Mexico To Raise Climate Emissions Target For First Time Since 2016 23
Mexico will raise its target to unconditionally cut greenhouse gas emissions to 30% below usual levels by 2030 at this year's COP27 U.N. climate summit, its environment ministry said in a statement Tuesday, lifting its previous target of 22%. Latin America's second-biggest greenhouse gas emitter will also raise its target for conditional emission cuts -- a goal dependent on external support -- to 40% from 36%. Reuters reports: Last year, Mexico pledged to expand its climate goals after research coalition Climate Action Tracker warned that emissions could actually rise under targets unchanged since 2016. Climate Action Tracker had rated Mexico's previous goals "highly insufficient", noting the Paris Climate deal requires countries to progressively raise their percentage reduction targets to offset rising levels of overall emissions.
The ministry said Mexico would maintain its target to unconditionally cut "black carbon" emissions by 51%, or 70% depending on external conditions. Black carbon is the sooty material emitted from coal plants and diesel engines, but Climate Action Tracker said its effect as an additional metric was "negligible" since it comes largely from the same sources as CO2. Mexico's environment ministry said it had identified measures to cut an estimated 88.9 million tonnes of CO2 equivalent annually by 2030, including more industrial regulation, zero-emission vehicles, rail transport, remote working, and creating more natural reserves.

I'd like you to be right, and maybe he won't, but your logic is fundamentally incorrect. If there had been a red wave then Trump could have probably ridden it all the way to the white house with no opposition. But there not being one doesn't mean there won't be a campaign, the basis would simply have to be different. Instead of a Bush-esque "look at my mandate!" it would have to be "I need to be elected in order to stop the election fraud that prevented a red wave".

According to the carbon action tracker, a nonprofit science group tracking government climate action, Mexico's climate policies under Amlo (President Andres Manuel Lopez Obrador) "continue to go backwards, as fossil fuel use is prioritised and climate-related policies and institutions dismantled.
For Mexico to achieve even its outdated 2030 climate commitments, it needs to reverse its policies, move away from fossil fuels, foster renewable energy, and tackle the transport sector."
Amlo's 10-point climate action plan, which he unveiled at the major economies forum on energy and climate held by Joe Biden in June, included the acquisition and construction of new oil refineries.
His government has also dismantled Mexico's national institute for climate change and the federal climate change fund, all of which place Mexico among the world's worst climate governments.

I suppose the author had "raise the bar" in mind when they wrote it, but when I first read it I assumed it was Mexico backing away from climate commitments.
Before somebody says it's meaningless because the politicians who agreed to it will be long gone by 2030, in most democracies these kinds of pledges create a legal requirement for the government to try to meet them. Currently the UK government is being taken to court over lack of action to meet its agreed goals. The ones who agreed to it need to put in place measures that will realistically reach the 30% reduction goal by 2030.

Hahahaha No. In most democracies there has to be actual action/legislation taken by the People, and in most republics by a representative branch of government. In either case, a few politicians having a circle jerk in France doesn't equate to any sort of binding agreement.

UN's COP is a joke. They talk about emissions reductions then make exemptions for agriculture and motor vehicles.
Emissions are still rising, at an accelerating rate, as we enter the third decade of "reductions".
