Biden Administration Makes First Move on Data Privacy (axios.com) 45

The Biden administration is launching its first big effort on privacy policy by looking at how data privacy issues affect civil rights. From a report: The National Telecommunication and Information Administration (NTIA), the telecom unit of the Commerce Department, plans to hold "listening sessions" and seek comment on the intersection of privacy, equity and civil rights, according to an agency notice. NTIA intends to develop a report on the "ways in which commercial data flows of personal information can lead to disparate impact and outcomes for marginalized or disadvantaged communities." The agency noted that data collection can lead to harm through discriminatory targeted advertising or via software that uses race as a factor in predicting academic success, as detailed by a report in The Markup.

      Well the Biden administration...that includes President Biden and other members of the executive branch. Now the president isn't personally going around making all these policies which is what some people seem to think the president does. They're probably brought to him by his staff and he'll review and sign off on it at which point it goes to NTIA to be fleshed out.

  • Well not quite, Marketing is actually a vital activity, you can have the best product or service out there, but if people don't know about it, you will not be able to sell it. And people will not be able to take advantage of the benefits of your product and service. Ad's as well are not necessarily bad, as they will often fund many of our free or reduced price services.       If your product is good and reasonably priced you can just give out some review samples.

      The problem is that most products are shit, so their only hope it selling is by hyping them up with marketing. The more marketing something has the more likely it is to be crap.

      • You mean we are not encumbered by a number of Bias and/or Fake Reviews by reviewers who may have a degree of self interest to positively or negatively review a product despite its actual quality.

        Also review samples are often given to those who will support the product, known for good reviews, and the samples are often cherry picked to be the best they can offer.

    Yeah, building dossiers on an individual's click, search, and browsing habits to enhance targeting advertising is really bad. But the totality of data about individuals and groups has enabled the companies aggregating that data to change behavior, not just influence purchasing decisions...actually change people's thinking and behavior. The best way to get someone to do something they ordinarily wouldn't, is to make them think taking that action was their idea.

    Marketing experts can tell you that various marketing efforts work precisely because people can be influenced. The enormity of data collected and the breadth of reach to apply what is learned from from that data, allows individuals, companies, and governments to slowly and imperceptibly change a population. With the data aggregation efforts by Google, Facebook, et. al., I feel like we have seen that humans can essentially be programmed.

      It's even worse when applied to democratic events. One very worrying thing that came out of the Cambridge Analytica scandal was that because the vote was very close to 50/50 they only needed to target a small number of gullible individuals, a few hundred thousand. Facebook's data helped them identify useful idiots who could be easily influenced and lied to.

    Biden could fix data privacy in the US in two easy ways:

    1: Copy the GDPR, perhaps doing a sed s/EU/US.
    2: Copy Russia's laws requiring data on US people be stored on US servers.

      Agreed, but they don't care about fixing it. They care about putting together committees to study it, and secondarily, racking up the woke points for studying it in the context of "equity and civil rights".

      Fixing it would mean less $ in their pockets. That's not happening.

    I mean, people of color are affected by current privacy issues. Does that mean white, non-CIS folks aren't also affected? Like my 72 y/o white as rice grandma?

    This is why the Dems are gonna get hammered next year. They focus on the minority that is impacted, while not only ignoring, but openly belittling the majorities that are also impacted.
