The reason why warmer arctic leads to colder winters is pretty straightforward. The jet stream is driven by temperature differential, reducing the temperature differential reduces the strength of the jet. That let's cold air escape from the poles and travel into the temperate and subtropics, while the polar air may not be as cold as before, say -30 instead of -40, it's still really damn cold for temperate and sub tropical regions.
