't hold up to logic. Sure, interesting pictures can attract readers, but most of these images are not interesting. And even if it were slightly better for business, is that really a compromise worth making?

You know what once-groundbreaking technology doesn't have any problems making bank year after year? That's right, it's payphones. Most people now have a cell phone, so you may have wondered who still uses those rusted, quarter-eating boxes. As it turns out, a lot of people do. According to the Canadian Radio-television and Telecommunications Commission's 2017 monitoring report, payphones in Canada made $22 million CAD in 2016 (this figure may not account for the cost of upkeep, but the CRTC has stated in the past that payphones are "financially viable at current rates.") That's spread out among nearly 60,000 payphones in the country, which made roughly $300 per phone over the course of the year. That's at least a few calls per day, each. The US numbers are similar: The FCC reports that in 2015 payphones made $286 million, which is comparable for a population ten times the size of Canada's.

Munich Council: To Hell With Linux, We're Going Full Windows in 2020 (theregister.co.uk) 544

The German city of Munich, which received much popularity back in the day when it first ditched Microsoft's services in favor of open-source software, has now agreed to stop using Linux and switch back to Windows. If the decision is ratified by the full council in two weeks, Windows 10 will start rolling out across the city in 2020. From a report: A coalition of Social Democrats and Conservatives on the committee voted for the Windows migration last week, Social Democrat councillor Anne Hubner told The Register. Munich rose to fame in the open-source world for deciding to use Linux and LibreOffice to make the city independent from the claws of Microsoft. But the plan was never fully realised -- mail servers, for instance, eventually wound up migrating to Microsoft Exchange -- and in February the city council formally voted to end Linux migration and go back to Microsoft. Hubner said the city has struggled with LiMux adoption. "Users were unhappy and software essential for the public sector is mostly only available for Windows," she said. She estimated about half of the 800 or so total programs needed don't run on Linux and "many others need a lot of effort and workarounds." Hubner added, "in the past 15 years, much of our efforts were put into becoming independent from Microsoft," including spending "a lot of money looking for workarounds" but "those efforts eventually failed." A full council vote on Windows 10 2020 migration is set for November 23, Hubner said. However, the Social Democrats and Conservatives have a majority in the council, and the outcome is expected to be the same as in committee.

Amazon is developing a free, ad-supported complement to its Prime streaming video service, AdAge reported on Monday, citing people familiar with Amazon's plans. From the report: The company is talking with TV networks, movie studios and other media companies about providing programming to the service, they say. Amazon Prime subscribers pay $99 per year for free shipping but also access to a mix of ad-free TV shows, movies and original series such as "Transparent" and "The Man in the High Castle." It has dabbled in commercials on Prime to a very limited degree, putting ads inside National Football League games this season and offering smaller opportunities for brand integrations. A version paid for by advertisers instead of subscribers could provide a new foothold in streaming video for marketers, whose opportunities to run commercials are eroding as audiences drift away from traditional TV and toward ad-free services like Netflix and Prime.

New Study Suggests We Don't Understand Supervolcanoes (sciencealert.com) 105

Better microsampling (and analysis) are revealing "previously obscured" clues about how super-hot molten lava behaves, according to a Science Alert article shared by schwit1: "The older view is that there's a long period with a big tank of molten rock in the crust," says geoscientist Nathan Andersen from the University of Wisconsin-Madison. "A new view is that magma is stored for a long period in a state that is locked, cool, crystalline, and unable to produce an eruption. That dormant system would need a huge infusion of heat to erupt." Such a huge infusion of heat is what's thought to have unleashed a violent supereruption in California some 765,000 years ago... [A]s awesomely destructive as the supereruption was, lingering evidence from the aftermath can tell us about the magma conditions deep underground before the top blew so spectacularly.

Specifically, an analysis of argon isotopes contained in crystals from the Bishop Tuff -- the large rocky outcrop produced when the Long Valley Caldera was created -- shows the magma from the supereruption was heated rapidly, not slowly simmered. Geologically speaking, that is -- meaning the heating forces that produced the supereruption occurred over decades, or perhaps a couple of centuries. (A long time for people, sure, but a blink of an eye in the life-time of a supervolcano.) The reasoning is that argon quickly escapes from hot crystals, so it wouldn't have a chance to accumulate in the rock if the rock were super-heated for a long time... Unfortunately, while scientists are doing everything they can to read the signs of volcanic supereruptions -- something NASA views as more dangerous than asteroid strikes -- the reality is, the new findings don't bring us any closer to seeing the future.

"This does not point to prediction in any concrete way," warns geologist Brad Singer, "but it does point to the fact that we don't understand what is going on in these systems, in the period of 10 to 1,000 years that precedes a large eruption."

An anonymous reader quotes CNET: An Orbital ATK Antares rocket carrying a cubesat named Asgardia-1 launched from NASA's Wallops Flight Facility in Virginia early Sunday. The milk carton-sized satellite makes up the entirety of territory of the self-proclaimed "Space Kingdom" of Asgardia... Over 300,000 people signed up online to become "citizens" of the nation over the last year. The main privilege of citizenship so far involves the right to upload data to Asgardia-1 for safekeeping in orbit, seemingly far away from the pesky governments and laws of Earth-bound countries...

As of now, Asgardia's statehood isn't acknowledged by any other actual countries or the United Nations, and it doesn't really even fit the definition of a nation since it's not possible for a human to physically live in Asgardia. Not yet, at least. The long-term vision for Asgardia includes human settlements in space, on the moon and perhaps even more distant colonies.

On Tuesday Orbital ATK's spacecraft will dock with the International Space Station for a one-month re-supply mission -- then blast higher into orbit to deploy the space kingdom's satellite. "Asgardia space kingdom has now established its sovereign territory in space," read an online statement.

Next the space kingdom plans to hold elections for 150 Members of Parliament.

North Korean Hackers Are Targeting US Defense Contractors (wpengine.com) 146

chicksdaddy quotes Security Ledger: North Korean hackers have stepped up their attacks on U.S. defense contractors in an apparent effort to gain intelligence on weapon systems and other assets that might be used against the country in an armed conflict with the United States and its allies, The Security Ledger is reporting. Security experts and defense industry personnel interviewed by The Security Ledger say that probes and attacks by hacking groups known to be associated with the government of the Democratic People's Republic of Korea (DPRK) have increased markedly as hostilities between that country and the United States have ratcheted up in the last year. The hacking attempts seem to be aimed at gaining access to intellectual property belonging to the companies, including weapons systems deployed on the Korean peninsula.

"As the situation between the DPRK and the US has become more tense, we've definitely seen an increase in number of probe attempts from cyber actors coming out of the DPRK," an official at an aerospace and defense firm told Security Ledger. The so-called "probes" were targeting the company's administrative network and included spear phishing attacks via email and other channels. The goal was to compromise computers on the corporate network... So far, the attacks have targeted "weakest links" within the firms, such as Human Resources personnel and general inquiry mailboxes, rather than targeting technical staff directly. However, experts who follow the DPRK's fast evolving cyber capabilities say that the country may have more up their sleeve.

CNBC also reports that America's congressional defense committees have authorized a last-minute request for $4 billion in extra spending for "urgent missile defeat and defense enhancements to counter the threat of North Korea."

Other countries newly interested in purchasing missile defense systems include Japan, Sweden, Poland, and Saudi Arabia.

New Samsung Video Demos Linux on Galaxy Smartphones (liliputing.com) 100

Slashdot reader boudie2 tipped us off to some Linux news. Liliputing reports: Samsung's DeX dock lets you connect one of the company's recent phones to an external display, mouse, and keyboard to use your phone like a desktop PC... assuming you're comfortable with a desktop PC that runs Android. But soon you may also be able to use your Android phone as a Linux PC [and] the company has released a brief video that provides more details. One of those details? At least one of the Linux environments in question seems to be Ubuntu 16.04... While that's the only option shown, the fact that it does seem to be an option suggests you may be able to run different Linux environments as well.

Once Ubuntu is loaded, the video shows a user opening Eclipse, an integrated development environment that's used to create Java (and Android apps). In other words, you can develop apps for Android phones with ARM-based processors on an Android phone with an ARM-based processor.

Samsung promised in October that its Linux on Galaxy app will ultimately let users "run their preferred Linux distribution on their smartphones utilizing the same Linux kernel that powers the Android OS."

What Happens to Open Source Code After Its Developer Dies? (wired.com) 78

An anonymous reader writes: The late Jim Weirich "was a seminal member of the western world's Ruby community," according to Ruby developer Justin Searls, who at the age of 30 took over Weirich's tools (which are used by huge sites like Hulu, Kickstarter, and Twitter). Soon Searls made a will and a succession plan for his own open-source projects. Wired calls succession "a growing concern in the open-source software community," noting developers have another option: transferring their copyrights to an open source group (for example, the Apache Foundation).

Most package-management systems have "at least an ad-hoc process for transferring control over a library," according to Wired, but they also note that "that usually depends on someone noticing that a project has been orphaned and then volunteering to adopt it." Evan Phoenix of the Ruby Gems project acknowledges that "We don't have an official policy mostly because it hasn't come up all that often. We do have an adviser council that is used to decide these types of things case by case." Searls suggests GitHub and package managers like Ruby Gems add a "dead man's switch" to their platform, which would allow programmers to automatically transfer ownership of a project or an account to someone else if the creator doesn't log in or make changes after a set period of time.

Wired also spoke to Michael Droettboom, who took over the Python library Matplotlib after John Hunter died in 2012. He points out that "Sometimes there are parts of the code that only one person understands," stressing the need for developers to also understand the code they're inheriting.

CopperheadOS Fights Unlicensed Installations On Nexus Phones (xda-developers.com) 97

An anonymous reader writes: Earlier this week security-hardened Android build CopperheadOS temporarily blocked Nexus updates on its servers after finding out that other companies have been flashing the ROM onto Nexus phones and selling them commercially in violation of the CopperheadOS licensing terms. The incident highlights an inherent problem in getting open source to be used by the masses: the difficulty of organizations being able to build and monetize a successful, long-term open source business model...
"We've enabled over-the-air updates again," CopperheadOS tweeted Saturday, "to avoid impacting our remaining customers on Nexus devices and other legitimate users. However, downloads on the site will no longer be available and we'll be making changes to the update client for Nexus devices."

In an earlier series of tweets, they explained it's an ongoing issue. "It's not okay to disrespect our non-commercial licensing terms for those official builds by flashing and selling it on hundreds of phones... This is why we've been unable to sell access to Pixel images. There are people that are going to buy those and flash + sell devices in direct competition with us in violation of the licensing terms. Needing to deal with so many people acting in bad faith makes this difficult.

"It's not permitted for our official Nexus builds and yet that's what's happening. We do all of the development, testing, release engineering and we provide the infrastructure, and then competitors sell far more devices than us in violation of our licensing terms. Ridiculous."

The new test weapon is part of the AFRL Self-protect High Energy Laser Demonstrator (SHiELD) program tasked with developing airborne laser systems.

Airborne laser weapons are nothing new. Experimental lasers mounted on aircraft date back to the US Strategic Defense Initiative of the 1980s, but producing a practical weapon system has proven difficult. Previous attempts have resulted in dodgy chemical laser weapons so bulky that they had to be mounted in a 747, but the development of solid state fiber optic lasers is starting to change the game. Earlier this year, Lockheed's ground-based ATHENA system shot down five 10.8-ft (3.3-m) wingspan Outlaw drones by focusing its 30-kW Accelerated Laser Demonstration Initiative (ALADIN) laser at their stern control surfaces until they burned off, sending them crashing into the desert floor.

Bill Gates Just Bought 25,000 Acres in the Arizona Desert (kgw.com) 313

What's the world's second-richest man up to now? A Phoenix news station reports: One of Bill Gates' investment firms has spent $80 million to kickstart the development of a brand-new community in Arizona's far West Valley. The large plot of land is about 45 minutes west of downtown Phoenix off I-10 near Tonopah. The proposed community, made up of close to 25,000 acres of land, is called Belmont. According to Belmont Partners, a real estate investment group based in Arizona, the goal is to turn the land into its own "smart city."

"Belmont will create a forward-thinking community with a communication and infrastructure spine that embraces cutting-edge technology, designed around high-speed digital networks, data centers, new manufacturing technologies and distribution models, autonomous vehicles and autonomous logistics hubs," Belmont Partners said in a news release.

A former columnist for the Phoenix newspaper writes that "Unless Gates plans to turn the land into a preserve, he might want to know a few things that the locals didn't tell him..." First, Arizona doesn't have enough water to continue these kind of developments, no matter what the mouthpieces of the Real Estate Industrial Complex say... Second, climate change poses a clear and present danger to Arizona now. Summers are significantly hotter and lasting longer than a few decades ago. Massive wildfires are common, another new phenomenon. Whether Phoenix will even be inhabitable by mid-century is an open question. Already, it is a man-made environment totally dependent on electricity to power air conditioning and gasoline delivered by vulnerable pipelines. All of which make it questionable whether all the dreamed developments ever get built, much less last long.
"To be fair, wealthy people who were clever in one area -- especially tech -- often think they know a lot about everything," the columnist concludes. "If this is the case here, he might want to study up."

Cases that would have sailed through the approval process in earlier years ground to a halt under requests for new paperwork. The number of challenges -- officially known as "requests for evidence" or RFEs -- are up 44 percent compared to last year, according to statistics from USCIS...

"We're entering a new era," said Emily Neumann, an immigration lawyer in Houston who has been practicing for 12 years. "There's a lot more questioning, it's very burdensome." She said in past years she's counted on 90 percent of her petitions being approved by Oct. 1 in years past. This year, only 20 percent of the applications have been processed. Neumann predicts she'll still have many unresolved cases by the time next year's lottery happens in April 2018.

One Bitcoin Transaction Now Uses As Much Energy As Your House In a Week (vice.com) 227

Long-time Slashdot reader SlaveToTheGrind quotes Motherboard: Bitcoin's incredible price run to break over $7,000 this year has sent its overall electricity consumption soaring, as people worldwide bring more energy-hungry computers online to mine the digital currency. An index from cryptocurrency analyst Alex de Vries, aka Digiconomist, estimates that with prices the way they are now, it would be profitable for Bitcoin miners to burn through over 24 terawatt-hours of electricity annually as they compete to solve increasingly difficult cryptographic puzzles to "mine" more Bitcoins. That's about as much as Nigeria, a country of 186 million people, uses in a year.

This averages out to a shocking 215 kilowatt-hours (KWh) of juice used by miners for each Bitcoin transaction (there are currently about 300,000 transactions per day). Since the average American household consumes 901 KWh per month, each Bitcoin transfer represents enough energy to run a comfortable house, and everything in it, for nearly a week.

When she first started writing articles about the dangers of electronic voting with no paper trail, the idea that software could be manipulated to rig elections was considered a fringe preoccupation; but Russia's efforts to influence the 2016 presidential election have reversed Simons's fortunes. According to the Department of Homeland Security, those efforts included attempts to meddle with the electoral process in 21 states; while a series of highly publicized hacks -- at Sony, Equifax, the U.S. Office of Personnel Management -- has driven home the reality that very few computerized systems are truly secure. NASA Discovers Mantle Plume That's Melting Antarctica From Below (newsweek.com) 243

schwit1 shares a report from Newsweek: Researchers at NASA have discovered a huge upwelling of hot rock under Marie Byrd Land, which lies between the Ross Ice Shelf and the Ross Sea, is creating vast lakes and rivers under the ice sheet. The presence of a huge mantle plume could explain why the region is so unstable today, and why it collapsed so quickly at the end of the last Ice Age, 11,000 years ago. Mantle plumes are thought to be part of the plumbing systems that brings hot material up from Earth's interior. Once it gets through the mantle, it spreads out under the crust, providing magma for volcanic eruptions. The area above a plume is known as a hotspot.

[I]n a study published in the Journal of Geophysical Research: Solid Earth, Seroussi and colleagues looked at one of the most well studied magma plumes on Earth -- the Yellowstone hotspot. The team developed a mantle plume model to look at how much geothermal heat would be needed to explain what is seen at Marie Byrd Land. They then used the Ice Sheet System Model (ISSM), which shows the physics of ice sheets, to look at the natural sources of heating and heat transport. This model enabled researchers to place "powerful constraint" on how much melt rate was allowable, meaning they could test out different scenarios of how much heat was being produced deep beneath the ice. Their findings showed that generally, the energy being generated by the mantle plume is no more than 150 milliwatts per square meter -- any more would result in too much melting. The heat generated under Yellowstone National Park, on average, is 200 milliwatts per square meter.

An anonymous reader quotes a report from CBC.ca: When Adele fans went online to buy tickets to the pop superstar's world tour last year, they had no idea what exactly they were up against. An army of tech-savvy resellers that included a little-known Canadian superscalper named Julien Lavallee managed to vacuum up thousands of tickets in a matter of minutes in one of the quickest tour sellouts in history. The many fans who were shut out would have to pay scalpers like Lavallee a steep premium if they still wanted to see their favorite singer. An investigation by CBC/Radio-Canada and the Toronto Star, based in part on documents found in the Paradise Papers, rips the lid off Lavallee's multimillion-dollar operation based out of Quebec and reveals how ticket website StubHub not only enables but rewards industrial-scale scalpers who gouge fans around the world.

Lavallee's name appears over and over in the records, alongside the names of his wife, his father and other friends and family. The records show them somehow buying tickets from different locations around the world at the same time, placing orders from cities like Chicago, Los Angeles, London and Montreal. Lavallee, who got his start in his early 20s reselling hockey and concert tickets while living at home with his parents, now runs an international ticket harvesting operation. Financial records detail $7.9 million in gross sales in 2014 alone. [T]he CBC/Star investigation also discovered a password-protected portal exclusively for StubHub's top sellers who prove they can move more than $50,000 worth of tickets a year. The company offers them special software to upload and manage huge inventories of tickets.
StubHub said in a statement: "StubHub agrees that the use of bots to procure tickets is unfair and anti-consumer. StubHub has always supported anti-bots legislation and encourages policy-makers to look comprehensively at the host of factors that impact a fan's ability to fairly access, buy, resell, or even give away tickets in a competitive ticket market."

EA Buys Out a Game Studio After Shutting Another One Down 3 Weeks Ago (arstechnica.com) 57

EA has acquired the video game studio Respawn Entertainment. "The studio, co-founded by former Infinity Ward chiefs and Call of Duty co-creators in the wake of their departure from Activision, has been bought out in a deal whose total value could reach $455 million," reports Ars Technica. "The news by itself may seem odd, considering that EA shut down one of its other wholly owned studios, Visceral Games, only three weeks ago." From the report: A report from Kotaku sheds light on why EA made the move: as a response to another game publisher, Korea's Nexon, making a formal bid to buy Respawn outright. Nexon currently publishes a mobile spinoff of Respawn's Titanfall shooter series. Kotaku, citing sources close to the matter, claims that Nexon had bid to buy the company outright. EA exercised its contractual right to match the offer, Kotaku says, and it ultimately outbid Nexon. Among other things, the buyout preserves Respawn's continued work on an upcoming EA game set in the Star Wars universe; EA currently enjoys an exclusive license to making Star Wars-related video games, and any takeover by another company would have to resolve whether or how such a project would continue in production. Respawn's Star Wars project still does not have a title, a release date, or revealed gameplay footage. Respawn announced its work on an additional, unnamed VR game at Oculus Connect 4 last month; the EA statement says that project will continue apace, as well.

Following Equifax Breach, CEO Doesn't Know If Data Is Encrypted (techtarget.com) 104

An anonymous reader quotes a report from TechTarget: Equifax alerted the public in September 2017 to a massive data breach that exposed the personal and financial information -- including names, birthdays, credit card numbers and Social Security numbers -- of approximately 145 million customers in the United States to hackers. Following the Equifax breach, the former CEO Richard Smith and the current interim CEO Paulino do Rego Barros Jr. were called to testify before the Committee on Commerce, Science, and Transportation this week for a hearing titled "Protecting Consumers in the Era of Major Data Breaches." During the hearing, Sen. Cory Gardner (R-Colo.) questioned Smith and Barros about Equifax's use of -- or lack of -- encryption for customer data at rest. Smith confirmed that the company was not encrypting data at the time of the Equifax breach, and Gardner questioned whether or not that was intentional. "Was the fact that [customer] data remained unencrypted at rest the result of an oversight, or was that a decision that was made to manage that data unencrypted at rest?" Gardner asked Smith. Smith pointed out that encryption at rest is just one method of security, but eventually confirmed that a decision was made to leave customer data unencrypted at rest. "So, a decision was made to leave it unencrypted at rest?" Gardner pushed. "Correct," Smith responded.

Gardner moved on to Barros and asked whether he has implemented encryption for data at rest since he took over the position on Sept. 26. Barros began to answer by saying that Equifax has done a "top-down review" of its security, but Gardner interrupted, saying it was a yes or no question. Barros stumbled again and said it was being reviewed as part of the response process and Gardner pushed again. "Yes or no, does the data remain unencrypted at rest?" "I don't know at this stage," Barros responded. "Senator, if I may. It's my understanding that the entire environment [in] which this criminal attack occurred is much different; it's a more modern environment with multiple layers of security that did not exist before. Encryption is only one of those layers of security," Smith said.

Uber Drivers Have Rights on Wages and Time Off, UK Panel Rules (apnews.com) 125

Uber suffered a blow on Friday to its operations in its biggest market outside the United States when a British panel ruled in London rejected the company's argument that its drivers were self employed. The decision, which affirmed a ruling made last year, means that Uber will have to ensure its drivers in Britain are paid a minimum wage and entitled to time off, casting doubt on a common hiring model in the so-called gig economy that relies on workers who do not have a formal contract as permanent employees. From a report: Judge Jennifer Eady rejected Uber's argument that the men were independent contractors, because the drivers had no opportunity to make their own agreements with passengers and the company required them to accept 80 percent of trip requests when they were on duty. The tribunal, Eady wrote in her decision, found "the drivers were integrated into the Uber business of providing transportation services." The ride-hailing service said it has never required drivers in the U.K. to accept 80 percent of the trips offered to them and that drivers make well above the minimum wage. Employment lawyers expect the case to be heard by higher courts as early as next year.

An anonymous reader quotes a report from Ars Technica: Just two days after the FBI said it could not get into the Sutherland Springs shooter's seized iPhone, Politico Pro published a lengthy interview with a top Department of Justice official who has become the "government's unexpected encryption warrior." According to the interview, which was summarized and published in transcript form on Thursday for subscribers of the website, Deputy Attorney General Rod Rosenstein indicated that the showdown between the DOJ and Silicon Valley is quietly intensifying. "We have an ongoing dialogue with a lot of tech companies in a variety of different areas," he told Politico Pro. "There's some areas where they are cooperative with us. But on this particular issue of encryption, the tech companies are moving in the opposite direction. They're moving in favor of more and more warrant-proof encryption." "I want our prosecutors to know that, if there's a case where they believe they have an appropriate need for information and there is a legal avenue to get it, they should not be reluctant to pursue it," Rosenstein said. "I wouldn't say we're searching for a case. I''d say we're receptive, if a case arises, that we would litigate."

In the interview, Rosenstein also said he "favors strong encryption." "I favor strong encryption, because the stronger the encryption, the more secure data is against criminals who are trying to commit fraud," he explained. "And I'm in favor of that, because that means less business for us prosecuting cases of people who have stolen data and hacked into computer networks and done all sorts of damage. So I'm in favor of strong encryption." "This is, obviously, a related issue, but it's distinct, which is, what about cases where people are using electronic media to commit crimes? Having access to those devices is going to be critical to have evidence that we can present in court to prove the crime. I understand why some people merge the issues. I understand that they're related. But I think logically, we have to look at these differently. People want to secure their houses, but they still need to get in and out. Same issue here." He later added that the claim that the "absolutist position" that strong encryption should be by definition, unbreakable, is "unreasonable." YouTube Says It Will Crack Down On Bizarre Videos Targeting Children (theverge.com) 109

"Earlier this week, a report in The New York Times and a blog post on Medium drew a lot of attention to a world of strange and sometimes disturbing YouTube videos aimed at young children," reports The Verge. "The genre [...] makes use of popular characters from family-friendly entertainment, but it's often created with little care, and can quickly stray from innocent themes to scenes of violence or sexuality." YouTube is cracking down and will now age restrict videos that violate its policy. From the report: The first line of defense for YouTube Kids are algorithmic filters. After that, there is a team of humans that review videos which have been flagged. If a video with recognizable children's characters gets flagged in YouTube's main app, which is much larger than the Kids app, it will be sent to the policy review team. YouTube says it has thousands of people working around the clock in different time zones to review flagged content. If the review finds the video is in violation of the new policy, it will be age restricted, automatically blocking it from traveling to the Kids app. YouTube says it typically takes at least a few days for content to make its way from YouTube proper to YouTube Kids, and the hope is that within that window, users will flag anything potentially disturbing to children. YouTube also has a team of volunteer moderators, which it calls Contributors, looking for inappropriate content. YouTube says it will start training its review team on the new policy and it should be live within a few weeks. Along with filtering content out of the Kids app, the new policy will also tweak who can see these videos on YouTube's main service. Flagged content will be age restricted, and users won't be able to see those videos if they're not logged in on accounts registered to users 18 years or older. All age-gated content is also automatically exempt from advertising. That means this new policy could put a squeeze on the booming business of crafting strange kid's content.

Google Working To Remove MINIX-Based ME From Intel Platforms (tomshardware.com) 181

An anonymous reader quotes a report from Tom's Hardware: Intel's Management Engine (ME) technology is built into almost all modern Intel CPUs. At the Embedded Linux Conference, a Google engineer named Ronald Minnich revealed that the ME is actually running its own entire MINIX OS and that Google is working on removing it. Due to MINIX's presence on every Intel system, the barebones Unix-like OS is the most widely deployed operating system in the world. Intel's ME technology is a hardware-level system within Intel CPUs that consists of closed-source firmware running on a dedicated microprocessor. There isn't much public knowledge of the workings of the ME, especially in its current state. It's not even clear where the hardware is physically located anymore.

What's concerning Google is the complexity of the ME. Public interest in the subject piqued earlier this year when a vulnerability was discovered in Intel's Active Management Technology (AMT), but that's just a software that runs on ME--ME is actually an entire OS. Minnich's presentation touched on his team's discovery that the OS in question is a closed version of the open-source MINIX OS. The real focus, though, is what's in it and the consequences. According the Minnich, that list includes web server capabilities, a file system, drivers for disk and USB access, and, possibly, some hardware DRM-related capabilities. It's not known if all this code is explicitly included for current or future ME capabilities, or if it's because Intel simply saw more potential value in keeping rather than removing it.
