New York Lawmakers Reach Deal On 'Bell-To-Bell' School Cellphone Ban (cbsnews.com) 182

An anonymous reader quotes a report from CBS News: New York Gov. Kathy Hochul says a $254 billion state budget deal has been reached, including a "bell-to-bell" school cellphone ban. [...] The distraction-free policy would take effect next school year, making New York the largest state in the country with a "bell-to-bell" cellphone ban. Hochul says the plan will help protect children from addictive technology and improve their mental health. The New York State United Teachers union also came out in support of the ban, saying "we are at a crisis point."

The governor previously outlined the proposal back in January, saying it would ban the use of smartphones and other internet-enabled devices on school grounds during the school day. That includes classroom time, lunch and study hall periods. "A bell-to-bell ban, morning until the day is over, is not going to hurt your kids. It's going to help them emerge with stronger mental health and resiliency," she told CBS News New York at the time.

Hochul said the ban would include smartphones and other personal "smart" devices, like smartwatches. Exemptions could be made if a student requires a device to manage a medical condition or for translation purposes. Cellphones that don't have internet capability and devices that are provided by the school for lesson plans would still be allowed. The proposal would let individual schools come up with their own ways to implement the ban and store the devices, and schools would be able to decide whether to have students leave them in things like pouches, lockers or cubbies. It would also require schools to make sure parents have a way to contact their children during the day, if needed.
"Protecting our communities requires more than streets where people feel safe. We need classrooms where young minds can flourish, and that means eliminating once and for all the digital distractions that steal our kids' attention," the governor said, adding, "We protected our kids before from cigarettes, alcohol and drunk driving, and now, we're protecting them from addictive technology designed to hijack their attention."

The iconic "You Wouldn't Steal a Car" anti-piracy campaign, which dramatically equated digital piracy with physical theft, appears to have used a pirated font in its own materials. New evidence indicates the campaign utilized "XBAND Rough," a free clone of the commercial "FF Confidential" font, which requires a license.

TorrentFreak independently confirmed campaign materials from 2005 embedded the XBAND Rough font rather than the original created by Just Van Rossum in 1992. Researchers discovered the font in PDF files hosted on the campaign's official website. Van Rossum, FF Confidential's creator, called the revelation "hilarious" when informed by TorrentFreak. "I knew my font was used for the campaign and that a pirated clone named XBand-Rough existed. I did not know that the campaign used XBand-Rough," he said.

Discord CEO and co-founder Jason Citron is stepping down from his leadership role at the company and being replaced by Humam Sakhnini, a former executive from Activision Blizzard. "Citron will remain on Discord's board of directors, and fellow co-founder Stanislav Vishnevskiy will continue acting as the company's chief technology officer," notes Engadget. From the report: There's an important financial context to Citron's move. The New York Times reported in March that Discord was meeting with investors to take the company public. Sakhnini has experience acting as a leader of a public company. He was also the President of King Digital -- the creator of Candy Crush and other popular mobile games -- after the company was acquired by Activision Blizzard. A veteran executive could be a natural fit to usher Discord to an IPO. Citron didn't deny the plan when VentureBeat asked if the company would go public: "As you can imagine, hiring someone like Humam is a step in that direction." "From the very beginning, our mission has been about bringing people together around games," Citron said in a statement. "It's a mission I've dedicated my career to, and I'm confident that passing the torch to Humam is the right evolution for Discord's future." Apple was fined 500 million euros ($570 million) on Wednesday and Meta 200 million euros, as European Union antitrust regulators handed out the first sanctions under landmark legislation aimed at curbing the power of Big Tech. From a report: The EU fines could stoke tensions with U.S. President Donald Trump who has threatened to levy tariffs against countries that penalise U.S. companies. WSJ adds more details: The commission also issued cease-and-desist orders that could have a bigger impact than the fines. One order targets Apple's App Store and the other takes aim at Meta's use of personalized ads -- important revenue streams for each company.

The Apple case deals with the company's App Store rules. The commission said Apple had failed to comply with an obligation to allow app developers to inform customers, free of charge, of alternative ways to purchase digital products.

Prime Minister Mark Carney was the subject of at least 16 books published in March and listed on Amazon.com, according to a review of the site on April 16. Five of those were published on a single day. In total, some 30 titles were published about Carney this year and made available on Amazon -- but most were taken down from the site after inquiries from Bloomberg News.

One author, James A. Powell, put his name to at least three books about the former central banker, who's now leading the Liberal Party and is narrowly favored to win the election. Among the titles that Amazon removed: "Carney's Code: Climate Capitalism, Digital Currencies, and the Technocratic Takeover of the Global Economy -- Inside Mark Carney's Blueprint for the Post-Democratic World."

Films made with the help of AI will be able to win top awards at the Oscars, according to its organisers. From a report: The Academy of Motion Picture Arts and Sciences issued new rules on Monday which said the use of AI and other digital tools would "neither help nor harm the chances of achieving a nomination."

WD Launches HDD Recycling Process That Reclaims Rare Earth Elements, Cuts Out China (tomshardware.com) 47

When these drives reach the end of their useful lives, they are usually shredded, and the key materials they're made of -- including several rare earth elements (REE) -- end up as e-waste. At the same time, countries are mining these same materials and emitting a lot of greenhouse gases in the process. And China, a major source of REE, recently announced export restrictions on seven of them, potentially limiting the U.S. tech industry's access to materials such as dysprosium, which is necessary for magnetic storage, motors, and generators.

[On Thursday], Western Digital announced that it has created a large-scale hard disk drive recycling program in concert with Microsoft and recycling-industry partners CMR (Critical Materials Recycling) and PedalPoint Recycling. The new process reclaims Rare Earth Oxides (REO) containing dysprosium, neodymium, and praseodymium from hard drives, along with aluminum, steel, gold, palladium, and copper. The REO reclamation takes place completely within the U.S. and those materials go back into the U.S. market.

Dubbed the Advanced Recycling and Rare Earth Material Capture Program, WD's initiative has already saved 47,000 pounds worth of hard drives, SSDs, and caddies from landfills or less-effective recycling programs. WD was able to achieve a more than 90% reclaim rate for REE and an 80% rate for all of the shredded material. The drives came from Microsoft's U.S. data centers where they were first shredded and then sent to PedalPoint for sorting and processing. Magnets and steel were then sent to CMR, which uses its acid-free dissolution recycling (ADR) technology to extract the rare earth elements.

We don't care where a company's from and who's running it. We care about protecting people," Politico quoted von der Leyen as saying on Sunday. Should the Government Have Regulated the Early Internet - or Our Future AI? (hedgehogreview.com) 45

In February tech journalist Nicholas Carr published Superbloom: How Technologies of Connection Tear Us Apart.

A University of Virginia academic journal says the book "appraises the past and present" of information technology while issuing "a warning about its future." And specifically Carr argues that the government ignored historic precedents by not regulating the early internet sometime in the 1990s. But as he goes on to remind us, the early 1990s were also when the triumphalism of America's Cold War victory, combined with the utopianism of Silicon Valley, convinced a generation of decision-makers that "an unfettered market seemed the best guarantor of growth and prosperity" and "defending the public interest now meant little more than expanding consumer choice." So rather than try to anticipate the dangers and excesses of commercialized digital media, Congress gave it free rein in the Telecommunications Act of 1996, which, as Carr explains,

"...erased the legal and ethical distinction between interpersonal communication and broadcast communications that had governed media in the twentieth century. When Google introduced its Gmail service in 2004, it announced, with an almost imperial air of entitlement, that it would scan the contents of all messages and use the resulting data for any purpose it wanted. Our new mailman would read all our mail."

As for the social-media platforms, Section 230 of the Act shields them from liability for all but the most egregiously illegal content posted by users, while explicitly encouraging them to censor any user-generated content they deem offensive, "whether or not such material is constitutionally protected" (emphasis added). Needless to say, this bizarre abdication of responsibility has led to countless problems, including what one observer calls a "sociopathic rendition of human sociability." For Carr, this is old news, but he warns us once again that the compulsion "to inscribe ourselves moment by moment on the screen, to reimagine ourselves as streams of text and image...[fosters] a strange, needy sort of solipsism. We socialize more than ever, but we're also at a further remove from those we interact with."

Carr's book suggests "frictional design" to slow posting (and reposting) on social media might "encourage civil behavior" — but then decides it's too little, too late, because our current frictionless efficiency "has burrowed its way too deeply into society and the social mind."

Based on all of this, the article's author looks ahead to the next revolution — AI — and concludes "I do not think it wise to wait until these kindly bots are in place before deciding how effective they are. Better to roll them off the nearest cliff today..."

Famed AI Researcher Launches Controversial Startup to Replace All Human Workers Everywhere (techcrunch.com) 177

TechCrunch looks at Mechanize, an ambitious new startup "whose founder — and the non-profit AI research organization he founded called Epoch — is being skewered on X..." Mechanize was launched on Thursday via a post on X by its founder, famed AI researcher Tamay Besiroglu. The startup's goal, Besiroglu wrote, is "the full automation of all work" and "the full automation of the economy."

Does that mean Mechanize is working to replace every human worker with an AI agent bot? Essentially, yes. The startup wants to provide the data, evaluations, and digital environments to make worker automation of any job possible. Besiroglu even calculated Mechanize's total addressable market by aggregating all the wages humans are currently paid. "The market potential here is absurdly large: workers in the US are paid around $18 trillion per year in aggregate. For the entire world, the number is over three times greater, around $60 trillion per year," he wrote.

Besiroglu did, however, clarify to TechCrunch that "our immediate focus is indeed on white-collar work" rather than manual labor jobs that would require robotics...

Besiroglu argues to the naysayers that having agents do all the work will actually enrich humans, not impoverish them, through "explosive economic growth." He points to a paper he published on the topic. "Completely automating labor could generate vast abundance, much higher standards of living, and new goods and services that we can't even imagine today," he told TechCrunch.

TechCrunch wonders how jobless humans will produce goods — and whether wealth will simply concentrate around whoever owns the agents.

But they do concede that Besiroglu may be right that "If each human worker has a personal crew of agents which helps them produce more work, economic abundance could follow..."

As Russia and China 'Seed Chatbots With Lies', Any Bad Actor Could Game AI the Same Way (detroitnews.com) 61

"Russia is automating the spread of false information to fool AI chatbots," reports the Washington Post. (When researchers checked 10 chatbots, a third of the responses repeated false pro-Russia messaging.)

The Post argues that this tactic offers "a playbook to other bad actors on how to game AI to push content meant to inflame, influence and obfuscate instead of inform," and calls it "a fundamental weakness of the AI industry." Chatbot answers depend on the data fed into them. A guiding principle is that the more the chatbots read, the more informed their answers will be, which is why the industry is ravenous for content. But mass quantities of well-aimed chaff can skew the answers on specific topics. For Russia, that is the war in Ukraine. But for a politician, it could be an opponent; for a commercial firm, it could be a competitor. "Most chatbots struggle with disinformation," said Giada Pistilli, principal ethicist at open-source AI platform Hugging Face. "They have basic safeguards against harmful content but can't reliably spot sophisticated propaganda, [and] the problem gets worse with search-augmented systems that prioritize recent information."

Early commercial attempts to manipulate chat results also are gathering steam, with some of the same digital marketers who once offered search engine optimization — or SEO — for higher Google rankings now trying to pump up mentions by AI chatbots through "generative engine optimization" — or GEO.

Our current situation "plays into the hands of those with the most means and the most to gain: for now, experts say, that is national governments with expertise in spreading propaganda." Russia and, to a lesser extent, China have been exploiting that advantage by flooding the zone with fables. But anyone could do the same, burning up far fewer resources than previous troll farm operations... In a twist that befuddled researchers for a year, almost no human beings visit the sites, which are hard to browse or search. Instead, their content is aimed at crawlers, the software programs that scour the web and bring back content for search engines and large language models. While those AI ventures are trained on a variety of datasets, an increasing number are offering chatbots that search the current web. Those are more likely to pick up something false if it is recent, and even more so if hundreds of pages on the web are saying much the same thing...

The gambit is even more effective because the Russian operation managed to get links to the Pravda network stories edited into Wikipedia pages and public Facebook group postings, probably with the help of human contractors. Many AI companies give special weight to Facebook and especially Wikipedia as accurate sources. (Wikipedia said this month that its bandwidth costs have soared 50 percent in just over a year, mostly because of AI crawlers....) Last month, other researchers set out to see whether the gambit was working. Finnish company Check First scoured Wikipedia and turned up nearly 2,000 hyperlinks on pages in 44 languages that pointed to 162 Pravda websites. It also found that some false information promoted by Pravda showed up in chatbot answers.

"They do even better in such places as China," the article points out, "where traditional media is more tightly controlled and there are fewer sources for the bots." (The nonprofit American Sunlight Project calls the process "LLM grooming".)

Actors Who Sold AI Avatars Stuck In Black Mirror-Esque Dystopia (arstechnica.com) 16

Some actors who sold their likenesses to AI video companies like Synthesia now regret the decision, after finding their digital avatars used in misleading, embarrassing, or politically charged content. Ars Technica reports: Among them is a 29-year-old New York-based actor, Adam Coy, who licensed rights to his face and voice to a company called MCM for one year for $1,000 without thinking, "am I crossing a line by doing this?" His partner's mother later found videos where he appeared as a doomsayer predicting disasters, he told the AFP. South Korean actor Simon Lee's AI likeness was similarly used to spook naive Internet users but in a potentially more harmful way. He told the AFP that he was "stunned" to find his AI avatar promoting "questionable health cures on TikTok and Instagram," feeling ashamed to have his face linked to obvious scams. [...]

Even a company publicly committed to ethically developing AI avatars and preventing their use in harmful content like Synthesia can't guarantee that its content moderation will catch everything. A British actor, Connor Yeates, told the AFP that his video was "used to promote Ibrahim Traore, the president of Burkina Faso who took power in a coup in 2022" in violation of Synthesia's terms. [...] Yeates was paid about $5,000 for a three-year contract with Synthesia that he signed simply because he doesn't "have rich parents and needed the money." But he likely couldn't have foreseen his face being used for propaganda, as even Synthesia didn't anticipate that outcome.

Others may not like their AI avatar videos but consider the financial reward high enough to make up for the sting. Coy confirmed that money motivated his decision, and while he found it "surreal" to be depicted as a con artist selling a dystopian future, that didn't stop him from concluding that "it's decent money for little work." Potentially improving the climate for actors, Synthesia is forming a talent program that it claims will give actors a voice in decision-making about AI avatars. "By involving actors in decision-making processes, we aim to create a culture of mutual respect and continuous improvement," Synthesia's blog said.

Five lawmakers from the Parliament's civil liberties committee traveled to Hungary on Monday for a three-day visit to inspect the EU member country's progress on democracy, the rule of law and fundamental rights.

One lawmaker on the trip confirmed to POLITICO that the Parliament officials joining the delegation were offered Faraday bags -- special metal-lined pouches that block electromagnetic signals -- by the Parliament's services and were also advised to be cautious about using public Wi-Fi networks or charging facilities.

Federal Judge Declares Google's Digital Ad Network Is an Illegal Monopoly (apnews.com) 47

Longtime Slashdot reader schwit1 shares a report from the Associated Press: Google has been branded an abusive monopolist by a federal judge for the second time in less than a year, this time for illegally exploiting some of its online marketing technology to boost the profits fueling an internet empire currently worth $1.8 trillion. The ruling issued Thursday by U.S. District Judge Leonie Brinkema in Virginia comes on the heels of a separate decision in August that concluded Google's namesake search engine has been illegally leveraging its dominance to stifle competition and innovation. [...] The next step in the latest case is a penalty phase that will likely begin late this year or early next year. The same so-called remedy hearings in the search monopoly case are scheduled to begin Monday in Washington D.C., where Justice Department lawyers will try to convince U.S. District Judge Amit Mehta to impose a sweeping punishment that includes a proposed requirement for Google to sell its Chrome web browser.

Brinkema's 115-page decision centers on the marketing machine that Google has spent the past 17 years building around its search engine and other widely used products and services, including its Chrome browser, YouTube video site and digital maps. The system was largely built around a series of acquisitions that started with Google's $3.2 billion purchase of online ad specialist DoubleClick in 2008. U.S. regulators approved the deals at the time they were made before realizing that they had given the Mountain View, California, company a platform to manipulate the prices in an ecosystem that a wide range of websites depend on for revenue and provides a vital marketing connection to consumers.

The Justice Department lawyers argued that Google built and maintained dominant market positions in a technology trifecta used by website publishers to sell ad space on their webpages, as well as the technology that advertisers use to get their ads in front of consumers, and the ad exchanges that conduct automated auctions in fractions of a second to match buyer and seller. After evaluating the evidence presented during a lengthy trial that concluded just before Thanksgiving last year, Brinkema reached a decision that rejected the Justice Department's assertions that Google has been mistreating advertisers while concluding the company has been abusing its power to stifle competition to the detriment of online publishers forced to rely on its network for revenue.

"For over a decade, Google has tied its publisher ad server and ad exchange together through contractual policies and technological integration, which enabled the company to establish and protect its monopoly power in these two markets." Brinkema wrote. "Google further entrenched its monopoly power by imposing anticompetitive policies on its customers and eliminating desirable product features." Despite that rebuke, Brinkema also concluded that Google didn't break the law when it snapped Doubleclick nor when it followed up that deal a few years later by buying another service, Admeld. The Justice Department "failed to show that the DoubleClick and Admeld acquisitions were anticompetitive," Brinkema wrote. "Although these acquisitions helped Google gain monopoly power in two adjacent ad tech markets, they are insufficient, when viewed in isolation, to prove that Google acquired or maintained this monopoly power through exclusionary practices." That finding may help Google fight off any attempt to force it to sell its advertising technology to stop its monopolistic behavior.

Synology Locks Key NAS Features Behind Proprietary Drive Requirement (tomshardware.com) 108

Synology's upcoming Plus Series NAS systems will restrict full functionality to users who install the company's self-branded hard drives, Tom's Hardware is reporting, marking a significant shift in the consumer NAS market. While third-party drives will still work for basic storage, critical features including drive health monitoring, volume-wide deduplication, lifespan analysis, and automatic firmware updates will be disabled, the publication said.

The restriction doesn't apply to Synology's 2024 and older models, only affecting new Plus Series devices targeted at SMBs and advanced home users. Synology itself doesn't manufacture drives but rebrands HDDs from major manufacturers like Seagate, Western Digital, and Toshiba, often with custom firmware that functions as DRM. LG is partnering with Zenapse to integrate AI-driven emotional intelligence into its smart TVs, enabling hyper-targeted ads based on viewers' psychological traits, emotions, and behaviors. Ars Technica reports: The upcoming advertising approach comes via a multi-year licensing deal with Zenapse, a company describing itself as a software-as-a-service marketing platform that can drive advertiser sales "with AI-powered emotional intelligence." LG will use Zenapse's technology to divide webOS users into hyper-specific market segments that are supposed to be more informative to advertisers. LG Ad Solutions, LG's advertising business, announced the partnership on Tuesday.

The technology will be used to inform ads shown on LG smart TVs' homescreens, free ad-supported TV (FAST) channels, and elsewhere throughout webOS, per StreamTV Insider. LG will also use Zenapse's tech to "expand new software development and go-to-market products," it said. LG didn't specify the duration of its licensing deal with Zenapse. Zenapse's platform for connected TVs (CTVs), ZenVision, is supposed to be able to interpret the types of emotions shown in the content someone is watching on TV, partially by using publicly available information about the show's or movie's script and plot, StreamTV Insider reported. ZenVision also analyzes viewer behavior, grouping viewers based on their consumption patterns, the publication noted. Under the new partnership, ZenVision can use data that LG has gathered from the automatic content recognition software in LG TVs.

With all this information, ZenVision will group LG TV viewers into highly specified market segments, such as "goal-driven achievers," "social connectors," or "emotionally engaged planners," an LG spokesperson told StreamTV Insider. Zenapse's website for ZenVision points to other potential market segments, including "digital adopters," "wellness seekers," "positive impact & environment," and "money matters." Companies paying to advertise on LG TVs can then target viewers based on the ZenVision-specified market segments and deliver an "emotionally intelligent ad," as Zenapse's website puts it.

Older People Who Use Smartphones 'Have Lower Rates of Cognitive Decline' (theguardian.com) 52

An analysis of published studies that looked at technology use and mental skills in more than 400,000 older adults found that over-50s who routinely used digital devices had lower rates of cognitive decline than those who used them less. It is unclear whether the technology staves off mental decline, or whether people with better cognitive skills simply use them more, but the scientists say the findings question the claim that screen time drives what has been called "digital dementia".

"For the first generation that was exposed to digital tools, their use is associated with better cognitive functioning," said Dr Jared Benge, a clinical neuropsychologist in UT Health Austin's Comprehensive Memory Center. "This is a more hopeful message than one might expect given concerns about brain rot, brain drain, and digital dementia." Benge and his colleague Dr Michael Scullin, a cognitive neuroscientist at Baylor University in Texas, analysed 57 published studies that examined the use of digital technology in 411,430 adults around the world. The average age was 69 years old and all had a cognitive test or diagnosis. The scientists found no evidence for the digital dementia hypothesis, which suggests that a lifetime of using digital technology drives mental decline. Rather, they found that using a computer, smartphone, the internet or some combination of these was associated with a lower risk of cognitive impairment. The details have been published in Nature Human Behaviour.
"Using digital devices in the way that we use televisions -- passive and sedentary, both physically and mentally -- is not likely to be beneficial," said Scullin. "But, our computers and smartphones also can be mentally stimulating, afford social connections, and provide compensation for cognitive abilities that are declining with ageing. These latter types of uses have long been regarded as beneficial for cognitive ageing."

Google is rolling out Veo 2 video generation in the Gemini app for Advanced subscribers, allowing users to create eight-second, 720p cinematic-style videos from text prompts. 9to5Google reports: Announced at the end of last year, Veo 2 touts "fluid character movement, lifelike scenes, and finer visual details across diverse subjects and styles," as well as "cinematic realism," thanks to an understanding of real-world physics and human motion. In Gemini, Veo 2 can create eight-second video clips at 720p resolution. Specifically, you'll get an MP4 download in a 16:9 landscape format. There's also the ability to share via a g.co/gemini/share/ link. To enter your prompt, select Veo 2 from the model dropdown on the web and mobile apps. On the safety front, each frame features a SynthID digital watermark. Only available to Gemini Advanced subscribers ($19.99 per month), there is a "monthly limit" on how many videos you can generate, with Google notifying users when they're close. It is rolling out globally -- in all languages supported by Gemini -- starting today and will be fully available in the coming weeks.
