Japan said on Friday it will invest up to 70 billion yen ($500 million) in a new semiconductor company led by tech firms including Sony and NEC as it rushes to re-establish itself as a lead maker of advanced chips. From a report: "Semiconductors are going to be a critical component for the development of new leading-edge technologies such as AI, digital industries and in healthcare," Minister of Economy, Trade and Industry Yasutoshi Nishimura said at a news briefing. The new chip company will be named Rapidus and aims to begin making chips in the second half of the decade, he added.

As trade friction between the United States and China deepens and Washington restricts Beijing's access to advanced semiconductor technology, Japan is rushing to revive its chip manufacturing base to ensure its carmakers and information technology companies do not run short of the key component. Japan is also concerned that China may attempt to take control of Taiwan, the global hub for advanced chip production.

Sony To Begin Plastic Packaging Phase-out Next Year (techxplore.com) 35

Sony will start phasing out plastic packaging for small electronic gadgets such as smartphones, cameras and audio accessories from next year, a company spokeswoman said Tuesday. From a report: From April, plastic packaging will not be used for some new products weighing one kilogram (2.2 pounds) or less. The Japanese conglomerate wants to eliminate the material from all containers for newly designed smaller goods by 2025, the spokeswoman told AFP. "Instead of plastics, we will mainly use paper, and a so-called 'original blend material' made from bamboo, used paper and squeezed sugarcane fibre," she said. Sony eventually wants to eliminate plastic packaging for larger products like televisions, but no specific time frame has been decided yet, she said.

Microsoft's $69 Billion Activision Deal Faces EU Probe (bloomberg.com) 19

Microsoft's proposed $69 billion takeover of games developer Activision Blizzard faces an in-depth European Union probe after regulators said they're concerned the software giant could thwart access to blockbuster franchises such as Call of Duty. From a report: The European Commission said in a statement on Tuesday that Microsoft may "foreclose access to Activision Blizzard's console and PC video games, especially to high-profile and highly successful games." The EU's merger watchdog set a March 23 deadline for its so-called phase 2 investigation.

The combination with Activision -- which owns some of the most popular games also including World of Warcraft and Guitar Hero -- would make Microsoft the world's third-largest gaming company and boost the Xbox maker's roster of titles for its Game Pass subscribers. But the deal is already facing protracted scrutiny from antitrust agencies across the globe. Microsoft last month accused the UK's Competition and Markets Authority of relying on "self-serving" input from rival Sony Group in its deliberations. The US Federal Trade Commission is also reviewing the transaction, including looking into how it might impact workers.

PlayStation VR2 Release Date and Price Revealed (ign.com) 38

PlayStation VR2 will officially be released on February 22, 2023, for $549.99, and pre-orders will begin on November 15. IGN reports: As revealed by the PlayStation.Blog, PlayStation VR2 will include the PS VR2 headset, PS VR2 Sense controllers, and stereo headphones. There will also be a PlayStation VR2 Horizon Call of the Mountain bundle that will retail for $599.99, and it will include everything from the standard edition plus a PlayStation Store voucher code for Horizon Call of the Mountain. Also launching on February 22 will be the PlayStation VR2 Sense controller charging station, which allows players to charge their controllers "through a simple click-in design, without having to connect to a PS5 console -- freeing up the console's USB ports."

Sony also revealed 11 new titles headed to PS VR2 in 2023, and they include The Dark Pictures: Switchback VR, Crossfire: Sierra Squad, The Light Brigade, Cities VR - Enhanced Edition, Cosmonious High, Hello Neighbor: Search and Rescue, Jurassic World Aftermath Collection, Pistol Whip VR, Zenith: The Last City, After the Fall, and Tentacular. While we don't have a full launch line-up quite yet, Sony did confirm that it is "expecting more than 20 titles" on February 22.

Microsoft Xbox chief Phil Spencer said he intends to continue to ship Call of Duty games on PlayStation "as long as there's a PlayStation out there to ship to." From a report: The new promise comes weeks after Sony lambasted an "inadequate" offer to extend Call of Duty's cross-platform access for three years past the current agreement and as Microsoft faces continuing scrutiny from international governments over its proposed $69 billion purchase of Activision Blizzard. "We're not taking Call of Duty from PlayStation," Spencer said directly in an interview with the Same Brain podcast. "That's not our intent."

Instead, Spencer said Microsoft's plan for Call of Duty is "similar to what we've done with Minecraft," which has remained a cross-platform staple since Microsoft's $2.5 billion purchase of developer Mojang in 2014. Since then, Spencer said, "we've expanded the places where people can play Minecraft... and it's been good for the Minecraft community, in my opinion. I want to do the same as we think about where Call of Duty can go over the years."

From Tokyo to San Francisco, mobile game studios have sparred for years to captivate a fickle audience, fostering an overlooked problem -- the average title has become so huge that players can no longer fit more than a few on their phones. From a report: Japanese games publisher Gree expects an impending reckoning over escalating costs and ballooning file sizes, as developers pack their games with increasingly intricate graphics, voice acting and larger storylines, all to get players spending. That's creating a winner-takes-all situation that could winnow out smaller studios in coming years, Gree Senior Vice President Yuta Maeda said in an interview. The situation will only get worse as console veteran Sony -- no stranger to space-hogging hits -- prepares to invade the mobile arena. "Production of mobile games can't avoid becoming more complex, time-consuming and larger-scale, which will inevitably result in bigger app sizes," Maeda said. "Companies that survive in the market will only be the ones that can keep up with that trend."

The spending poured into today's A-list mobile titles -- MiHoYo's Genshin Impact, for instance, started with a $100 million budget -- rivals Hollywood blockbusters and is yielding better production values than ever, but also an outsized footprint. That game can occupy upwards of 20 gigabytes of storage, which is a huge chunk of what most people have available on their phones. With memory upgrades not keeping pace, the result is fewer games can vie for attention. Sony, one of the giants of console gaming, has laid out plans to bring its high-profile PlayStation franchises to mobile platforms. Rival Microsoft is also building an Xbox mobile gaming store. All of that piles pressure on the entrenched free-to-play business model followed by Gree and others. These publishers rely on monetizing in-game items and upgrades, regularly adding more content players can buy and play with. The most common workaround from game studios is to put only a basic installer in app stores, which then downloads further game assets once the player starts. Gree uses it with Heaven Burns Red, which is an initial 1GB and grows beyond 10GB for players who want the full experience.

US To Launch 'Labeling' Rating Program For Internet-Connected Devices In 2023 (techcrunch.com) 36

The Biden administration said it will launch a cybersecurity labeling program for consumer Internet of Things devices starting in 2023 in an effort to protect Americans from "significant national security risks." TechCrunch reports: Inspired by Energy Star, a labeling program operated by Environmental Protection Agency and the Department of Energy to promote energy efficiency, the White House is planning to roll out a similar IoT labeling program to the "highest-risk" devices starting next year, a senior Biden administration official said on Wednesday following a National Security Council meeting with consumer product associations and device manufacturers. Attendees at the meeting included White House cyber official Anne Neuberger, FCC chairwoman Jessica Rosenworcel, National Cyber Director Chris Inglis and Sen. Angus King, alongside leaders from Google, Amazon, Samsung, Sony and others.

The initiative, described by White House officials as "Energy Star for cyber," will help Americans to recognize whether devices meet a set of basic cybersecurity standards devised by the National Institute of Standards and Technology (NIST) and the Federal Trade Commission (FTC). Though specifics of the program have not yet been confirmed, the administration said it will "keep things simple." The labels, which will be "globally recognized" and debut on devices such as routers and home cameras, will take the form of a "barcode" that users can scan using their smartphone rather than a static paper label, the administration official said. The scanned barcode will link to information based on standards, such as software updating policies, data encryption and vulnerability remediation.

Inside Netflix's movie studio, top executives lobbied Ted Sarandos, the company's co-chief executive, for much of this year to experiment with releasing more Netflix original movies broadly in theaters WSJ is reporting. From the report: They outlined their case in a memo shared in June on the company network. Some argued that Netflix is leaving hundreds of millions in box-office receipts on the table with its current strategy of showing only select movies in a few hundred theaters for at most a few weeks before streaming them, according to people familiar with the matter. Other executives thought showing movies in more theaters would create valuable buzz for the streaming service. Soon after, in an internal meeting, Mr. Sarandos told Netflix studio leaders that he had doubts, and still felt that streaming is the future of entertainment, movies included. Instead, he suggested that studio chief Scott Stuber and other executives meet with their counterparts at Sony Pictures Entertainment to see if they would agree to let Netflix stream Sony's movies just four to six weeks after they came out in theaters, instead of after six to eight months, as spelled out in a partnership the two studios reached last year.

If a new deal could be struck, some executives said, it would help Netflix understand how the company might benefit from streaming a movie shortly after it had been shown on thousands of big screens across the country. The debate inside Netflix over how best to distribute its films -- details of which haven't been previously reported -- is one that is playing out across an entertainment industry that has been rapidly upended by the rise of streaming video. Every major company in Hollywood is facing some version of the same question: What is the best way to release a movie? Is it in a cinema, with stadium seating, popcorn and digital surround sound? Or is it at home, streamed on a flat-screen TV or a laptop? Should movies go to theaters first, then to streaming, or should they be released at the same time? How long should a studio wait between theatrical and streaming release? How many theaters should show a film? Should all movies go to the big screen, or just splashy action thrillers?

Sony Releases Its First Over-the-Counter Hearing Aids 68

Sony has announced the availability of its first OTC hearing aids, the $1,000 CRE-C10 and $1,300 CRE-E10, built in partnership with WS Audiology. Engadget reports: The devices are built for daily use for those with mild to moderate hearing loss. They're controlled via Sony's "Hearing Control" app that guides users through setup and allows them to personalize settings like volume control. It also allows a "self-fit" that adjusts to appropriate pre-defined hearing profiles "based on thousands of actual, real-life audiogram results," Sony said. The CRE-C10 model (above) offers a battery life of up to 70 hours of continuous use. Sony says they're one of the smallest OTC hearing aids on the market, offering a discreet design that's "virtually invisible when worn" and "exceptional sound quality." It goes on sale this month for $1,000 at Amazon, Best Buy, and select hearing-care professionals.

Meanwhile, the CRE-E10 has a more earbud-like design, powered by a rechargeable battery with up to 26 hours of life between charges. It's Bluetooth compatible as well, so users can connect to devices and listen to streaming audio or music, though only on iOS, Sony says. Those will go on sale for $1,300 sometime this winter at Sony's website.
In August, the FDA decided to allow hearing aids to be sold over the counter and without a prescription to adults.

Honda and Sony To Build an EV That Entertains While It Takes the Wheel (techcrunch.com) 44

"Sony and Honda have officially launched their joint mobility venture that aims to start delivering premium electric vehicles with automated driving capabilities in the United States in the spring of 2026, followed by Japan in the second half of 2026," reports TechCrunch. Details are scarce but the partnership appears to produce what the companies promise to be a wildly smart vehicle that's heavily focused on keeping its passengers entertained. Slashdot reader SouthSeb shares the news with us, writing: Since cars are expected to fully drive themselves in a near future, how to maintain their occupants entertained seems to be the next big question. It makes one wonder if cars are going to radically change and become more and more like living rooms or office spaces on wheels. "The new EV, which will be initially manufactured at Honda's North America factory, will be developed with Level 3 automated driving capabilities under limited conditions, and with Level 2 advanced driver assistance systems that can handle situations as complex as urban driving," reports TechCrunch. "Sony will provide the sensors and tech for the autonomous capabilities, as well as all of the other software, from cloud-based services to entertainment, that drivers will hopefully be able to enjoy all the better for not having to actually drive the car all the time. The companies didn't share too much about what the infotainment system would look like, but they did say the metaverse would be involved."

More Than 4 In 10 PCs Still Can't Upgrade To Windows 11 (theregister.com) 219

Nearly 43 percent of millions of devices studied by asset management provider Lansweeper are unable to upgrade to Windows 11 due to the hardware requirements Microsoft set out for the operating system. The Register reports: Lansweeper said 42.76 percent of the estimated 27 million PCs it tested across 60,000 organizations failed the CPU test, albeit better than the 57.26 percent in its last test a year ago. Altogether 71.5 percent of the PCs failed the RAM test and 14.66 percent the TPM test. "We know that those who can't update to Windows 11... will continue to use Windows 10," said Roel Decneut, chief strategy officer at Lansweeper, whose customers include Sony, Pepsico, Cerner, MiT and Hilton hotels. He said that even if enterprises are prepared to upgrade their PC fleet to meet the system requirements of Microsoft's latest OS, there are "broader issues affecting adoption that are out of Microsoft's control." "Global supply chain disruption has created chip a processor shortage, while many are choosing to stick with what hardware they have at the moment due to the global financial uncertainty."

Other findings from Lansweeper show adoption rates for the latest OS are improving, running on 1.44 percent of computers versus 0.52 percent in January. This means the latest incarnation has overtaken Windows 8 in the popularity stakes but remains behind market share for Windows 7, despite that software going end of life in January 2020. Adoption is, unsurprisingly, higher in the consumer space. Some 4.82 percent of the biz devices researched were running an OS that wasn't fully supported and 0.91 percent had servers in their estate that are end of life.

EU Wants To Know If Microsoft Will Block Rivals After Activision Deal (reuters.com) 38

EU antitrust regulators are asking games developers whether Microsoft will be incentivized to block rivals' access to "Call of Duty" maker Activision Blizzard's best-selling games, according to an EU document seen by Reuters. From the report: EU antitrust regulators are due to make a preliminary decision by Nov. 8 on whether to clear Microsoft's proposed $69 billion acquisition of Activision. The EU competition enforcer also asked if Activision's trove of user data would give the U.S. software giant a competitive advantage in the development, publishing and distribution of computer and console games, the EU document shows. The planned acquisition, the biggest in the gaming industry, will help Microsoft better compete with leaders Tencent and Sony. After its decision next month the European Commission is expected to open a four-month long investigation, underscoring regulatory concerns about Big Tech acquisitions.

Games developers, publishers and distributors were asked whether the deal would affect their bargaining power regarding the terms for selling console and PC games via Microsoft's Xbox and its cloud game streaming service Game Pass. Regulators also wanted to know if there would be sufficient alternative suppliers in the market following the deal and also in the event Microsoft decides to make Activision's games exclusively available on its Xbox, its Games Pass and its cloud game streaming services. They asked if such exclusivity clauses would reinforce Microsoft's Windows operating system versus rivals, and whether the addition of Activision to its PC operating system, cloud computing services and game-related software tools gives it an advantage in the video gaming industry. They asked how important the Call of Duty franchise is for distributors of console games, third-party multi-game subscription services on computers and providers of cloud game streaming services.

The PS5 Has Reportedly Been Jailbroken (videogameschronicle.com) 25

A limited but working jailbreak for the PlayStation 5 hardware has reportedly been released, potentially enabling players to install unsigned or unofficial software. From a report: The news was reported on Twitter by modder Lance McDonald, who previously made a name for himself by releasing an unofficial patch that made Bloodborne run at 60 frames per second on PS4. Although McDonald doesn't appear to have discovered the PS5 jailbreak himself, he does show footage of it in action.

As well as showing that the jailbreak gives him access to a debug menu, he also shows that it enables him to install a PS4 PKG file (i.e. a backup of a game), proving this by installing the now-delisted PT demo. At this stage the jailbreak is allegedly extremely limited -- it's only said to work on PS5 consoles with firmware version 4.03, which was released in October 2021 and replaced with version 4.50 in December 2021. According to the exploit's creator, it may be possible to apply the jailbreak to PS5 consoles with earlier firmware versions than 4.03, but later firmware versions won't work at the moment.

PlayStation boss Jim Ryan reportedly flew to Brussels last month to meet with European Union regulators currently scrutinizing Microsoft's proposed acquisition of Activision Blizzard. The visit was first reported by Dealreporter sources (paywalled). Video Game Chronicle reports: As has been widely publicized in recent weeks, PlayStation's concerns over the deal are around the future release arrangements for the Call of Duty series -- which is regularly PlayStation's annual best-seller -- and whether it will be pulled from their platforms. Google is also said to have voiced its concerns to EU regulators, according to the same sources.

Last month, Xbox boss Phil Spencer said Microsoft had committed to making Call of Duty available on PlayStation for "several more years" after Sony's current marketing deal with Activision expires. However, SIE CEO Ryan, who is reportedly seeking access to future Call of Duty games on equal terms and in perpetuity, responded publicly by calling Microsoft's proposal for keeping the series on PlayStation consoles "inadequate on many levels."
"By giving Microsoft control of Activision games like Call of Duty, this deal would have major negative implications for gamers and the future of the gaming industry," Sony claimed. Microsoft Chief Executive Officer Satya Nadella said he's confident the company can gain regulatory approval for its $69 billion purchase of Activision Blizzard even in the face of an in-depth regulatory probe in the UK. From a report: "Of course, any acquisition of this size will go through scrutiny, but we feel very, very confident that we'll come out," he said in an interview with Bloomberg Television. Nadella's prediction puts him at odds with investors' skepticism about the deal. While Activision rose Thursday, outperforming a slump in tech stocks, Wednesday's close of $75.32 still left the company more than 20% below the offer price -- a signal of massive doubt that Microsoft will ever be able to consummate the transaction. Microsoft is either the No. 4 or No. 5 competitor in the video game industry, depending on how you count, Nadella said. And the No. 1 player, Sony Group, has made several recent acquisitions. "So if this is about competition, let us have competition," he said.

The UK's Competition and Markets Authority said earlier this month that it decided to kick-start a longer review, a move that was expected after the CMA flagged concerns that the deal could lessen competition in the markets for consoles, subscriptions and cloud gaming. Commodore 64, TRS-80, Atari 800, Compaq Presario... People posted names you haven't heard in years, like they were sharing memories of old friends. Gateway 2000, Sony VAIO, Vic-20, Packard Bell... One person just remembered they'd had "some sort of PC that had an orange and black screen with text and QBasic. It couldn't do much more than store recipes and play text based games."

Sony: PSVR2 Is 'Truly Next-Generation,' So It Can't Play PSVR1 Games (arstechnica.com) 53

An anonymous reader quotes a report from Ars Technica: A Sony executive confirmed Friday that the PlayStation VR 2 will not be backward-compatible with games developed for the original PlayStation VR. Sid Shuman, senior director of content communications at Sony Interactive, asked Hideaki Nishino, senior vice president of platform experience at Sony, whether games for the original PSVR could be played on a PSVR2 kit on the Official PlayStation Podcast, episode 439 (his answer starts at 29:12). "PSVR games are not compatible with PSVR2 because PSVR2 is designed to deliver a truly next-generation VR experience," Nishino said. Nishino listed several "much more advanced features" in the VR2, including new controllers with haptic feedback, adaptive triggers, advanced eye tracking, and 3D audio. "That means developing games for PSVR2 requires a whole different approach than the original PSVR."

While the answer was emphatic -- not compatible -- and closed off any hope fans might have harbored, Nishino's checklist of new VR2 features didn't clearly explain why the system would be incapable of running less-advanced VR1 games. Consider the Oculus Rift S, which touted an entirely different eye tracking system than its predecessor, the original Oculus Rift. The Rift S maintained compatibility with games built for any Rift system (along with some games for other headsets). It was a seamless transition for those who upgraded their Rift or bought into VR at a later stage. It's also a disappointing outcome for some great games that were available only on PlayStation VR. Those include the original Mario-caliber Astro Bot, brain-twisting puzzle-game Statik, the VR mode for Resident Evil 7 that never saw release on any other system, first-party VR exclusive Blood & Truth, and a VR mode for WipEout that could only benefit from a VR2 headset.

The current deal between Sony and Activision Blizzard around Call of Duty is believed to cover the next three releases, including this year's Call of Duty: Modern Warfare 2. "I hadn't intended to comment on what I understood to be a private business discussion, but I feel the need to set the record straight because Phil Spencer brought this into the public forum," Ryan stated. An anonymous reader quotes a report from Ars Technica: The United Kingdom's Competition and Markets Authority (CMA) is challenging Microsoft and Activision Blizzard to justify their planned merger, saying the deal "could substantially lessen competition" in the gaming industry. A CMA announcement today cited concerns about "competition in gaming consoles, multi-game subscription services, and cloud gaming services (game streaming)." Microsoft announced its plan to buy Activision Blizzard for $68.7 billion in January.

"Microsoft is one of three large companies, together with Sony and Nintendo, that have led the market for gaming consoles for the past 20 years with limited entries from new rivals," the CMA said. "Activision Blizzard has some of the world's best-selling and most recognizable gaming franchises, such as Call of Duty and World of Warcraft. The CMA is concerned that if Microsoft buys Activision Blizzard it could harm rivals, including recent and future entrants into gaming, by refusing them access to Activision Blizzard games or providing access on much worse terms."

The CMA said these "concerns warrant an in-depth Phase 2 investigation," so Microsoft and Activision Blizzard have been ordered "to submit proposals to address the CMA's concerns" within five working days. "If suitable proposals are not submitted, the deal will be referred for a Phase 2 investigation," which would "allow an independent panel of experts to probe in more depth the risks identified at Phase 1," the CMA said. Besides Microsoft's Xbox console, the CMA noted Microsoft's Azure cloud computing platform and the Windows operating system. "The CMA is concerned that Microsoft could leverage Activision Blizzard's games together with Microsoft's strength across console, cloud, and PC operating systems to damage competition in the nascent market for cloud gaming services," the announcement said.
"A Phase 2 investigation (PDF) can result in a merger being prohibited or a requirement to sell some parts of the business," notes Ars. "A Phase 2 investigation is typically limited to 24 weeks but can be extended by up to eight weeks."

Japan's digital minister, who's vowed to rid the bureaucracy of outdated tools from the hanko stamp to the fax machine, has now declared "war" on a technology many haven't seen for decades -- the floppy disk. From a report: The hand-sized, square-shaped data storage item, along with similar devices including the CD or even lesser-known mini disk, are still required for some 1,900 government procedures and must go, digital minister Taro Kono wrote in a Twitter post Wednesday. "We will be reviewing these practices swiftly," Kono said in a press conference Tuesday, who added that Prime Minister Fumio Kishida has offered his full support. "Where does one even buy a floppy disk these days?" Japan isn't the only nation that has struggled to phase out the outdated technology -- the US Defense Department only announced in 2019 that it has ended the use of floppy disks, which were first developed in the 1960s, in a control system for its nuclear arsenal. Sony Group stopped making the disks in 2011 and many young people would struggle to describe how to use one or even identify one in the modern workplace.
