A U.S. Department of Commerce spokesperson on Thursday said the Biden administration "has not blocked chip sales to the Middle East." From a report: The comments come after artificial intelligence chip firms Nvidia and Advanced Micro Devices received notifications from U.S. officials about new export licensing requirements to ship chips to some countries in the Middle East.

well blocking is technically not the same as "requiring a new license" that you then can't get. Sounds like Political doublespeak to me.

The chips in question aren't something you'd stick in a missile, they're datacenter chips. What exactly stops these countries just renting time on AWS compute instead?
Actually when you think about it it's not suprising both companies think this won't have the slightest impact on their bottom line. All it actually changes is where the chips get installed, not how they are used.
