NASA Officially Greenlights $3.35 Billion Mission To Saturn's Moon Titan (arstechnica.com) 54

NASA last week formally approved a $3.35 billion mission to explore Saturn's largest moon with a quadcopter drone. "Dragonfly is a spectacular science mission with broad community interest, and we are excited to take the next steps on this mission," said Nicky Fox, associate administrator of NASA's science mission directorate. "Exploring Titan will push the boundaries of what we can do with rotorcraft outside of Earth." The mission has a launch date of July 2028. Ars Technica reports: After reaching Titan, the eight-bladed rotorcraft lander will soar from place to place on Saturn's hazy moon, exploring environments rich in organic molecules, the building blocks of life. Dragonfly will be the first mobile robot explorer to land on any other planetary body besides the Moon and Mars, and only the second flying drone to explore another planet. NASA's Ingenuity helicopter on Mars was the first. Dragonfly will be more than 200 times as massive as Ingenuity and will operate six times farther from Earth.

Despite its distant position in the cold outer Solar System, Titan appears to be reminiscent of the ancient Earth. A shroud of orange haze envelops Saturn's largest moon, and Titan's surface is covered with sand dunes and methane lakes. Titan's frigid temperatures -- hovering near minus 290 degrees Fahrenheit (minus 179 degrees Celsius) -- mean water ice behaves like bedrock. NASA's Cassini spacecraft, which flew past Titan numerous times before its mission ended in 2017, discovered weather systems on the hazy moon. Observations from Cassini found evidence for hydrocarbon rains and winds that appear to generate waves in Titan's methane lakes. Clearly, Titan is an exotic world. Most of what scientists know about Titan comes from measurements collected by Cassini and the European Space Agency's Huygens probe, which Cassini released to land on Titan in 2005. Huygens returned the first pictures from Titan's surface, but it only transmitted data for 72 minutes.

Dragonfly will explore Titan for around three years, flying tens of kilometers about once per month to measure the prebiotic chemistry of Titan's surface, study its soupy atmosphere, and search for biosignatures that could be indications of life. The mission will visit more than 30 locations within Titan's equatorial region, according to a presentation by Elizabeth Turtle, Dragonfly's principal investigator at the Johns Hopkins University Applied Physics Laboratory. "The Dragonfly mission is an incredible opportunity to explore an ocean world in a way that we have never done before," Turtle said in a statement. "The team is dedicated and enthusiastic about accomplishing this unprecedented investigation of the complex carbon chemistry that exists on the surface of Titan and the innovative technology bringing this first-of-its-kind space mission to life."

Voyager 1 Resumes Sending Updates To Earth (nasa.gov) 53

quonset writes: Just over two weeks ago, NASA figured out why its Voyager 1 spacecraft stopped sending useful data. They suspected corrupted memory in its flight data system (FDS) was the culprit. Today, for the first time since November, Voyager 1 is sending useful data about its health and the status of its onboard systems back to NASA. How did NASA accomplish this feat of long distance repair? They broke up the code into smaller pieces and redistributed them throughout the memory.

From NASA: "... So they devised a plan to divide the affected code into sections and store those sections in different places in the FDS. To make this plan work, they also needed to adjust those code sections to ensure, for example, that they all still function as a whole. Any references to the location of that code in other parts of the FDS memory needed to be updated as well. The team started by singling out the code responsible for packaging the spacecraft's engineering data. They sent it to its new location in the FDS memory on April 18. A radio signal takes about 22 1/2 hours to reach Voyager 1, which is over 15 billion miles (24 billion kilometers) from Earth, and another 22 1/2 hours for a signal to come back to Earth. When the mission flight team heard back from the spacecraft on April 20, they saw that the modification worked: For the first time in five months, they have been able to check the health and status of the spacecraft. During the coming weeks, the team will relocate and adjust the other affected portions of the FDS software. These include the portions that will start returning science data.

The Ingenuity Mars Helicopter Just Sent Its Last Message Home (livescience.com) 25

Two months ago the team behind NASA's Ingenuity Helicopter released a video reflecting on its historic explorations of Mars, flying 10.5 miles (17.0 kilometers) in 72 different flights over three years. It was the team's way of saying goodbye, according to NASA's video.

And this week, LiveScience reports, Ingenuity answered back: On April 16, Ingenuity beamed back its final signal to Earth, which included the remaining data it had stored in its memory bank and information about its final flight. Ingenuity mission scientists gathered in a control room at NASA's Jet Propulsion Laboratory (JPL) in California to celebrate and analyze the helicopter's final message, which was received via NASA's Deep Space Network, made up of ground stations located across the globe.

In addition to the remaining data files, Ingenuity sent the team a goodbye message including the names of all the people who worked on the mission. This special message had been sent to Perseverance the day before and relayed to Ingenuity to send home.

The helicopter, which still has power, will now spend the rest of its days collecting data from its final landing spot in Valinor Hills, named after a location in J.R.R. Tolkien's "The Lord of the Rings" books.

The chopper will wake up daily to test its equipment, collect a temperature reading and take a single photo of its surroundings. It will continue to do this until it loses power or fills up its remaining memory space, which could take 20 years. Such a long-term dataset could not only benefit future designs for Martian vehicles but also "provide a long-term perspective on Martian weather patterns and dust movement," researchers wrote in the statement. However, the data will be kept on board the helicopter and not beamed back to Earth, so it must be retrieved by future Martian vehicles or astronauts.

"Whenever humanity revisits Valinor Hills — either with a rover, a new aircraft, or future astronauts — Ingenuity will be waiting with her last gift of data," Teddy Tzanetos, an Ingenuity scientist at JPL, said in the statement.

Thursday NASA's Jet Propulsion Laboratory released another new video tracing the entire route of Ingenuity's expedition over the surface of Mars.

"Ingenuity's success could pave the way for more extensive aerial exploration of Mars down the road," adds Spacae.com: Mission team members are already working on designs for larger, more capable rotorcraft that could collect a variety of science data on the Red Planet, for example. And Mars isn't the only drone target: In 2028, NASA plans to launch Dragonfly, a $3.3 billion mission to Saturn's huge moon Titan, which hosts lakes, seas and rivers of liquid hydrocarbons on its frigid surface. The 1,000-pound (450 kg) Dragonfly will hop from spot to spot on Titan, characterizing the moon's various environments and assessing its habitability.

Could the Earth's Record Hot Streak Signal a New Climate Era? (msn.com) 170

South America's Amazon River has reached its lowest level since measurements began, according to the Washington Post, while temperatures "hovered above 110 degrees Fahrenheit" for nearly a week as April began in the capital of Mali. "Nights offered little relief, with temperatures often staying above 90 degrees..."

"An overtaxed electrical grid sputtered and shut down," they add, and "dehydration and heat stroke became epidemic... At the city's main hospital, doctors recorded a month's worth of deaths in just four days. Local cemeteries were overwhelmed." The historic heat wave that besieged Mali and other parts of West Africa this month — which scientists say would have been "virtually impossible" in a world without human-caused climate change — is just the latest manifestation of a sudden and worrying surge in global temperatures. Fueled by decades of uncontrolled fossil fuel burning and an El Niño climate pattern that emerged last June, the planet this year breached a feared warming threshold of 1.5 degrees Celsius above preindustrial levels. Nearly 19,000 weather stations have notched record high temperatures since January 1. Each of the last ten months has been the hottest of its kind.

The scale and intensity of this hot streak is extraordinary even considering the unprecedented amount of greenhouse gases in the atmosphere, researchers say. Scientists are still struggling to explain how the planet could have exceeded previous temperature records by as much as half a degree Celsius (0.9 degrees Fahrenheit) last fall. What happens in the next few months, said Gavin Schmidt, director of the NASA Goddard Institute for Space Studies, could indicate whether Earth's climate has undergone a fundamental shift — a quantum leap in warming that is confounding climate models and stoking ever more dangerous weather extremes.

But even if the world returns to a more predictable warming trajectory, it will only be a temporary reprieve from the conditions that humanity must soon confront, Schmidt said. "Global warming continues apace."

Will this summer's La Niña cool things off? More atmospheric research is underway, and "Schmidt says it's too soon to know how worried the world should be," according to the article. But he does raise this possibility. "What if the statistical connections that we are basing our predictions on are no longer valid?"

NASA Veteran Behind Propellantless Propulsion Drive Announces Major Discovery (thedebrief.org) 258

Longtime Slashdot reader garyisabusyguy shares a report from The Debrief: Dr. Charles Buhler, a NASA engineer and the co-founder of Exodus Propulsion Technologies, has revealed that his company's propellantless propulsion drive, which appears to defy the known laws of physics, has produced enough thrust to counteract Earth's gravity. "The most important message to convey to the public is that a major discovery occurred," Buhler told The Debrief. "This discovery of a New Force is fundamental in that electric fields alone can generate a sustainable force onto an object and allow center-of-mass translation of said object without expelling mass." "There are rules that include conservation of energy, but if done correctly, one can generate forces unlike anything humankind has done before," Buhler added. "It will be this force that we will use to propel objects for the next 1,000 years until the next thing comes."

To document his team's discovery as well as the process behind their work, which Dr. Buhler cautions is in no way affiliated with NASA or the U.S. Government, the outwardly amiable researcher presented his findings at a recent Alternative Propulsion Energy Conference (APEC). Filled with both highly-credentialed career engineers and propulsion hobbyists, APEC is an organization The Debrief once referred to as the World's Most Exclusive (And Strange) Anti-Gravity Club. Up next, Buhler says his team is seeking funding to test their devices in space to better understand the force at work. "We're hoping to do some demos," said Buhler. "Some space demos. That's what we're trying to get some funding to do. I think that would be a great way to show off the technology." Besides proving once and for all that the force they are seeing is real, the accomplished engineer believes that such tests could encourage other scientists to search for an explanation of what exactly it is they are seeing. "I think it's a good opportunity for people to run these tests, look at them, watch them go in space, watch it move in space, and then say, "what does it imply? What are the implications?'" Until that time, Buhler says he believes his work proves that the force they are seeing is "fundamental" and that understanding it is the next logical step. "You can't deny this," he told Ventura. "There's not a lot to this. You're just charging up Teflon, copper tape, and foam, and you have this thrust."

So, while his team believes their experiments speak for themselves, the veteran scientist says he also believes it is the job of science to analyze and understand this discovery. If successful, he thinks it may even address some of the harder questions in science, including the nature of dark energy or even space/time itself. "It's easy to make these things," he said, "so it's a tool for the scientific community to use to try to explore those hard questions."

Sweden Becomes 38th Country To Sign NASA's Artemis Accords For Moon Exploration (space.com) 14

Sweden is the newest nation to sign onto NASA's Artemis Accords -- a series of non-binding bilateral arrangements for peaceful and responsible exploration. Space.com reports: During a signing event in Stockholm on Tuesday (April 16), Swedish Minister for Education Mats Persson penned the agreement alongside U.S. Ambassador Erik D. Ramanathan. "By joining the Artemis Accords, Sweden strengthens its strategic space partnership with the U.S. on space covering areas such as Swedish space research and the space industry, which in turn also strengthens Sweden's total defense capability," Persson said in a NASA statement. The event in Stockholm comes just on the heels of Switzerland's signing of the Artemis Accords the day before. Greece and Uruguay were also included in February. Sweden is now the 38th nation to join the accords, which were established in 2020, as the first Artemis moon launch inched closer to reality.

The Accords mirror principles set out in 1967, as part of the Outer Space Treaty to help govern international cooperation space. NASA is using the refreshed agreement as a guideline for the Artemis program, which aims to send astronauts back to the moon for the first time since Apollo 17, in 1972. In the agency's statement, NASA administrator Bill Nelson welcomed Sweden to the expanding space club. "Our nations have worked together to discover new secrets in our solar system, and now, we welcome you to a global coalition that is committed to exploring the heavens openly, transparently, responsibly, and in peace," Nelson said, adding, "the United States and Sweden share the same bedrock principles, and we're excited to expand these principles to the cosmos."

NASA Confirms That Debris From ISS Crashed Into Florida Home (nbcnews.com) 57

NASA has confirmed that a piece of metal that tore through a Florida home last month was space junk from the International Space Station. NBC News reports: The agency confirmed Monday that the 1.6-pound object was debris from a cargo pallet that had been intentionally released from the space station three years ago. The pallet, packed with aging batteries, was supposed to burn up harmlessly in Earth's atmosphere, but a piece survived -- the piece that smashed into a house in Naples, Florida, on March 8.

WINK News, a CBS News affiliate in southwestern Florida, first reported the incident. Naples resident Alejandro Otero told the outlet that the object crashed through the roof and two floors of his home. Otero was not home at the time, he told WINK News, but the metal object nearly hit his son, who was two rooms away. In a blog post about the incident, NASA said it had analyzed the object at the Kennedy Space Center in Florida and confirmed that it was part of the equipment used to mount the batteries on the cargo pallet.

The piece of space junk is roughly cylindrical in shape and is about 4-inches tall and 1.6-inches wide. NASA said agency staff studied the object's features and metal composition and matched it to the hardware that had been jettisoned from the space station in 2021. At that time, new lithium-ion batteries had recently been installed at the space station, so the old nickel hydrogen batteries were packed up for disposal. The space station's robotic arm released the 5,800-pound cargo pallet containing the batteries over the Pacific Ocean, as the outpost orbited 260 miles above the Earth's surface, according to NASA. NASA said it will perform a detailed investigation of the latest debris incident to determine how the object withstood the extreme trip through the atmosphere.

NASA Says New Plan Needed To Return Rocks From Mars; Current Mission Design Can't Deliver Before 2040 (bbc.com) 65

SonicSpike shares a report: The quest to return rock materials from Mars to Earth to see if they contain traces of past life is going to go through a major overhaul. The US space agency says the current mission design can't return the samples before 2040 on the existing funds and the more realistic $11bn needed to make it happen is not sustainable. Nasa is going to canvas for cheaper, faster "out of the box" ideas. It hopes to have a solution on the drawing board later in the year.

Returning rock samples from Mars is regarded as the single most important priority in planetary exploration, and has been for decades. Just as the Moon rocks brought home by Apollo astronauts revolutionised our understanding of early Solar System history, so materials from the Red Planet are likely to recast our thinking on the possibilities for life beyond Earth.

CNN Reporter 'Still Haunted' By Space Shuttle Columbia Disaster (cnn.com) 93

After nearly 11 years as CNN's space correspondent, Miles O'Brien found himself in 2003 at the Kennedy Space Center in Florida covering the launch of the space shuttle Columbia: As part of the post-launch routine, NASA began sharing several replays of the launch from various cameras trained on the vehicle. And that was when we saw it. Producer Dave Santucci called me into our live truck, and said, "You got to look at this." It was kind of a grainy image of what looked like a puff of smoke, as if someone dropped a bag of flour on the ground and it broke open. We played it over and over again, and it did not look good at all. The giant orange fuel tank was filled with super cold liquid hydrogen and oxygen, so it was enveloped in insulating foam. A big piece of the foam had broken away near a strut called the "bipod," striking the leading edge of the orbiter's left wing. It was made of reinforced carbon to protect the aluminum structure of the spacecraft from the searing heat of re-entry from space.

I reached out to some of my sources inside the shuttle program. Everyone had seen it, of course, but the people I spoke with cautioned me not to worry. The foam was very light, and it had fallen off on earlier missions and nothing of concern had happened as a result... I wish I hadn't taken my eye off the ball. Space was my beat, and I was uniquely positioned to put this concerning event into the public domain. Like NASA's leadership, I went through a process of convincing myself that it was going to be okay. But I had this sinking feeling. It didn't feel right. A spacecraft re-entering the atmosphere at 17,500 miles an hour — much faster than a rifle bullet — is enveloped in a glowing inferno of plasma...

[As it returned to earth 16 days later] the communication between the ground and the orbiter became non-routine. Producers in the control room realized the gravity of the situation, and we cut to a commercial break to get me off the couch. As I was making my way across the newsroom, I started heaving. I knew in an instant that they were all gone. There was no survivable scenario. I was sickened. It was like a body blow. Somehow I got my act together and started talking. I felt like it was my responsibility to mention the foam strike, to get the information out there to the public. About an hour after Columbia had disintegrated, I shared with a huge global audience what I knew... "That bipod is the place where they think a little piece of foam fell off and hit the leading edge of that wing."

During the mission, I could have easily done a story about the foam strike, spreading the word that some NASA engineers believed there may be some reason for concern. What if I had done that? It might have made a difference.

"A rescue mission would not have been impossible," the article concludes, "and I feel certain that if NASA managers saw that gaping hole in Columbia's wing, they would've tried.

"We will never know for sure, but I do know how so many of us on the ground failed to do our jobs during that mission. It still haunts me."

Japanese Astronauts To Land On Moon As Part of New NASA Partnership (spacenews.com) 17

Under a new agreement between the U.S. and Japan, the first non-American on the Moon as part of the Artemis lunar exploration campaign will be a Japanese astronaut. SpaceNews reports: At an event in Washington, NASA Administrator Bill Nelson and Japanese Minister of Education, Culture, Sports, Science and Technology (MEXT) Masahito Moriyama signed an agreement regarding an additional Japanese contribution to Artemis, a pressurized lunar rover called Lunar Cruiser. NASA will deliver the rover to the moon, which the agencies said should take place ahead of the Artemis 7 mission scheduled for no earlier than 2031. NASA will also provide two seats on future Artemis lunar landing missions to astronauts from the Japanese space agency JAXA, the first agency other than NASA to secure spots on landing missions.

The Japanese rover will support extended expeditions from Artemis landing sites that are beyond the range of the Lunar Terrain Vehicle that three American companies are developing for NASA under contracts announced April 3. The rover is designed to accommodate two astronauts for up to 30 days, with an overall lifetime of 10 years. The announcement, though, offered no details about when the Japanese astronauts would fly to the moon. "It depends," Nelson said at an April 10 briefing when asked about schedules, noting that the two countries "announced a shared goal for a Japanese national to land on the moon on a future NASA mission assuming benchmarks are achieved."

"No mission has been currently assigned to a Japanese astronaut," added Lara Kearney, manager of NASA's extravehicular activity and human surface mobility program, at the briefing. The implementing agreement (PDF) said several factors will go into crew assignments, including progress on the pressurized rover, or PR: "The timing of the flight opportunities will be determined by NASA in line with existing flight manifesting and crew assignment processes and will take into account program progress and constraints, MEXT's request for the earliest possible assignment of the Japanese astronauts to lunar surface missions, and major PR milestones such as when the PR is first deployed on the lunar surface." The assumption among many in the industry, though, is that at least one of the astronauts will fly before the rover is delivered, and possibly as soon as the Artemis 4 mission, the second crewed landing, in the late 2020s.

ULA Launches Final Delta Rocket After 64 Years (space.com) 22

After 64 years of service, ULA on Tuesday launched its last-ever Delta rocket carrying a classified payload for the U.S. National Reconnaissance Office (NRO). "The powerful booster departed Space Launch Complex-37 (SLC-37) at Cape Canaveral Space Force Station in Florida at 12:53 p.m. EDT (1653 GMT), literally setting itself on fire for the 16th and final time," reports Space.com. From the report: That spectacle, which was unique to the Delta IV in its heaviest configuration, was the result of hydrogen building up in the flame trench and then rising up alongside the rocket after it was used to cool down the three RS-68A engines to cryogenic temperatures. When the engines fired, the hydrogen ignited and flames lapped at the orange insulation covering the core stage and its two side-mounted boosters. The two boosters were jettisoned about four minutes into the flight, followed by the core, or first stage, separating one minute and 45 seconds later. A single RL10C-2-1 engine on the Delta cryogenic second stage then took over, propelling the NROL-70 payload into space. Due to national security concerns, coverage of the launch ceased following fairing jettison at about 6 minutes and 40 seconds into the flight.

ULA is retiring the Delta IV, and eventually its other legacy rocket, the Atlas V, in favor of its newly introduced Vulcan, which flew a near-perfect first mission in January. The Vulcan was developed to replace both long-flying rockets in all of their configurations. "This is a great mission to think about that transition, because national security space missions is our core and the unique set of missions there require a high-energy launch vehicle. We designed Vulcan specifically for that," said [Tory Bruno, chief executive officer of United Launch Alliance]. In addition to being the 16th Delta IV Heavy, Tuesday's launch was also the 45th liftoff of a Delta IV, the 35th Delta IV to fly from Florida and the 389th Delta launch of any kind since 1960 (of which 294 were sent skyward from Cape Canaveral). Half of the Delta IV Heavy launches were devoted to sending NRO payloads into orbit. The rocket and its less powerful configurations were also used in support of NASA, NOAA (the U.S. National Oceanic and Atmospheric Administration), U.S. Air Force and commercial payloads.

CNN says the first two episodes will livestream tonight at 9 p.m. EST (time-delayed on the west coast until 9 p.m.PST) — and then be available on-demand starting Monday — "for pay TV subscribers via CNN.com, CNN connected TV and mobile apps." CNN's web site offers a "preview" of its live TV offerings here.

They're promising "the inside story of one America's most iconic institutions, uncovering how financial pressures and a culture of complacency may have contributed to the events of February 1, 2003. The series also reflects on the legacy of the Space Shuttle era, serving as a timely exploration of the challenges and inherent dangers that remain relevant to space travel today."

On its web site CNN has also published two companion articles — one by Rice history professor Douglas Brinkley arguing that NASA "was America's crown jewel. After the Columbia disaster it was never quite the same." Because other shuttle missions had returned safely with "shredded" surface tiles — and because the stalwart Columbia had brought astronauts home from 27 previous flights — many NASA officials were lulled into complacency. They went so far as to assure the pilot and commander via email that "there is no concern ... We have seen the same phenomenon on several other flights and there is absolutely no concern for entry."

NASA officials also decided against enlisting spy satellite photography to examine the shuttle damage more thoroughly. If they had, it's possible that the astronauts could have repaired the spaceplane or at least abandoned it for refuge on the International Space Station...

As the Columbia Accident Investigation Board (CAIB) noted in its final report, "the NASA organizational culture had as much to do with this accident as the foam." All of NASA's launches were suspended for two years. While the shuttles eventually flew again, post-Columbia, the program was stunted and curtailed.

The article notes that since then SpaceX, Blue Origin, and the United Launch Alliance (Lockheed Martin and Boeing) "are thriving today in the space industry," along with Virgin Galactic and Axiom Space. "NASA, far from feeling threatened, has encouraged many of the private companies with massive contracts. The agency already had a long history of dealing with sub-contractors, using its pocketbook to steer aerospace development; that tradition has adjusted seamlessly to the current space economy."

NASA Figured Out Why Its Voyager 1 Probe Has Been Glitching for Months (gizmodo.com) 58

NASA engineers have traced the Voyager 1 spacecraft's transmitted gibberish to corrupted memory hardware in its flight data system (FDS). "The team suspects that a single chip responsible for storing part of the affected portion of the FDS memory isn't working," NASA wrote in an update. Gizmodo reports: FDS collects data from Voyager's science instruments, as well as engineering data about the health of the spacecraft, and combines them into a single package that's transmitted to Earth through one of the probe's subsystems, the telemetry modulation unit (TMU), in binary code. FDS and TMU have been having trouble communicating with one another. As a result, TMU has been sending data to mission control in a repeating pattern of ones and zeroes. NASA's engineers aren't quite sure what corrupted the FDS memory hardware; they think that either the chip was hit by an energetic particle from space or that it's just worn out after operating for 46 years. [...] The engineers are hoping to resolve the issue by finding a way for FDS to operate normally without the corrupted memory hardware, enabling Voyager 1 to begin transmitting data about the cosmos and continue its journey through deep space.

NASA Picks 3 Companies to Help Astronauts Drive Around the Moon (nytimes.com) 23

NASA announced on Wednesday that they have selected three companies to develop preliminary designs for vehicles to take astronauts around the south polar region of the Moon. "After the astronauts return to Earth, these vehicles would be able to self-drive around as robotic explorers, similar to NASA's rovers on Mars," reports the New York Times. "The self-driving capability would also allow the vehicle to meet the next astronaut mission at a different location." From the report: The companies are Intuitive Machines of Houston, which in February successfully landed a robotic spacecraft on the moon; Lunar Outpost of Golden, Colo.; and Venturi Astrolab of Hawthorne, Calif. Only one of the three will actually build a vehicle for NASA and send it to the moon. NASA had asked for proposals of what it called the lunar terrain vehicle, or L.T.V., that could drive at speeds up to 9.3 miles per hour, travel a dozen miles on a single charge and allow astronauts to drive around for eight hours. The agency will work with the three companies for a year to further develop their designs. Then NASA will choose one of them for the demonstration phase. The L.T.V. will not be ready in time for the astronauts of Artemis III, the first landing in NASA's return-to-the-moon program, which is currently scheduled for 2026.

The plan is for the L.T.V. to be on the lunar surface ahead of Artemis V, the third astronaut landing that is expected in 2030, said Lara Kearney, manager of the extravehicular activity and human surface mobility program at the NASA Johnson Space Center. "If they can get there earlier, we'll take it earlier," Ms. Kearney said. The L.T.V. contract will be worth up to $4.6 billion over the next 15 years -- five years of development and then a decade of operations on the moon, most of it going to the winner of this competition. But Ms. Kearney said the contracts allow NASA to later finance the development of additional rovers, or allow other companies to compete in the future.

NASA To Create Time Standard For the Moon (reuters.com) 75

artmancc writes: The White House has directed NASA and other federal agencies to get to work on a plan to implement precision timekeeping and dissemination on the moon and elsewhere in space. Reuters cited a memo from the head of the White House Office of Science and Technology Policy (OSTP) that "instructed the space agency to work with other parts of the U.S. government to devise a plan by the end of 2026 for setting what it called a Coordinated Lunar Time (LTC). The name of the proposed time standard is similar to the terrestrial time standard known as Coordinated Universal Time (UTC).

"OSTP chief Arati Prabhakar's memo said that for a person on the moon, an Earth-based clock would appear to lose on average 58.7 microseconds per Earth-day and come with other periodic variations that would further drift moon time from Earth time," Reuters reported. An unidentified OSTP official said the lunar time standard is needed for secure and synchronized communication between astronauts, satellites orbiting the moon, and Earth.

Trash From the ISS May Have Hit a House In Florida (arstechnica.com) 135

A nearly two-pound piece of trash from the International Space Station may have hit a house in Florida. Alejandro Otero said it "tore through the roof and both floors of his two-story house in Naples, Florida," reports Ars Technica. "Otero wasn't home at the time, but his son was there." From the report: A Nest home security camera captured the sound of the crash at 2:34 pm local time (19:34 UTC) on March 8. That's an important piece of information because it is a close match for the time -- 2:29 pm EST (19:29 UTC) -- that US Space Command recorded the reentry of a piece of space debris from the space station. At that time, the object was on a path over the Gulf of Mexico, heading toward southwest Florida. This space junk consisted of depleted batteries from the ISS, attached to a cargo pallet that was originally supposed to come back to Earth in a controlled manner. But a series of delays meant this cargo pallet missed its ride back to Earth, so NASA jettisoned the batteries from the space station in 2021 to head for an unguided reentry.

Otero's likely encounter with space debris was first reported by WINK News, the CBS affiliate for southwest Florida. Since then, NASA has recovered the debris from the homeowner, according to Josh Finch, an agency spokesperson. Engineers at NASA's Kennedy Space Center will analyze the object "as soon as possible to determine its origin," Finch told Ars. "More information will be available once the analysis is complete." [...] In a post on X, Otero said he is waiting for communication from "the responsible agencies" to resolve the cost of damages to his home.

If the object is owned by NASA, Otero or his insurance company could make a claim against the federal government under the Federal Tort Claims Act, according to Michelle Hanlon, executive director of the Center for Air and Space Law at the University of Mississippi. "It gets more interesting if this material is discovered to be not originally from the United States," she told Ars. "If it is a human-made space object which was launched into space by another country, which caused damage on Earth, that country would be absolutely liable to the homeowner for the damage caused." This could be an issue in this case. The batteries were owned by NASA, but they were attached to a pallet structure launched by Japan's space agency.

Arizona's Governor Signs Bill Making Pluto the Official State Planet (azcapitoltimes.com) 118

"Be it enacted by the Legislature of the State of Arizona..." reads the official text of House Bill #2,477. "PLUTO IS THE OFFICIAL STATE PLANET."

An anonymous reader shared this report from Capital Media Services: The governor signed legislation Friday designating Pluto as Arizona's "official state planet." It joins a list of other items the state has declared to be "official,'' ranging from turquoise as the state gemstone and copper as the state metal to the Sonorasaurus as the state dinosaur. "I am proud of Arizona's pioneering work in space discovery," governor Hobbs said.

What makes Pluto unique and ripe for claim by Arizona is that it is the only planet actually discovered in the United States, and the discovery was made in Flagstaff. Rep. Justin Wilmeth, a Phoenix Republican and self-described "history nerd,'' said that needed to be commemorated, starting with the legacy of astronomer Clyde Tombaugh. In 1930, Tombaugh was working at the Lowell Observatory in Flagstaff. "The whole story of Clyde is just amazing, just sitting there under the telescope'' looking for planets by taking photos over a period of time, said Wilmeth. "It was two different glass planes that had one little spec of light moving in a different direction,'' showing it wasn't just another star — and all by observation and not computers. "To me, that's something that's just mind boggling."

"The International Astronomical Union voted years ago to strip Pluto of its official status as a planet," the article points out, noting that its official definition specifies that planets "clear the neighboring region of other objects." (While Pluto "has such a small gravitational pull, it has not attracted and absorbed other space rocks in its orbit".)

So in 2006 Pluto was reclassified as a dwarf planet, according to a NASA web page. "Pluto is about 1/6 the width of Earth," and has a radius of 715 miles or 1,151 kilometers. "If Earth was the size of a nickel, Pluto would be about as big as a popcorn kernel."

Long-time Slashdot reader Baron_Yam called Arizona's new legislation "How to advertise you are ignorant. Scientists said something we don't like, so we'll make a law!" They can call it their "State Planet" all they want, but people who actually know about the skies will be mocking them for it. While there is nostalgia for the old classification, and the new one isn't perfect... it's certainly more meaningful when trying to divide up the objects of a planetary system for study.
Reached for a comment by Capital Media Services, Representative Wilmeth said "It might matter to some that are going to get picky or persnickety about stuff... There's several generations of Americans ... who believe that Pluto's a planet — or at least that's what we were taught. I'm never going to think differently. That's just my personal opinion." (The news site adds that "What is important, Wilmeth said, is remembering the history and promoting it.")

Five senators in Arizona's state legislatur did vote against the measure — though not all of them did so for scientific reasons, Senator Anthony Kern explained to Capital Media Services. "I did not want to discriminate against those who wanted Mars, Venus, Jupiter, or everyone's favorite, Uranus."

After Outer Space, 93-Year-Old William Shatner Leads Cruise to Antarctica (space2sea.io) 51

"William Shatner saw Earth from the highest view," writes Scripps News Service. "Now he's heading to the bottom of it — and inviting you to join him." The 93-year-old is setting sail for Antarctica on Dec. 19, which will mark just over three years since the "Star Trek" actor returned from a trip to space in real life, not just as Captain James T. Kirk. Fellow space traveler NASA astronaut Scott Kelly will join Shatner on the 10-day Space2Sea expedition, and 260 others can too — if they pay for their $37,500 ticket.

The cheapest suite — priced at $35,500 — along with the top three most expensive ones — reaching $91,500 — are already sold out. Presented by Future of Space, the trip aboard the new "ultra-luxury" vessel is said to be full of "awe-inspiring experiences," including "intimate encounters" with penguins, visits to remote historical locations and evenings full of stories from "esteemed guests," like Shatner. Travelers can also kayak the waters or go down deep under the ice in submersibles, both for additional charges...

Shatner said he experienced something called the "overview effect" while viewing the Earth from space. The overview effect, coined by space philosopher and author Frank White, refers to a shift in how astronauts think about our life on the planet, described by White as "the feeling that the Earth itself is a whole system, and we're just a part of it." It's also realizing through experience that there are no borders or boundaries on Earth. It's often marked by feelings of increased appreciation of the planet's beauty. Shatner's invitation to "fellow explorers" for the Space2Sea expedition seem to echo this phenomenon, with the actor saying he didn't expect to be "captivated by the fragile, blue curve of our planet" when flying on Blue Origin's rocket.

'Garbage Lasagna': Dumps Are a Big Driver of Warming, Study Says (nytimes.com) 61

Decades of buried trash is releasing methane, a powerful greenhouse gas, at higher rates than previously estimated, the researchers said. From a report: These landfills also belch methane, a powerful, planet-warming gas, on average at almost three times the rate reported to federal regulators, according to a study published Thursday in the journal Science. The study measured methane emissions at about 20 percent of about 1,200 large, operating landfills in the United States. It adds to a growing body of evidence that landfills are a significant driver of climate change, said Riley Duren, founder of the public-private partnership Carbon Mapper, who took part in the study.

"We've largely been in the dark, as a society, about actual emissions from landfills," said Mr. Duren, a former NASA engineer and scientist. "This study pinpoints the gaps." Methane emissions from oil and gas production, as well as from livestock, have come under increasing scrutiny in recent years. Like carbon dioxide the main greenhouse gas that's warming the world, methane acts like a blanket in the sky, trapping the sun's heat. And though methane lasts for a shorter time in the atmosphere than carbon dioxide, it is more potent. Its warming effect is more than 80 times as powerful as the same amount of carbon dioxide over a 20-year period. The Environmental Protection Agency estimates that landfills are the third largest source of human-caused methane emissions in the United States, emitting as much greenhouse gas as 23 million gasoline cars driven for a year. Organic waste like food scraps can emit copious amounts of methane when they decompose.
