Chinese Spies Are Trying To Reach UK Lawmakers Via LinkedIn, MI5 Warns (pbs.org) 16

MI5 has warned U.K. lawmakers that Chinese intelligence operatives are using LinkedIn and recruitment fronts to target them for information gathering and long-term cultivation. PBS reports: Writing to lawmakers, House of Commons Speaker Lindsay Hoyle said a new MI5 "espionage alert" warned that Chinese nationals were "using LinkedIn profiles to conduct outreach at scale" on behalf of the Chinese Ministry of State Security. "Their aim is to collect information and lay the groundwork for long-term relationships, using professional networking sites, recruitment agents and consultants acting on their behalf," he said. MI5 issued the alert because the activity was "targeted and widespread," he added.

The MI5 alert cited LinkedIn profiles of two women, Amanda Qiu and Shirly Shen, and said other similar recruiters' profiles were acting as fronts for espionage. Home Office Minister Dan Jarvis said that apart from parliamentary staff, others including economists, think tank consultants and government officials have been similarly targeted. Jarvis said the government is rolling out a series of measures to tackle the risk, including investing 170 million pounds ($224 million) to renew encrypted technology used by civil servants to safeguard sensitive work. Opposition parties say authorities are not doing enough and are too wary of jeopardizing trade ties with China.

Blender 5.0 has been released with major upgrades including HDR and wide-gamut color support on Linux via Wayland/Vulkan, significant theme and UI improvements, new color-space tools, revamped curve and geometry features, and expanded hardware requirements. 9to5Linux reports: Blender 5.0 also introduces a working color space for Blend files, a new AgX HDR view, a new Convert to Display compositor node, new Rec.2100-PQ and Rec.2100-HLG displays that can be used for color grading for HDR video export, and new ACES 1.3 and 2.0 views as an alternative to AgX and Filmic.

A new "Jump Time by Delta" operator for jumping forward/backward in time by a user-specified delta has been introduced as well, along with a revamped Curve drawing, which better supports the new Curves object type and all of their features, and a new Geometry Attribute constraint.

Also new is a "Cylinder" option for curve display type that allows rendering thicker curves without the flat ribbon appearance, support for the Zstd (Zstandard) fast lossless compression algorithm for point caches, as well as a new "Curve Data" panel in edit mode that allows tweaking built-in curve attribute values.

ACLU and EFF Sue a City Blanketed With Flock Surveillance Cameras (404media.co) 57

An anonymous reader shares a report: Lawyers from the American Civil Liberties Union (ACLU) and Electronic Frontier Foundation (EFF) sued the city of San Jose, California over its deployment of Flock's license plate-reading surveillance cameras, claiming that the city's nearly 500 cameras create a pervasive database of residents movements in a surveillance network that is essentially impossible to avoid.

The lawsuit was filed on behalf of the Services, Immigrant Rights & Education Network and Council on American-Islamic Relations, California, and claims that the surveillance is a violation of California's constitution and its privacy laws. The lawsuit seeks to require police to get a warrant in order to search Flock's license plate system. The lawsuit is one of the highest profile cases challenging Flock; a similar lawsuit in Norfolk, Virginia seeks to get Flock's network shut down in that city altogether.

"San Jose's ALPR [automatic license plate reader] program stands apart in its invasiveness," ACLU of Northern California and EFF lawyers wrote in the lawsuit. "While many California agencies run ALPR systems, few retain the locations of drivers for an entire year like San Jose. Further, it is difficult for most residents of San Jose to get to work, pick up their kids, or obtain medical care without driving, and the City has blanketed its roads with nearly 500 ALPRs."

IRS Accessed Massive Database of Americans Flights Without a Warrant (404media.co) 67

An anonymous reader shares a report: The IRS accessed a database of hundreds of millions of travel records, which show when and where a specific person flew and the credit card they used, without obtaining a warrant, according to a letter signed by a bipartisan group of lawmakers and shared with 404 Media. The country's major airlines, including Delta, United Airlines, American Airlines, and Southwest, funnel customer records to a data broker they co-own called the Airlines Reporting Corporation (ARC), which then sells access to peoples' travel data to government agencies.

The IRS case in the letter is the clearest example yet of how agencies are searching the massive trove of travel data without a search warrant, court order, or similar legal mechanism. Instead, because the data is being sold commercially, agencies are able to simply buy access. In the letter addressed to nine major airlines, the lawmakers urge them to shut down the data selling program. Update: after this piece was published, ARC said it already planned to shut down the program.

"Disclosures made by the IRS to Senator Wyden confirm that it did not follow federal law and its own policies in purchasing airline data from ARC," the letter reads. The letter says the IRS "confirmed that it did not conduct a legal review to determine if the purchase of Americans' travel data requires a warrant."

A federal judge ruled Tuesday that Meta did not illegally stifle competition when it acquired Instagram and WhatsApp. The decision marks Big Tech's first major victory against antitrust enforcement that began during President Donald Trump's first term. The U.S. Federal Trade Commission had sought to force Meta to sell or restructure the platforms to restore competition among social media networks. Meta argued it faced competitive pressure from TikTok, YouTube, and Apple's messaging app.

'Buy Now, Pay Later' is Expanding Fast, and That Should Worry Everyone (techcrunch.com) 97

As industry observers know, Morris co-founded Capital One and pioneered lending to subprime borrowers, building an empire on understanding exactly how much financial stress the average American can handle. Now, as an early investor in Klarna and other buy-now-pay-later companies like Aplazo in Mexico, he's watching something that makes him deeply uncomfortable.

"To see that people are using [BNPL services] to buy something as basic and fundamental as groceries," Morris told me on stage at Web Summit in Lisbon this week, "I think is a pretty clear indication that a lot of people are struggling." The statistics back up his unease. Buy-now-pay-later services have exploded to 91.5 million users in the United States, according to the financial services firm Empower, with 25% using the services to finance their groceries as of earlier this year, according to survey data released in late October by lending marketplace Lending Tree.

These aren't discretionary purchases -- the designer bags and latest Apple headphones that BNPL was marketed for originally. Borrowers aren't paying it all back, either. According to Lending Tree, default rates are accelerating: 42% of BNPL users made at least one late payment in 2025, up from 39% in 2024 and 34% in 2023.

Is Video Watching Bad for Kids? The Effect of Video Watching on Children's Skills (nber.org) 21

Abstract of a paper on NBER: This paper documents video consumption among school-aged children in the U.S. and explores its impact on human capital development. Video watching is common across all segments of society, yet surprisingly little is known about its developmental consequences. With a bunching identification strategy, we find that an additional hour of daily video consumption has a negative impact on children's noncognitive skills, with harmful effects on both internalizing behaviors (e.g., depression) and externalizing behaviors (e.g., social difficulties). We find a positive effect on math skills, though the effect on an aggregate measure of cognitive skills is smaller and not statistically significant. These findings are robust and largely stable across most demographics and different ways of measuring skills and video watching. We find evidence that for Hispanic children, video watching has positive effects on both cognitive and noncognitive skills -- potentially reflecting its role in supporting cultural assimilation. Interestingly, the marginal effects of video watching remain relatively stable regardless of how much time children spend on the activity, with similar incremental impacts observed among those who watch very little and those who watch for many hours.

Iran Begins Cloud Seeding To Induce Rain Amid Historic Drought (bbc.com) 36

Authorities in Iran have sprayed clouds with chemicals to induce rain, in an attempt to combat the country's worst drought in decades. From a report: Known as cloud-seeding, the process was conducted over the Urmia lake basin on Saturday, Iran's official news agency Irna reported. Urmia is Iran's largest lake, but has largely dried out leaving a vast salt bed. Further operations will be carried out in east and west Azerbaijan, the agency said.

Rainfall is at record lows and reservoirs are nearly empty. Last week President Masoud Pezeshkian warned that if there is not enough rainfall soon, Tehran's water supply could be rationed and people may be evacuated from the capital. Cloud seeding involves injecting chemical salts including silver or potassium iodide into clouds via aircraft or through generators on the ground. Water vapour can then condense more easily and turn into rain. The technique has been around for decades, and the UAE has used it in recent years to help address water shortages. Iran's meteorological organisation said rainfall had decreased by about 89% this year compared with the long-term average, Irna reported.

UK Cyber Ransom Ban Risks Collapse of Essential Services (ft.com) 28

The UK government has been warned that its plan to ban operators of critical national infrastructure from paying ransoms to hackers is unlikely to stop cyber attacks and could result in essential services collapsing. From a report: The proposal, announced by the Home Office in July, is designed to deter cyber criminals by making it clear any attempt to blackmail regulated companies such as hospitals, airports and telecoms groups will not succeed. If enacted, the UK would be the first country to implement such a ban.

But companies and cyber groups have told government officials that making paying ransoms illegal would remove a valuable tool in negotiations where highly sensitive data or essential services could be compromised, according to two people familiar with the matter. "An outright ban on payments sounds tough on crime, but in reality it could turn a solvable crisis into a catastrophic one," said Greg Palmer, a partner at law firm Linklaters.

Erin Grall, R-Vero Beach, filed a similar proposal (SB 444) on Monday. The House Student Academic Success Subcommittee is set to review the measure (HB 127) on Nov. 18.

Sponsored by Rep. Toby Overdorf, R-Palm City, the bill would require cursive instruction in second through fifth grades. The proposal, filed for consideration for the legislative session that begins Jan. 13, also would require students to demonstrate proficiency in cursive by the end of fifth grade.

Bitcoin Erases Year's Gain as Crypto Bear Market Deepens (msn.com) 50

"Just a little more than a month after reaching an all-time high, Bitcoin has erased the more than 30% gain registered since the start of the year..." reports Bloomberg: The dominant cryptocurrency fell below US$93,714 on Sunday, pushing the price beneath the closing level reached at the end of last year, when financial markets were rallying following President Donald Trump's election victory. Bitcoin soared to a record US$126,251 on Oct 6, only to begin tumbling four days later after unexpected comments on tariffs by Trump sent markets into a tailspin worldwide. "The general market is risk-off," said Matthew Hougan, the San Francisco-based chief investment officer for Bitwise Asset Management. "Crypto was the canary in the coal mine for that, it was the first to flinch."

Over the past month, many of the biggest buyers — from exchange-traded fund allocators to corporate treasuries — have quietly stepped back, depriving the market of the flow-driven support that helped propel the token to records earlier this year. For much of the year, institutions were the backbone of Bitcoin's legitimacy and its price. ETFs as a cohort took in more than US$25 billion, according to Bloomberg data, pushing assets as high as roughly US$169 billion. Their steady allocation flows helped reframe the asset as a portfolio diversifier — a hedge against inflation, monetary debasement and political disarray. But that narrative — always tenuous — is fraying afresh, leaving the market exposed to something quieter but no less destabilising: disengagement. "The selloff is a confluence of profit-taking by LTHs, institutional outflows, macro uncertainty, and leveraged longs getting wiped out," said Jake Kennis, senior research analyst at Nansen. "What is clear is that the market has temporarily chosen a downward direction after a long period of consolidation/ranging..."

Boom and bust cycles have been a constant since Bitcoin burst into the mainstream consciousness with a more than 13,000% surge in 2017, only to be followed by a plunge of almost 75% the following year... Bitcoin has whipsawed investors through the year, dropping to as low as US$74,400 in April as Trump unveiled his tariffs, before rebounding to record highs ahead of the latest retreat... The market downturn has been even tougher on smaller, less liquid tokens that traders often gravitate toward because of their higher volatility and typical outperformance during rallies. A MarketVector index tracking the bottom half of the largest 100 digital assets is down around 60% this year.

Some Americans Are Trying to Heat Their Homes With Bitcoin Mining (cnbc.com) 90

According to digital assets brokerage, K33, the bitcoin mining industry generates about 100 TWh of heat annually — enough to heat all of Finland.This energy waste within a very energy-intense industry is leading entrepreneurs to look for ways to repurpose the heat for homes, offices, or other locations, especially in colder weather months.

During a frigid snap earlier this year, The New York Times reviewed HeatTrio, a $900 space heater that also doubles as a bitcoin mining rig. Others use the heat from their own in-home cryptocurrency mining to spread warmth throughout their house. "I've seen bitcoin rigs running quietly in attics, with the heat they generate rerouted through the home's ventilation system to offset heating costs. It's a clever use of what would otherwise be wasted energy," said Jill Ford, CEO of Bitford Digital, a sustainable bitcoin mining company based in Dallas... "Same price as heating the house, but the perk is that you are mining bitcoin," Ford said...

The crypto-heated future may be unfolding in the town of Challis, Idaho, where Cade Peterson's company, Softwarm, is repurposing bitcoin heat to ward off the winter. Several shops and businesses in town are experimenting with Softwarm's rigs to mine and heat. At TC Car, Truck and RV Wash, Peterson says, the owner was spending $25 a day to heat his wash bays to melt snow and warm up the water. "Traditional heaters would consume energy with no returns. They installed bitcoin miners and it produces more money in bitcoin than it costs to run," Peterson said. Meanwhile, an industrial concrete company is offsetting its $1,000 a month bill to heat its 2,500-gallon water tank by heating it with bitcoin. Peterson has heated his own home for two-and-a-half years using bitcoin mining equipment and believes that heat will power almost everything in the future. "You will go to Home Depot in a few years and buy a water heater with a data port on it and your water will be heated with bitcoin," Peterson said.

Derek Mohr, clinical associate professor at the University of Rochester Simon School of Business, remains skeptical. Bitcoin mining is so specialized now that a home computer, or even network of home computers, would have almost zero chance of being helpful in mining a block of bitcoin, according to Mohr, with mining farms use of specialized chips that are created to mine bitcoin much faster than a home computer... "The bitcoin heat devices I have seen appear to be simple space heaters that use your own electricity to heat the room..."
CNBC also spoke to Andrew Sobko, founder of Argentum AI (which is building a marketplace for sharing computing power), who says the idea makes the most sense in larger settings. "We're working with partners who are already redirecting compute heat into building heating systems and even agricultural greenhouse warming. That's where the economics and environmental benefits make real sense. Instead of trying to move the heat physically, you move the compute closer to where that heat provides value."

Could Firefox Be the Browser That Protects the Privacy of AI Users? (anildash.com) 54

Tech entrepreneur/blogger Anil Dash has been critical of AI browsers like ChatGPT Atlas. (He's written that Atlas "substitutes its own AI-generated content for the web, but it looks like it's showing you the web," while its prompt-based/command-line interface resembles a clunky text adventure, and it's true purpose seems to be ingesting more training data.)

And at the Mozilla Festival in Spain, "Virtually everyone shared some version of what I'd articulated as the majority view on AI, which is approximately that LLMs can be interesting as a technology, but that Big Tech, and especially Big AI, are decidedly awful and people are very motivated to stop them from committing their worst harms upon the vulnerable."

But... Another reality that people were a little more quiet in acknowledging, and sometimes reluctant to engage with out loud, is the reality that hundreds of millions of people are using the major AI tools every day... I don't know why today's Firefox users, even if they're the most rabid anti-AI zealots in the world, don't say, "well, even if I hate AI, I want to make sure Firefox is good at protecting the privacy of AI users so I can recommend it to my friends and family who use AI"...

My personal wishlist would be pretty simple:

* Just give people the "shut off all AI features" button. It's a tiny percentage of people who want it, but they're never going to shut up about it, and they're convinced they're the whole world and they can't distinguish between being mad at big companies and being mad at a technology so give them a toggle switch and write up a blog post explaining how extraordinarily expensive it is to maintain a configuration option over the lifespan of a global product.

* Market Firefox as "The best AI browser for people who hate Big AI". Regular users have no idea how creepy the Big AI companies are — they've just heard their local news talk about how AI is the inevitable future. If Mozilla can warn me how to protect my privacy from ChatGPT, then it can also mention that ChatGPT tells children how to self-harm, and should be aggressive in engaging with the community on how to build tools that help mitigate those kinds of harms — how do we catalyze that innovation?

* Remind people that there isn't "a Firefox" — everyone is Firefox. Whether it's Zen, or your custom build of Firefox with your favorite extensions and skins, it's all part of the same story. Got a local LLM that runs entirely as a Firefox extension? Great! That should be one of the many Firefoxes, too. Right now, so much of the drama and heightened emotions and tension are coming from people's (well... dudes') egos about there being One True Firefox, and wanting to be the one who controls what's in that version, as an expression of one set of values. This isn't some blood-feud fork, there can just be a lot of different choices for different situations. Make it all work.

Are Data Centers Raising America's Electricity Prices? (cnbc.com) 71

Residential utility bills in America "rose 6% on average nationwide in August compared with the same period in the previous year," reports CNBC, citing statistics from the U.S. Energy Information Administration: The reasons for price increases are often complex and vary by region. But in at least three states with high concentrations of data centers, electric bills climbed much faster than the national average during that period. Prices, for example, surged by 13% in Virginia, 16% in Illinois and 12% in Ohio.

The tech companies and AI labs are building data centers that consume a gigawatt or more of electricity in some cases, equivalent to more than 800,000 homes, the size of a city essentially... "The techlash is real," said Abraham Silverman, who served as general counsel for New Jersey's public utility board from 2019 until 2023 under outgoing Democratic Gov. Phil Murphy. "Data centers aren't always great neighbors," said Silverman, now a researcher at Johns Hopkins University. "They tend to be loud, they can be dirty and there's a number of communities, particularly in places with really high concentrations of data centers, that just don't want more data centers..." [C]apacity prices get passed down to consumers in their utility bills, Silverman said. The data center load in PJM [America's largest grid, serving 13 states] is also impacting prices in states that are not industry leaders such as New Jersey, where prices jumped about 20% year over year...

There are other reasons for rising electricity prices, Silverman said. The aging electric grid needs upgrades at a time of broad inflation and the cost of building new transmission lines has gone up by double digits, he said. The utilities also point to rising demand from the expansion of domestic manufacturing and the broader electrification of the economy, such as electric vehicles and the adoption of electric heat pumps in some regions...

In other states, however, the relationship between rising electricity prices and data centers is less clear. Texas, for example, is second only to Virginia with more than 400 data centers. But prices in the Lone Star state increased about 4% year over year in August, lower than the national average. Texas operates its own grid, ERCOT, with a relatively fast process that can connect new electric supply to the grid in around three years, according to a February 2024 report from the Brattle Group. California, meanwhile, has the third most data centers in the nation and the second highest residential electricity prices, nearly 80% above the national average. But prices in the Golden State increased about 1% in August 2024 over the prior year period, far below the average hike nationwide. One of the reasons California's electricity rates are so much higher than most of the country is the costs associated with preventing wildfires.

Solar and Wind are Covering All New Power Demand in 2025 (electrek.co) 88

The group now expects fossil power to stay flat for the full year, marking the first time since the pandemic that fossil generation won't increase. Solar and wind aren't just expanding; they're outpacing global electricity demand itself. Solar generation jumped 498 TWh (+31%) compared to the same period last year, already topping all the solar power produced in 2024. Wind added another 137 TWh (+7.6%). Together, they supplied 635 TWh of new clean electricity, beating out the 603 TWh rise in global demand (+2.7%). That lifted solar and wind to 17.6% of global electricity in the first three quarters of the year, up from 15.2% year-over-year. That brought the total share of renewables in global electricity -solar, wind, hydro, bioenergy, and geothermal — to 43%. Fossil fuels slid to 57.1%, down from 58.7%.

For the first time in 2025, renewables collectively generated more electricity than coal. And fossil generation as a whole has stalled. Fossil output slipped slightly by 0.1% (-17 TWh) through the end of Q3. Ember expects no fossil-fuel growth for the full year, driven by clean power growth outpacing demand.

Fear Drives the AI 'Cold War' Between America and China (msn.com) 28

A new "cold war" between America and China is "pushing leaders to sideline concerns about the dangers of powerful AI models," reports the Wall Street Journal, "including the spread of disinformation and other harmful content, and the development of superintelligent AI systems misaligned with human values..."

"Both countries are driven as much by fear as by hope of progress. " In Washington and Silicon Valley, warnings abound that China's "authoritarian AI," left unchecked, will erode American tech supremacy. Beijing is gripped by the conviction that a failure to keep pace in AI will make it easier for the U.S. to cut short China's resurgence as a global power. Both countries believe market share for their companies across the world is up for grabs — and with it, the potential to influence large swaths of the global population.

The U.S. still has a clear lead, producing the most powerful AI models. China can't match it in advanced chips and has no answer for the financial firepower of private American investors, who funded AI startups to the tune of $104 billion in the first half of 2025, and are gearing up for more. But it has a massive population of capable engineers, lower costs and a state-led development model that often moves faster than the U.S., all of which Beijing is working to harness to tip the contest in its direction. A new "whole of society" campaign looks to accelerate the construction of computing clusters in areas like Inner Mongolia, where vast solar and wind farms provide plentiful cheap energy, and connect hundreds of data centers to create a shared compute pool — some describe it as a "national cloud" — by 2028. China is also funneling hundreds of billions of dollars into its power grid to support AI training and adoption...

"Our lead is probably in the 'months but not years' realm," said Chris McGuire, who helped design U.S. export controls on AI chips while serving on the National Security Council under the Biden administration. Chinese AI models currently rank at or near the top in every task from coding to video generation, with the exception of search, according to Chatbot Arena, a popular crowdsourced ranking platform. China's manufacturing sector, meanwhile, is rocketing past the U.S. in bringing AI into the physical world through robotaxis, autonomous drones and humanoid robots. Given China's progress, McGuire said, the U.S. is "very lucky" to have its advantage in chips...

If AI surpasses human intelligence and acquires the ability to improve itself, it could confer unshakable scientific, economic and military superiority on the country that controls it. Short of that, AI's ability to automate tedious tasks and process vast amounts of data quickly promises to supercharge everything from cancer diagnoses to missile defense. With so much at stake, hacking and cyber espionage are likely to get worse, as AI gives hackers more powerful tools, while increasing incentives for state-backed groups to try to steal AI-related intellectual property. As distrust grows, Washington and Beijing will also find it hard, if not impossible, to cooperate in areas like preventing extremist groups from using AI in destructive ways, such as building bioweapons. "The costs of the AI Cold War are already high and will go much higher," said Paul Triolo, a former U.S. government analyst and current technology policy lead at business consulting firm DGA-Albright Stonebridge Group. "A U.S.-China AI arms race becomes a self-fulfilling prophecy, with neither side able to trust that the other would observe any restrictions on advanced AI capability development...."

The article includes an interesting observation from Helen Toner, director of strategy for Georgetown's Center for Security and Emerging Technology and a former OpenAI board member. Toner points out "We don't actually know" if boosting computing power with better chips will continue producing more-powerful AI models.

So "If performance plateaus," the Journal writes, "despite all the spending by OpenAI and others — a growing concern in Silicon Valley — China has a chance to compete."

Carbon credits subsidizing the cost. IoT chips in every device. 90%+ repayment rates on loans to people earning $2/day.

And if you understand what's happening in Africa, you understand the template for how infrastructure will get built everywhere else for the next 50 years.

"The International Energy Agency's latest outlook signals that oil demand could keep growing through to the middle of the century," reports CNBC, "reflecting a sharp tonal shift from the world's energy watchdog and raising further questions about the future of fossil fuels." In its flagship World Energy Outlook, the Paris-based agency on Wednesday laid out a scenario in which demand for oil climbs to 113 million barrels per day by 2050, up 13% from 2024 levels. The IEA had previously estimated a peak in global fossil fuel demand before the end of this decade and said that, in order to reach net-zero emissions by 2050, there should be no new investments in coal, oil and gas projects... The IEA's end-of-decade peak oil forecast kick-started a long-running war of words with OPEC, an influential group of oil exporting countries, which accused the IEA of fearmongering and risking the destabilization of the global economy.

The IEA's latest forecast of increasing oil demand was outlined in its "Current Policies Scenario" — one of a number of scenarios outlined by the IEA. This one assumes no new policies or regulations beyond those already in place. The CPS was dropped five years ago amid energy market turmoil during the coronavirus pandemic, and its reintroduction follows pressure from the Trump administration... Gregory Brew, an analyst at Eurasia Group's Energy, Climate and Resources team, said the IEA's retreat on peak oil demand signified "a major shift" from the group's position over the last five years. "The justifications offered for the shift include policy changes in the U.S., where slow EV penetration indicates robust oil [consumption], but is also tied to expected increases in petrochemical and aviation fuel in East and Southeast Asia," Brew told CNBC by email. "It's unlikely the agency is adjusting based on political pressure — though there has been some of that, with the Trump administration criticizing the group's supposed bias in favor of renewable energy — and the shift reflects a broader skepticism that oil demand is set to peak any time soon," he added...

Alongside its CPS, the IEA also laid out projections under its so-called "Stated Policies Scenario" (STEPS), which reflects the prevailing direction of travel for the global energy system. In this assumption, the IEA said it expects oil demand to peak at 102 million barrels per day around 2030, before gradually declining. Global electric car sales are much stronger under this scenario compared to the CPS. The IEA said its multiple scenarios explore a range of consequences from various policy choices and should not be considered forecasts.

The jackpot for the Sept. 6 drawing was topping $1.7 billion, the second-largest amount ever. Edwards, 68, hardly ever played the lottery, but her friend was an active player who gave her two pieces of advice: Always buy a paper ticket, rather than getting them online. And the Powerball multiplier is a scam, don't do it. She ignored him on both accounts.

She created a Virginia Lottery account on her phone. Then, instead of the typical strategies of using family birthdays and lucky numbers, she went to ChatGPT -- which she had only recently started using for research -- and asked, "Do you have any winning numbers for me?" "Luck is luck," replied the chatbot. Then it gave numbers that she plugged in -- paying the extra dollar for the Power Play to multiply anything she might win. She initially thought luck wasn't on her side when she didn't win the massive jackpot. But what she didn't realize is that she'd picked the "draw two" option, meaning her numbers were reentered for the next drawing. When she got a notification on her phone that she had won, she said, she thought it was a scam, or maybe she'd won something small, like $10. Just to satisfy her curiosity, she logged into her account and saw that she had matched four of the five numbers plus the Powerball in that second drawing. It would have been a $50,000 payout, but the multiplier tripled her winnings.

YouTube TV and Disney have ended their two-week carriage standoff, restoring ESPN, ABC, and other Disney networks under a new multiyear deal. Variety reports: Under the new agreement, ESPN's full lineup of sports -- including content from ESPN Unlimited -- will be made available on YouTube TV to base-plan subscribers at no additional cost by the end of 2026. In addition, access to a selection of live and on-demand programming from ESPN Unlimited will be available inside YouTube TV.

The deal also lets YouTube include the Disney+ and Hulu bundle as part of "select YouTube offerings." According to Disney, "select networks" will be included in various genre-specific packages that YouTube TV expects to launch in the future. Using almost a decade of data since the referendum, we combine simulations based on macro data with estimates derived from micro data collected through our Decision Maker Panel survey. These estimates suggest that by 2025, Brexit had reduced UK GDP by 6% to 8%, with the impact accumulating gradually over time.

We estimate that investment was reduced by between 12% and 18%, employment by 3% to 4% and productivity by 3% to 4%. These large negative impacts reflect a combination of elevated uncertainty, reduced demand, diverted management time, and increased misallocation of resources from a protracted Brexit process. Comparing these with contemporary forecasts -- providing a rare macro example to complement the burgeoning micro-literature of social science predictions -- shows that these forecasts were accurate over a 5-year horizon, but they underestimated the impact over a decade.

The world is now anticipated to heat up by 2.6C above preindustrial times by the end of the century -- the same temperature rise forecast last year. This level of heating easily breaches the thresholds set out in the Paris climate pact, which every country agreed to, and would set the world spiraling into a catastrophic new era of extreme weather and severe hardships. A separate report found the fossil fuel emissions driving the climate crisis will rise by about 1% this year to hit a record high, but that the rate of rise has more than halved in recent years. The past decade has seen emissions from coal, oil and gas rise by 0.8% a year compared with 2.0% a year during the decade before. The accelerating rollout of renewable energy is now close to supplying the annual rise in the world's demand for energy, but has yet to surpass it. [...]

The new analyses also show a worrying weakening of the planet's natural carbon sinks. The scientists said the combined effects of global heating and the felling of trees have turned tropical forests in southeast Asia and large parts of South America from overall CO2 sinks into sources of the climate-heating gas. [...] The report projects that the level of CO2 in the atmosphere will reach 425ppm (parts per million) in 2025, compared with 280ppm in the preindustrial era. It would have been 8ppm lower if the carbon sinks had not been weakened. An anonymous reader quotes a report from TechCrunch: As generative AI content starts to fill our social apps, a project to bring back Vine's six-second looping videos is launching with Twitter co-founder Jack Dorsey's backing. On Thursday, a new app called diVine will give access to more than 100,000 archived Vine videos, restored from an older backup that was created before Vine's shutdown. The app won't just exist as a walk down memory lane; it will also allow users to create profiles and upload their own new Vine videos. However, unlike on traditional social media, where AI content is often haphazardly labeled, diVine will flag suspected generative AI content and prevent it from being posted. According to TechCrunch, a volunteer preservation group called the Archive Team saved Vine's content when it shut down in 2016. The only problem was that everything was stored in massive 40-50 GB binary blob files that were basically unusable for casual viewing.

Evan Henshaw-Plath (who goes by the name Rabble), an early Twitter employee and member of Jack Dorsey's nonprofit "and Other Stuff," dug into those backup files to try and salvage as much as he could. He spent months writing big-data extraction scripts, reverse-engineering how the archived binaries were structured, and reconstructing the original video files, old user info, view counts, and more. "I wasn't able to get all of them out, but I was able to get a lot out and basically reconstruct these Vines and these Vine users, and give each person a new user [profile] on this open network," he said.

Rabble estimates that through this process he was able to successfully recover 150,000-200,000 Vine videos from around 60,000 creators. diVine then rebuilt user profiles on top of the decentralized Nostr protocol so creators can reclaim their accounts, request takedowns, or upload missing videos.

For a $6.99 delivery fee -- or $2.99 if they have more than $100,000 in assets across their Robinhood accounts -- users can skip the ATM and have money delivered in a sealed paper bag while they are at home.

It is a new feature that Robinhood first teased in March, when Chief Executive Vlad Tenev unveiled the company's plans to roll out many traditional and -- as with its cash-delivery service -- unconventional banking services.

The company opened a waitlist for users who want to receive updates and be among the first to test the feature. Elevation of the issue means Iceland's ministries will be on alert and coordinating a response, Johannsson said. The facility is Toyota's 11th plant in the US and its first battery plant outside of Japan.

Toyota first announced plans to build EV batteries in the US almost four years ago. The nearly $14 billion facility will create up to 5,100 jobs in the area. In addition, the Japanese auto giant announced plans to invest an additional $10 billion in its US operations over the next five years. Since it first arrived in the US nearly 70 years ago, Toyota has invested close to $60 billion.

The mega site spans 1,850 acres, or about the size of 121 football fields, and can produce up to 30 GWh annually. Toyota will use the hub to develop and build lithium-ion batteries for its growing lineup of "electrified" vehicles, including battery electric (EV), plug-in hybrid (PHEV), and hybrid (HEV) models. Batteries from the plant will power the new Camry HEV, Corolla Cross HEV, RAV4 HEV, and Toyota's yet-to-be-announced three-row electric SUV.

From a report: The coins will remain in circulation but the phase-out has already prompted businesses to start adjusting prices, as they say pennies are becoming harder to find. The government says the move will save money, or as President Donald Trump put it in February when he first announced the plans: "Rip the waste out of our great nation's budget, even if it's a penny at a time."

Pennies, which honour Civil War president Abraham Lincoln and are made of copper-plated zinc, today cost nearly four cents each to make -- more than twice the cost of a decade ago, according to the Treasury Department. It estimates the decision to end production will save about $56 million a year. Officials have argued that the rise of electronic transactions is making the penny, which first went into production in 1793, increasingly moot. UC San Diego Reports 'Steep Decline' in Student Academic Preparation 174

The University of California, San Diego has documented a steep decline in the academic preparation of its entering freshmen over the past five years, according to a report [PDF] released this month by the campus's Senate-Administration Working Group on Admissions. Between 2020 and 2025, the number of students whose math skills fall below middle-school level increased nearly thirtyfold, from roughly 30 to 921 students. These students now represent one in eight members of the entering cohort.

The Mathematics Department redesigned its remedial program this year to focus entirely on elementary and middle school content after discovering students struggled with basic fractions and could not perform arithmetic operations taught in grades one through eight. The deterioration extends beyond mathematics. Nearly one in five domestic freshmen required remedial writing instruction in 2024, returning to pre-pandemic levels after a brief decline.

Faculty across disciplines report students increasingly struggle to engage with longer and complex texts. The decline coincided with multiple disrupting factors. The COVID-19 pandemic forced remote learning starting in spring 2020. The UC system eliminated SAT and ACT requirements in 2021. High school grade inflation accelerated during this period, leaving transcripts unreliable as indicators of actual preparation. UC San Diego simultaneously doubled its enrollment from under-resourced high schools designated LCFF+, admitting more such students than any other UC campus between 2022 and 2024.

The working group concluded that admitting large numbers of underprepared students risks harming those students while straining limited instructional resources. The report recommends developing predictive models to identify at-risk applicants and calls for the UC system to reconsider standardized testing requirements.

The eruption peaked at 5 a.m. EST (1000 GMT) from sunspot AR4274, which has been bursting with activity in recent days. The blast triggered strong (R3-level) radio blackouts across Africa and Europe, disrupting high-frequency radio communications on the sunlit side of Earth.

This outburst is the latest in a series of intense flares from AR4274, which also produced an X1.7 flare on Nov. 9 and an X1.2 on Nov. 10. Those flares were accompanied by coronal mass ejections (CMEs) that could combine and impact Earth overnight tonight, possibly triggering strong (G3) geomagnetic storm conditions and widespread auroras, according to NOAA's Space Weather Prediction Center. The CME released today could also join the party as it speeds toward Earth at 4.4 million mph. NOAA predicts the CME could impact Earth around midday on Nov. 12. With this third CME added to the mix, it's possible that we could experience severe (G4) geomagnetic storm conditions.

FFmpeg, the open source multimedia framework that powers video processing in Google Chrome, Firefox, YouTube and other major platforms, has called on Google to either fund the project or stop burdening its volunteer maintainers with security vulnerabilities found by the company's AI tools. The maintainers patched a bug that Google's AI agent discovered in code for decoding a 1995 video game but described the finding as "CVE slop."

The confrontation centered on a Google Project Zero policy announced in July that publicly discloses reported vulnerabilities within a week and starts a ninety-day countdown to full disclosure regardless of patch availability. FFmpeg, written primarily in assembly language, handles format conversion and streaming for VLC, Kodi and Plex but operates without adequate funding from the corporations that depend on it. Nick Wellnhofer resigned as maintainer of libxml2, a library used in all major web browsers, because of the unsustainable workload of addressing security reports without compensation and said he would stop maintaining the project in December.

UK Unveils Plan To Cut Animal Testing Through Greater Use of AI (theguardian.com) 5

Animal testing in science would be phased out faster under a new plan to increase the use of artificial intelligence and 3D bioprinted human tissues, a UK minister has said. The Guardian: The roadmap unveiled by the science minister, Patrick Vallance, backs replacing certain animal tests that are still used where necessary to determine the safety of products such as life-saving vaccines and the impact pesticides have on living beings and the environment. The strategy says phasing out the use of animals in science can only happen when reliable and effective alternative methods with the same level of safety for human exposure can replace them.

The government said new funding for researchers and streamlined regulation would help develop methods such as organ-on-a-chip systems -- tiny devices that mimic how human organs work using real human cells. Greater use of AI to analyse vast amounts of data about molecules and predict whether new medicines will be safe and work well on humans would be deployed, while 3D bioprinted tissues could create realistic human tissue samples, from skin to liver, for testing.

Other plans under the strategy include an end to regulatory testing on animals to assess the potential for skin and eye irritation and skin sensitisation by the end of 2026. By 2027, researchers are expected under the strategy to end tests of the strength of botox on mice, while by 2030 pharmacokinetic studies -- which track how a drug moves through the body over time -- on dogs and non-human primates will be reduced.

Firefox 145 Drops Support For 32-bit Linux (nerds.xyz) 28

BrianFagioli writes: Mozilla has released Firefox 145.0, and the standout change in this version is the official end of support for 32-bit Linux systems. Users on 32-bit distributions will no longer receive updates and are being encouraged to switch to the 64-bit build to continue getting security patches and new features. While most major Linux distributions have already moved past 32-bit support, this shift will still impact older hardware users and lightweight community projects that have held on to 32-bit for the sake of performance or preservation.

The rest of the update introduces features such as built-in PDF comments, improved fingerprinting resistance for private browsing, tab group previews, password management in the sidebar, and minor UI refinements. Firefox also now compresses local translation models with Zstandard to reduce storage needs. But the end of 32-bit Linux support is the change that will leave the biggest mark, signaling another step toward a web ecosystem firmly centered on 64-bit computing.

Longtime Slashdot reader theodp writes: The UK Department for Education is "replacing its narrowly focused computer science GCSE with a broader, future-facing computing GCSE [General Certificate of Secondary Education] and exploring a new qualification in data science and AI for 16-18-year-olds." The move aims to correct unintended consequences of a shift made more than a decade ago from the existing ICT (Information and Communications Technology) curriculum, which focused on basic digital skills, to a more rigorous Computer Science curriculum at the behest of major tech firms and advocacy groups to address concerns about the UK's programming talent pipeline.

The UK pivot from rigorous CS to AI literacy comes as tech-backed nonprofit Code.org leads a similar shift in the U.S., pivoting from its original 2013 mission calling for rigorous CS for U.S. K-12 students to a new mission that embraces AI literacy. Code.org next month will replace its flagship Hour of Code event with a new Hour of AI "designed to bring AI education into the mainstream" with the support of its partners, including Microsoft, Google, and Amazon. Code.org has pledged to engage 25 million learners with the new Hour of AI this school year.

China's CO2 emissions have been flat or falling for 18 months, "adding evidence to the hope that the world's biggest polluter has managed to hit its target of peak CO2 emissions well ahead of schedule," reports the Guardian. From the report: Rapid increases in the deployment of solar and wind power generation -- which grew by 46% and 11% respectively in the third quarter of this year -- meant the country's energy sector emissions remained flat, even as the demand for electricity increased. China added 240GW of solar capacity in the first nine months of this year, and 61GW of wind, putting it on track for another renewable record in 2025. Last year, the country installed 333GW of solar power, more than the rest of the world combined. [...]

The analysis by the Centre for Research on Energy and Clean Air (Crea), for the science and climate policy website Carbon Brief, found China's CO2 emissions were unchanged from a year earlier in the third quarter of 2025, thanks in part to declining emissions in the travel, cement and steel industries. But China has a record of underpromising and overdelivering on climate targets. Li Shuo, the director of the China Climate Hub at the Asia Society Policy Institute, a US-based thinktank, said in a recent note that the latest Chinese climate targets should be seen as a baseline and not a ceiling.

Saudi Arabia's Dystopian Futuristic City Project Is Crashing and Burning (gizmodo.com) 92

An anonymous reader quotes a report from Gizmodo: It appears that Neom -- Saudi Arabia's hugely expensive, architecturally bizarre urban development project -- is floundering and close to collapse. A new report from the Financial Times cites high-level sources within the project to paint a picture of dysfunction and failure at the heart of the quixotic effort. Neom was envisioned as a vast series of fantastical urban developments spread across the coast of the Red Sea. At the center of the project is The Line -- a proposed 105-mile-long city which developers had initially projected could house as many as 9 million people by the year 2030.

The Line is defined by bizarre architectural flourishes that, as the story notes, have seemed impossible even to the execs tasked with making them a reality. One such addition is an upside-down building, dubbed "the chandelier," that is supposed to hang over a "gateway" marina to the city: "As architects worked through the plans, the chandelier began to seem implausible. One recalled warning Tarek Qaddumi, The Line's executive director, of the difficulty of suspending a 30-story building upside down from a bridge hundreds of metres in the air. 'You do realize the earth is spinning? And that tall towers sway?' he said. The chandelier, the architect explained, could 'start to move like a pendulum,' then 'pick up speed,' and eventually 'break off,' crashing into the marina below."

Yes, that doesn't sound great. Now, according to those sources the FT talked to, the project is looking more and more like a hugely expensive pipe dream that will never come to pass: "Today, with at least $50 billion spent, the desert is pock-marked with piling, and deep trenches stretch across the landscape. But Prince Mohammed, who chairs Neom, has dramatically scaled back the first phase of the plans. Neom told the FT that The Line remained 'a strategic priority' that would ultimately 'provide a new blueprint for humanity by changing the way people live.' But they described it as a 'multi-generational development of unprecedented scale and complexity.'"

The outlet interviewed workers on the project who seem to feel that it's only a matter of time before the project is declared DOA: "While Neom employees say that much of The Line might still be technically buildable, they are not convinced anyone is ready to pay for it. Construction work across Neom has slowed, with the desert ski resort Trojena, the intended venue for the 2029 Asian Winter Games, one of the few sites still moving ahead at pace ... one former employee has said that everyone knows the project won't work; it is now just a matter of letting MBS down gently."

Chief among the project's problems is the fact that, as Neom's bizarre developments have failed to materialize, it has become increasingly difficult to encourage investors to put up money for the absurdly expensive project. FT notes: "Senior executives were constantly asking for more money, but The Line was competing with other Neom projects. Some wealthy Saudi families put modest sums into the project, but the large investments Riyadh hoped to lure from foreign backers never materialized." The lack of adequate funding coming in has led a senior construction manager to tell FT that he feels the Line will never be built.

PDF Will Support JPEG XL Format As 'Preferred Solution' (theregister.com) 18

The PDF Association is adding JPEG XL (JXL) support to the PDF specification, giving the advanced image format a new path to relevance despite Google's decision to declare it obsolete and remove it from Chromium. The Register reports: Peter Wyatt, CTO of the PDF Association, said: "We need to adopt a new image [format] that can support HDR [High Dynamic Range] content ... we have picked JPEG XL as our preferred solution." Wyatt also praised other benefits of JXL including wide gamut images, ultra-high resolution support for images with more than 1 billion pixels, and up to 4099 channels with up to 32 bits per channel.

The association is responsible for developing PDF specifications and standards and manages the ISO committee for PDF. JPEG XL is an advanced image format that was designed to be both more efficient and richer in features than JPEG. It was based on a combination of the Free Lossless Image Format (FLIF) from Cloudinary and a Google project called PIK, first released in late 2020, and fully standardized in October 2021 as ISO/IEC 18181. There is a reference implementation called libjxl. A second edition of the ISO standard was published in 2024.

JXL appeared to have wide industry support, including experimental implementation in Chrome and Chromium, until it was killed by Google in October 2022 and removed from its web browser engine. The company stated that "there is not enough interest from the entire ecosystem to continue experimenting with JPEG XL." Many in the community disagreed with the decision, including FLIF inventor Jon Sneyers, who perceived it as the outcome of an internal battle between proponents of JXL and a rival format, AVIF. "AVIF proponents within Chrome are essentially being prosecutor, judge and executioner at the same time," he said.

New Project Brings Strong Linux Compatibility To More Classic Windows Games (arstechnica.com) 18

An anonymous reader quotes a report from Ars Technica: For years now, Valve has been slowly improving the capabilities of the Proton compatibility layer that lets thousands of Windows games work seamlessly on the Linux-based SteamOS. But Valve's Windows-to-Linux compatibility layer generally only extends back to games written for Direct3D 8, the proprietary Windows graphics API Microsoft released in late 2000. Now, a new open source project is seeking to extend Linux interoperability further back into PC gaming history. The d7vk project describes itself as "a Vulkan-based translation layer for Direct3D 7 [D3D7], which allows running 3D applications on Linux using Wine."

The new project isn't the first attempt to get Direct3D 7 games running on Linux. Wine's own built-in WineD3D compatibility layer has supported D3D7 in some form or another for at least two decades now. But the new d7vk project instead branches off the existing dxvk compatibility layer, which is already used by Valve's Proton for SteamOS and which reportedly offers better performance than WineD3D on many games. D7vk project author WinterSnowfall writes that while they don't expect this new project to be upstreamed into the main dxvk in the future, the new version should have "the same level of per application/targeted configuration profiles and fixes that you're used to seeing in dxvk proper." And though d7vk might not perform universally better than the existing alternatives, WinterSnowfall writes that "having more options on the table is a good thing in my book at least."
The report notes that the PC Gaming Wiki lists more than 400 games built on the aging D3D7 APIs, spanning mostly early-2000s releases but with a trickle of new titles still appearing through 2022. Notable classics include Escape from Monkey Island and Hitman: Codename 47.

Wikipedia Urges AI Companies To Use Its Paid API, and Stop Scraping (techcrunch.com) 51

Wikipedia on Monday laid out a simple plan to ensure its website continues to be supported in the AI era, despite its declining traffic. From a report: In a blog post, the Wikimedia Foundation, the organization that runs the popular online encyclopedia, called on AI developers to use its content "responsibly" by ensuring its contributions are properly attributed and that content is accessed through its paid product, the Wikimedia Enterprise platform.

The opt-in, paid product allows companies to use Wikipedia's content at scale without "severely taxing Wikipedia's servers," the Wikimedia Foundation blog post explains. In addition, the product's paid nature allows AI companies to support the organization's nonprofit mission. While the post doesn't go so far as to threaten penalties or any sort of legal action for use of its material through scraping, Wikipedia recently noted that AI bots had been scraping its website while trying to appear human.

Air passengers departing Singapore will pay a green fuel levy of as much as S$41.60 ($31.95) from next year as the city-state locks in a key step in its effort to cut the aviation industry's emissions. From a report: Travelers flying in economy and premium economy, as well as those on short-haul routes, will be charged far less. Those customers will pay an additional S$1 for trips to Southeast Asia, and S$10.40 for flights to the Americas, the Civil Aviation Authority of Singapore said Monday. Business and first class travelers will pay four times more, it said. [...] The funds collected from passengers will go to the centralized purchase of sustainable aviation fuel -- typically made from waste oils or agricultural feedstock -- as Singapore looks to achieve a SAF adoption rate of 3% to 5% by 2030.
