US Space Force Monitors Satellites in the 'Robotic Battlefield' of Space (nytimes.com) 15

"At least 44,500 space objects now circle Earth," reports the New York Times magazine, "including 9,000 active satellites and 19,000 significant pieces of debris."

The article notes a threat assessment from U.S. Space Force Chief Master Sergeant Ron Lerch: What's most concerning isn't the swarm of satellites but the types. "We know that there are kinetic kill vehicles," Lerch said — for example, a Russian "nesting doll" satellite, in which a big satellite releases a tiny one and the tiny one releases a mechanism that can strike and damage another satellite. There are machines with the ability to cast nets and extend grappling hooks, too. China, whose presence in space now far outpaces Russia's, is launching unmanned "space planes" into orbit, testing potentially unbreakable quantum communication links and adding A.I. capabilities to satellites.

An intelligence report, Lerch said, predicted the advent, within the next decade, of satellites with radio-frequency jammers, chemical sprayers and lasers that blind and disable the competition. All this would be in addition to the cyberwarfare tools, electromagnetic instruments and "ASAT" antisatellite missiles that already exist on the ground. In Lerch's assessment, space looked less like a grand "new ocean" for exploration — phrasing meant to induce wonder that has lingered from the Kennedy administration — and more like a robotic battlefield, where the conflicts raging on Earth would soon extend ever upward.

One interesting detail from the article. "[I]f a requirement to 'blind and deafen' an enemy's satellites were to arise from U.S. Space Command, the Space Force could help fulfill the order. The means would most likely not be "kinetic" — some form of physical or explosive contact — but electronic, a weapon of code-related stealth, or perhaps a kind of debilitating high-energy burst."

And Space Force's highest-ranking officer, General Chance Saltzman, describes the kind of new military calculations made, for example, when Ukraine moved its communications to Starlink satellites: "The Russians are trying to interrupt it," he said, "and they're not having very good success." And the takeaway is that proliferated systems of many small machines in low orbit can be more technologically resilient to hacking and disruption than a few big machines in higher orbits... [W]hile small satellites in a large configuration could potentially be a more expensive investment than two or three megasatellites, the shift could be worthwhile. If an adversary believes that it cannot achieve a military objective, Saltzman remarked, it will hesitate to cross "a threshold of violence." No conflicts. No debris. No crisis.

Tencent Stockpiled Nvidia AI Chips for 'a Couple of Generations' (bloomberg.com) 23

Tencent dismissed concerns that US export controls will constrain its AI development capabilities, at least for the foreseeable future. From a report: The Shenzhen-based company has stockpiled Nvidia's H800 artificial intelligence accelerators, enough to develop its proprietary Hunyuan AI model for at least another couple of generations, President Martin Lau said on an analyst call after earnings on Wednesday. "Right now we actually have one of the largest inventories of AI chips in China among all the players," Lau said. "We were the first to put in orders for H800 and that allows us to have a pretty good inventory of H800 chips. So we have enough chips to continue our development."

The Biden administration in October escalated export controls on AI semiconductors heading to China, depriving the Asian nation from access to a broad range of the world's best AI-training hardware. The purpose of the measures is to prevent China's military from obtaining the advanced technology, Washington argues, but they're also making business harder for the country's private sector. Elsewhere in China, AI industry veteran Kai-Fu Lee's unicorn startup 01.AI has been buying up the Nvidia chips it needs to develop its own foundation models, with Lee saying the company has enough semiconductors for the next 18 months.

Frank Borman, Commander of Apollo 8, Dies At 95 (arstechnica.com) 21

Long-time Slashdot reader HanzoSpam shares a report from Ars Technica: Frank Borman, an Air Force test pilot, astronaut, and accomplished businessman who led the first crew to fly to the Moon in 1968, died Tuesday in Montana, NASA said Thursday. He was 95 years old. Borman, joined by crewmates Jim Lovell and Bill Anders, orbited the Moon 10 times over the course of about 20 hours. They were the first people to see the Earth from another world, a memory of "wonderment" Borman recalled decades later. Apollo 8 produced one of the most famous photos ever taken, the iconic "Earthrise" showing a blue orb -- the setting for all of human history until then -- suspended in the blackness of space over the charcoal gray of the Moon's cratered surface.

Borman was born in Gary, Indiana, on March 14, 1928, and raised in Tucson, Arizona. He learned to fly airplanes as a teenager, then attended the US Military Academy at West Point before earning his commission in the Air Force to start training as a fighter pilot. Following a similar career path as other early astronauts, Borman became an experimental test pilot, receiving a master's degree in aeronautical engineering from Caltech, and served a stint as an assistant professor at West Point. NASA accepted applications for a second class of astronauts in 1962 to follow the original Mercury Seven. Borman was one of the "New Nine" astronauts, and he reported for training in Houston.
"Today we remember one of NASA's best," NASA Administrator Bill Nelson said in a statement. "Astronaut Frank Borman was a true American hero. Among his many accomplishments, he served as the commander of the Apollo 8 mission, humanity's first mission around the Moon in 1968."

Intel To Build 'Secure Enclave' Chip Facilities For Defense Applications (siliconangle.com) 21

According to the Wall Street Journal, Intel may receive billions in U.S. government funding to build secret facilities that produce microchips for the military. SiliconANGLE reports: The facilities, which have not yet been disclosed, would be designated as a "secure enclave" to reduce the military's dependence on chips imported from East Asia, particularly Taiwan, which is at risk of a future invasion from China. The funding for the new facilities would come from the $52.7 billion allocated under the Chips Act, signed into law by President Biden in August 2022. The Chips Act, which had bipartisan support, promotes chipmaking and scientific research through funding and tax credits. The law is aimed at encouraging domestic manufacturing of semiconductors and helping U.S. companies compete with China in developing cutting-edge technologies.

The new Intel facilities, presuming they go ahead, could reside partly at Intel's Arizona factory complex, according to sources referenced in the Journal report. The exact amount of funding that will be made available is not yet known, but "people familiar with the situation" tell the Journal that they could cost about $3 billion to $4 billion, which would come from the $39 billion set aside in the Chips Act for manufacturing grants. Officials from the Commerce Department, the Office of the Director of National Intelligence and the Defense Department are said to be negotiating the project with Intel but have not yet made a final decision.

The first manufacturing grants under the Chip Act are expected to be announced in the coming weeks. The program was reported to have had more than 500 entities express interest and more than 130 have submitted applications or pre-applications for funding.

US Military Members' Personal Data Being Sold By Online Brokers, Report Finds 32

Jacob Knutson reports via Axios: Sensitive, highly detailed personal data for thousands of active-duty and veteran U.S. military members can be purchased for as little as one cent per name through data broker websites, according to a new study (PDF) published on Monday by Duke University researchers. [...] The data about military personnel purchased as part of the study included full names, physical and email addresses, health and financial information and details about their ethnicity, religious practices and political affiliation. In some cases, the information also included whether the person owned or rented a home, was married or had children. The children's ages and sexes were accessible, too.

The researchers bought data on up to around 45,000 military personnel for between $0.12 to $0.32 per record. They also bought data belonging to 5,000 friends and family members of military personnel. Larger data purchases of over 1.5 million service members were available for as little as $0.01 per record from at least one broker the researchers contacted. The researchers called on Congress to pass a comprehensive privacy law and for regulatory agencies like the Federal Trade Commission to develop rules to govern military personnel data purchases.

Sergey Brin's Airship Gets FAA Clearance (ieee.org) 74

Mark Harris, reporting at IEEE: Expect traffic on the 101 highway in Mountain View, California, to be even worse in the days or weeks ahead, as motorists slow down to watch Google co-founder Sergey Brin's 124-meter long airship Pathfinder 1 launch into the air for the first time. IEEE Spectrum has learned that LTA Research, the company that Brin founded in 2015 to develop airships for humanitarian and cargo transport, received a special airworthiness certificate for the helium-filled airship in early September. That piece of paper allows the largest aircraft since the ill-fated Hindenburg to begin flight tests at Moffett Field, a joint civil-military airport in Silicon Valley, with immediate effect.

The certificate permits LTA to fly Pathfinder 1 within the boundaries of Moffett Field and neighboring Palo Alto airport's airspaces, at a height of up to 460 meters (1500 feet). That will let it venture out over the south San Francisco Bay, without interfering with planes flying into or out of San Jose and San Francisco International commercial airports. In a letter supporting its application for the certificate, LTA wrote: "Pathfinder 1's experimental flight test program is to demonstrate and establish the flight envelope for the airship.... LTA's test plan is tailored to include substantial indoor and outdoor ground testing, using a build-up approach to gradually increase the flight envelope." The huge airship will initially be attached to a mobile mast for outdoor ground testing, before conducting about 25 low-level flights, for a total of 50 hours' flight time.

China is increasing its lead over the US in AI patent filings, underscoring the Asian nation's determination to shape and influence a technology that could have broad implications for the world's richest economies. From a report: Chinese institutions applied for 29,853 AI-related patents in 2022, climbing from 29,000 the year prior, according to data that the World Intellectual Property Organization provided to Bloomberg News. That's almost 80% more than US filings, which shrank 5.5%. Overall, China accounted for more than 40% of global AI applications over the past year, the data from the United Nations-affiliated agency showed. Japan and South Korea rounded out the 2022 leaders, with a combined 16,700 applications. The numbers illustrate how Beijing has pushed Chinese companies and agencies to gain an edge in areas such as chipmaking, space exploration and military sciences. More recently, President Xi Jinping has ordered the nation to accelerate fundamental research in response to US efforts to curtail its access to advanced technologies. That's triggered a flood of investment by Chinese companies in AI and quantum computing.

Jailed WikiLeaks founder Julian Assange will become an honorary citizen of Rome by early next year following a vote this week by its local assembly, the city's former mayor Virginia Raggi said on Thursday. Reuters reports: Assange, 52, has been in London's high-security Belmarsh prison since 2019 and is wanted in the United States over the release of confidential U.S. military records and diplomatic cables in 2010. His supporters see his prosecution as a politically motivated assault on journalism and free speech. Washington says the release of secret documents put lives in danger.

The motion to make him a citizen of the Eternal City was spearheaded by Raggi, from the left-leaning Five Star Movement, and won cross-party support. "Assange is a symbol of free speech which is essential for any genuine democracy," Raggi, who ran Rome's city hall between 2016 and 2021, told Reuters. "He has been deprived of his own liberty for years, in awful conditions, for doing his job as a journalist," she said.

The motion was approved on Tuesday, kick-starting a process that Raggi said she hoped could be completed by Christmas but may take slightly longer. Other Italian cities have taken similar steps. The northern city of Reggio Emilia granted Assange citizenship last month, while Naples is set to follow shortly.

An anonymous reader quotes a report from The Guardian: An estimated 20,000 Britons have been approached by Chinese state actors on LinkedIn in the hope of stealing industrial or technological secrets, the head of MI5 has said. Ken McCallum said industrial espionage was happening at "real scale," and he estimated that 10,000 UK businesses were at risk, particularly in artificial intelligence, quantum computing or synthetic biology where China was trying to gain a march. "Week by week, our teams detect massive amounts of covert activity by the likes of China in particular, but also Russia and Iran," the MI5 director general said ahead of a summit of domestic spy chiefs from the Five Eyes agencies hosted by the FBI in California. "Activity not aimed just at government or military secrets. Not even just aimed at our critical infrastructure but increasingly [at] promising startups -- innovative companies spun out of our universities, academic research itself, and people that understandably may not think national security is about them."

A key attack vector, McCallum said, was to try and steal information by Chinese actors posing as recruitment consultants on LinkedIn. "We think we're above 20,000 cases where that initial approach has been made online through sites of that sort," he said, compared to 10,000 two and a half years ago. [...] On Tuesday, the agency said it was aware of 20 instances of Chinese companies considering or pursuing use of "obfuscated investment, imaginative company structures" to circumvent regulations in order to gain access to technology developed by British companies and in universities. Details were scant but MI5 indicated it was aware of at least two Chinese companies trying to identify legal loopholes to access the sensitive technology of UK firms undetected, and another Chinese company acquiring research data stolen from a top UK university.

US Tightens Curbs on AI Chip Exports To China, Widening Rift With US Businesses (wsj.com) 21

The Biden administration is tightening restrictions on China's ability to buy advanced semiconductors, fueling friction with U.S. businesses that sell to the vast Chinese market. From a report: The Commerce Department on Tuesday said it would significantly constrict exports of artificial-intelligence chips, making it tougher for U.S. companies Nvidia and Intel to sell existing products in China -- or to introduce new chips to circumvent the rules. The move aims to close perceived loopholes in export controls announced a year ago, which themselves had faced strong opposition from the global semiconductor industry and escalated tensions with Beijing.

The goal, Commerce Secretary Gina Raimondo told reporters, is to limit China's "access to advanced semiconductors that could fuel breakthroughs in artificial intelligence and sophisticated computers." The chips are critical to Chinese military applications, she said, a nod to concerns that the U.S. could fall behind China in key defense technologies. The updated rules significantly expand the U.S. government's authority to determine what products U.S. companies can and can't sell in the name of national security. Shipments of high-end AI chips, including those developed by Nvidia and Intel for the Chinese market, are banned without a license. And "gray zone" chips just below those thresholds will now require notification to the government, which can then deny their sales.

Two 'Godzilla' Scifi Novellas Finally Get English Translations, Capturing 1950s Horror at Nuclear Weapons (ourculturemag.com) 28

Godzilla and Godzilla Raids Again — two novellas based on Toho's first two Godzilla movies — were finally published in an English translation this month.

Both were written by science fiction author Shigeru Kayama, "who also penned the original scenarios from which the films in question were based," according to Our Culture magazine. And the book's translator calls Kayama both "a figure who is a little bit like Philip K. Dick in this country" and "the key person who developed the contours of the Godzilla story. I think it is no exaggeration to say that he perhaps the closest to being Godzilla's real father than anyone else. Without him, the monster we have today wouldn't exist." The original Godzilla film is a deeply powerful, mournful film that isn't just about a big monster stomping on buildings. It is a serious reflection on Japan's nuclear fears during the Cold War, which left it caught between heavily armed superpowers. Japan recognized that radioactive weapons of mass destruction being developed by the U.S. and U.S.S.R were threats that had the power to suddenly emerge and destroy its citizens and cities at any moment — like Godzilla. We should remember that in the film, it was hydrogen bomb testing in the Pacific that disturbed Godzilla, who then took revenge for his destroyed habitat by trampling Tokyo and blasting it with atomic rays...

Interestingly, in the novellas that I've translated, Kayama sometimes restored elements that the director and his assistants removed in the moviemaking process. Perhaps the most noticeable one is that in the scenario, Kayama wanted to begin with a long voice-over that talks directly about the horrors of atomic and hydrogen bombs. He envisioned that as the voice was speaking, the screen would show images from historical footage of Hiroshima and Nagasaki, as well as images of the tremendously unlucky (and ironically named) fishing vessel Lucky Dragon No. 5, which accidentally found itself in the path of an H-bomb test in the South Pacific in early 1954. (The horrific fate of this boat directly inspired the producer at Toho Studios to make the film.)

However, the director of the film, Ishiro Honda, and his assistant who helped with the screenplay both felt that this kind of direct commentary was too direct for a popular film, and so they toned down the "protest" element in the story. It's clear that they, like Kayama, wanted Godzilla to serve as a monstrous embodiment of radiation and all of the destruction that it could bring, but they also didn't point fingers at the U.S. military which had dropped the atomic bombs on Hiroshima and Nagasaki and was busily developing even more horrifying weapons. After all, the U.S.S.R. had built its own arsenal, and so nuclear weapons no longer belonged to a single country — the threat was broader than that. Plus, protest films rarely attracted a big, popular following. So, Honda and his crew toned down the outspoken language and imagery, but there was still imagery left enough for viewers in 1954 to recall Hiroshima, Nagasaki, and the Lucky Dragon. Interestingly, when Kayama published the novellas, he included an author preface that talks about the anti-nuclear movement and encourages readers to read Godzilla and Godzilla Raids Again as his contribution to that movement.

Next the translator hopes to create an English translation of the novel The Luminous Fairies and Mothra.

But for this book, he struggled with how to assign a gender to Godzilla. "Some people feel very viscerally, like the people at Toho studios feel very strongly that Godzilla is an 'it' and not a 'he' or 'she' or 'they,'" he told MovieWeb. "I kind of give my rationale for that choice in the afterward — Kayama thought about Godzilla as a stand-in for the nuclear bomb, and it was men in America who were developing the hydrogen bombs that frightened Japan so much in 1954. So maybe it's perhaps not inappropriate to call Godzilla 'he.'"

Europe Mulls Open Sourcing TETRA Emergency Services' Encryption Algorithms (theregister.com) 18

Jessica Lyons Hardcastle reports via The Register: The European Telecommunications Standards Institute (ETSI) may open source the proprietary encryption algorithms used to secure emergency radio communications after a public backlash over security flaws found this summer. "The ETSI Technical Committee in charge of TETRA algorithms is discussing whether to make them public," Claire Boyer, a spokesperson for the European standards body, told The Register. The committee will discuss the issue at its next meeting on October 26, she said, adding: "If the consensus is not reached, it will go to a vote."

TETRA is the Terrestrial Trunked Radio protocol, which is used in Europe, the UK, and other countries to secure radio communications used by government agencies, law enforcement, military and emergency services organizations. In July, a Netherlands security biz uncovered five vulnerabilities in TETRA, two deemed critical, that could allow criminals to decrypt communications, including in real-time, to inject messages, deanonymize users, or set the session key to zero for uplink interception. At the time ETSI downplayed the flaws, which it said had been fixed last October, and noted that "it's not aware of any active exploitation of operational networks."

Who Runs the Best US Schools? It May Be the Defense Department (nytimes.com) 94

Schools for children of military members achieve results rarely seen in public education. From a report: Amy Dilmar, a middle-school principal in Georgia, is well aware of the many crises threatening American education. The lost learning that piled up during the coronavirus pandemic. The gaping inequalities by race and family income that have only gotten worse. A widening achievement gap between the highest- and lowest-performing students. But she sees little of that at her school in Fort Moore, Ga. The students who solve algebra equations and hone essays at Faith Middle School attend one of the highest-performing school systems in the country. It is run not by a local school board or charter network, but by the Defense Department. With about 66,000 students -- more than the public school enrollment in Boston or Seattle -- the Pentagon's schools for children of military members and civilian employees quietly achieve results most educators can only dream of.

On the National Assessment of Educational Progress, a federal exam that is considered the gold standard for comparing states and large districts, the Defense Department's schools outscored every jurisdiction in math and reading last year and managed to avoid widespread pandemic losses. Their schools had the highest outcomes in the country for Black and Hispanic students, whose eighth-grade reading scores outpaced national averages for white students. Eighth graders whose parents only graduated from high school -- suggesting lower family incomes, on average -- performed as well in reading as students nationally whose parents were college graduates. The schools reopened relatively quickly during the pandemic, but last year's results were no fluke. While the achievement of U.S. students overall has stagnated over the last decade, the military's schools have made gains on the national test since 2013. And even as the country's lowest-performing students -- in the bottom 25th percentile -- have slipped further behind, the Defense Department's lowest-performing students have improved in fourth-grade math and eighth-grade reading.

Jack Kang, vice president of business development at SiFive, a Santa Clara, California-based startup using RISC-V, said potential U.S. government restrictions on American companies regarding RISC-V would be a "tremendous tragedy." "It would be like banning us from working on the internet," Kang said. "It would be a huge mistake in terms of technology, leadership, innovation and companies and jobs that are being created."

One U.S. Representative said the Chinese Communist Party was "abusing RISC-V to get around U.S. dominance of the intellectual property needed to design chips.

"U.S. persons should not be supporting a PRC tech transfer strategy that serves to degrade U.S. export control laws."

NSA Is Starting an AI Security Center (securityweek.com) 13

The Associated Press reports: The National Security Agency is starting an artificial intelligence security center -- a crucial mission as AI capabilities are increasingly acquired, developed and integrated into U.S. defense and intelligence systems, the agency's outgoing director announced Thursday. Army Gen. Paul Nakasone said the center would be incorporated into the NSA's Cybersecurity Collaboration Center, where it works with private industry and international partners to harden the U.S. defense-industrial base against threats from adversaries led by China and Russia.

Nakasone was asked about using AI to automate the analysis of threat vectors and red-flag alerts -- and he reminded the audience that U.S. intelligence and defense agencies already use AI. "AI helps us, But our decisions are made by humans. And that's an important distinction," Nakasone said. "We do see assistance from artificial intelligence. But at the end of the day, decisions will be made by humans and humans in the loop."

Nakasone said it would become "NSA's focal point for leveraging foreign intelligence insights, contributing to the development of best practices guidelines, principles, evaluation, methodology and risk frameworks" for both AI security and the goal of promoting the secure development and adoption of AI within "our national security systems and our defense industrial base." He said it would work closely with U.S. industry, national labs, academia and the Department of Defense as well as international partners.

Its razor-sharp nose takes half of the airplane's length; there's no cockpit in sight; the wings are tiny compared to the entire fuselage; and its oversized tail engine looks like a weird hump about to fall off. Of course, there's a method to this madness. The design is the secret sauce that has produced a true unicorn: a supersonic jet that doesn't boom the hell out of people and buildings on the ground. [...] The X-59, developed alongside NASA, is designed as an experimental jet that NASA will use to test just how big of a boom people on the ground are willing to accept from a supersonic aircraft. According to Dave Richardson, the program director for X-59 at Lockheed Martin, with this new design, people shouldn't expect much of a boom at all.

The X-59's "quiet" supersonic boom isn't made possible by expensive magical materials or exotic engines, Richardson explains. "There is no radical technology in the airplane itself. It really is just the shape of the aircraft." And if the shape looks more like an anime alien spaceship than an actual vehicle created by human beings, that's because it was dreamed up in another dimension -- by computers and humans -- through special software created by the Bethesda, Maryland, company's engineers. [...] Richardson and his team learned a few important lessons about designing for supersonic boom. First, the heavy, bulky parts of the plane needed to be as far back as possible. "We really put nothing out in the front, but we want to have that long, fine ratio," he says. This resulted in an extremely fine nose and body, with no surface interruptions that can produce noise when the plane breaks the sound barrier. "You want to be able to stretch out and manage the different shocks across the length of the airplane," he adds.

They also learned that anything that causes discontinuity in the airplane's shape -- for instance a windshield or canopy -- can add to the boom effect. This led them to get rid of the windshield altogether. Instead, the X-59 uses an external vision system, which is the only advanced technology in the plane, according to Richardson. The inaugural flight is scheduled for early 2024, notes Fast Company. "If they achieve their objectives, there's no reason why aircraft manufacturers can't take the concepts they discovered and turn them into commercial airliners, Richardson says."

Air Force Receives Its First Electric Air Taxi (nytimes.com) 32

An anonymous reader quotes a report from the New York Times: The Air Force said on Monday that it had received its first electric passenger aircraft capable of taking off and landing vertically, a milestone for the companies that hope to one day sell thousands of such vehicles to serve as air taxis. Joby Aviation, an air taxi start-up, delivered the aircraft to Edwards Air Force Base in Southern California, where the first supersonic flight took place. Air taxis are typically powered by batteries and designed to lift off and land like helicopters, but include wings to fly like airplanes. Joby, which is based in Santa Cruz, Calif., said that its electric aircraft is substantially quieter than helicopters or planes. Each can carry one pilot and four passengers and travel as fast as 200 miles per hour and as far as 100 miles, according to the company.

The delivery is the first under an Air Force contract that Joby said was valued at up to $131 million and gives the government the option to receive up to nine aircraft. The Air Force and Joby will operate the vehicle, but Joby will still own the aircraft and receive both fixed and variable payments for hours flown. NASA, which has a facility at the base, will also conduct research on the vehicle. The Air Force has signed similar contracts with other air taxi companies under a program called Agility Prime, part of a broader effort to promote innovation. Agility Prime's mission is to support development of air taxis and similar technology, giving the Air Force a head start in exploring how it might use such aircraft while also providing financial and testing support to the air taxi companies.

At Edwards Air Force Base, Joby's aircraft will be tested as a means to transport cargo and people. The vehicles could also be used to monitor the expansive base or tested to conduct medical evacuations, for example. All told, the Air Force has more than 100 performance measures it wants to evaluate, said Beau Griffith, the deputy lead of Agility Prime. "Bearing out the promise of these vehicles is the program's goal," he said. NASA will work closely with the military and Joby in testing the aircraft, with the aim of using its research to guide air taxi development and support the F.A.A. Starting next year, NASA pilots and researchers will explore how Joby's vehicle would operate in a typical city environment, examining flight procedures and how it could interact with air traffic control and local infrastructure. Joby's aircraft is expected to remain at the base for at least a year, and the company has plans to deliver another in 2024.

US Exploring Potential Space Force Hotline With China (reuters.com) 43

The United States Space Force reportedly discussed setting up a hotline with China to prevent crises in space, according to Reuters, citing U.S. commander General Chance Saltzman. From the report: The chief of space operations said a direct line of communication between the Space Force and its Chinese counterpart would be valuable in de-escalating tensions but that the U.S. had not yet engaged with China to establish one. "What we have talked about on the U.S. side at least is opening up a line of communication to make sure that if there is a crisis, we know who we can contact," Saltzman said, adding that it would be up to President Joe Biden and the State Department to take the lead on such discussions. The U.S. Space Force, founded in 2019, also does not have a direct line of communication with its Russian counterpart.

Los Alamos's New Project: Updating America's Aging Nuclear Weapons (apnews.com) 192

During World War II, "Los Alamos was the perfect spot for the U.S. government's top-secret Manhattan Project," remembers the Associated Press.

"The community is facing growing pains again, 80 years later, as Los Alamos National Laboratory takes part in the nation's most ambitious nuclear weapons effort since World War II." The mission calls for modernizing the arsenal with droves of new workers producing plutonium cores — key components for nuclear weapons. Some 3,300 workers have been hired in the last two years, with the workforce now topping more than 17,270. Close to half of them commute to work from elsewhere in northern New Mexico and from as far away as Albuquerque, helping to nearly double Los Alamos' population during the work week... While the priority at Los Alamos is maintaining the nuclear stockpile, the lab also conducts a range of national security work and research in diverse fields of space exploration, supercomputing, renewable energy and efforts to limit global threats from disease and cyberattacks...

The headline grabber, though, is the production of plutonium cores. Lab managers and employees defend the massive undertaking as necessary in the face of global political instability. With most people in Los Alamos connected to the lab, opposition is rare. But watchdog groups and non-proliferation advocates question the need for new weapons and the growing price tag... Aside from pressing questions about the morality of nuclear weapons, watchdogs argue the federal government's modernization effort already has outpaced spending predictions and is years behind schedule. Independent government analysts issued a report earlier this month that outlined the growing budget and schedule delays.

US Defense Department Funds Design Analysis for a Transportable Micro Nuclear Reactor (defense.gov) 120

America's Department of Defense recently exercised a contract option with X-energy, a private nuclear reactor engineering company, seeking "a thorough analysis of design options" for a transportable micro nuclear reactor. The Department says its ultimate goal is "a reactor design which is ready for licensing by the Nuclear Regulatory Commission for both commercial ventures and military resiliency."

Their announcement also notes that additional work is already underway by another company, BWX Technologies, on a prototype micro reactor: "Due to their extraordinary energy density, nuclear reactors have the potential to serve multiple critical functions for meeting resiliency needs in contested logistical environments," said Dr. Jeff Waksman, Project Pele program manager. "By developing two unique designs, we will provide the Services with a broad range of options as they consider potential uses of nuclear power for both Installation and Operational energy applications in the near future."

The Defense Department uses approximately 30 Terawatt-hours of electricity per year and more than 10 million gallons of fuel per day — levels that are only expected to increase due to anticipated electrification of the vehicle fleet and maturation of future energy-intensive capabilities. A safe, small, transportable nuclear reactor would address this growing demand with a resilient, carbon-free energy source that does not add to the Defense Department's fuel needs, while supporting mission-critical operations in remote and austere environments...

"The Strategic Capabilities Office specializes in adapting commercial technology for military purposes," said Jay Dryer, director. "By nurturing and developing multiple micro reactor designs, SCO will not just provide options for the military Services, but will also help jumpstart a truly competitive commercial marketplace for micro reactors."
