Britain's New Government Aims To Regulate Most Powerful AI Models (reuters.com) 19

Britain's new Labour government has said it will explore how to effectively regulate AI models, but stopped short of proposing any specific laws. From a report: King Charles set out newly-elected Prime Minister Keir Starmer's legislative agenda in a speech on Wednesday to open the new session of parliament. It included more than 35 new bills covering everything from housing to cyber security measures. The government said it would seek to establish the appropriate legislation to place requirements on those working to develop "the most powerful artificial intelligence models."

    America's next government may stop regulating anything at all, except for a few really specific things around gender, sex and reproduction, weirdly.

    • I'm thinking it would be a form of corruption similar to what is modelled in Russia. Let us wet our beak and we will allow you to do whatever you want, otherwise it is against regulations.

      Doubtful, the US added ~90,000 regulations [forbes.com] over a ~20 year period, and there are enough federal laws that it's estimated people commit 3 felonies a day [amazon.com].

      • Great way to make everyone into an unknowing scofflaw and ensure that anyone can be gotten for "something" if law enforcement/government really wants to nail them. Also something I heard a long time ago about the more corrupt a government is, the more laws there are . :-|
  • I hope those put in charge of all of this new regulation aren't the type who think the CD-ROM tray is the "cup holder". I always feel a little nervous whenever I hear about regulation being applied to technology for this reason. :-/

      Indeed. Keep in mind that most of these western governments are run by herds of lawyers, some of them elected, more of them not, almost none of whom have any sort of background in technology (besides taking bribes campaign contributions from tech companies). And they're supposed to tell the AI people how to do their work? One of the lawyers my mom worked for around 2005 preferred to have his emails printed out and then dictate his response.

    It's always great to hear that politicians are poised to try and regulate something highly complex that they have almost zero understanding of. That's doubly so when the motivation to do so is mainly based on fears from science fiction of AI somehow taking over the world.

          You are obviously too young to remember what a Labour Government is like. Starmer and his hangers-on are well to the left of Blair and it's going to get seriously unpleasant.

            After 14 years of Tory mismanagement, corruption and well a general shit show, you Toryboys need to get a new line because "B-B-B-But Labour" stopped working a decade ago.

            • I'm old enough to know that both Labour and Tory governments eventually turn into a shitshow - how fast that happens depends on the given leader but generally the first few years tends to go well since they are fixing a lot of things that the previous government either ignored or screwed up. After that they tend to start screwing things up themselves.

      - Companies must submit 5,000 to 10,000 questions that the model will decline to answer
      - Training data set uses 5% of Common Crawl and data from China's official People's Daily newspaper

      - China government is building a human curated database of millions (?) of ques

      • FYI, there was an experiment where 15,000 words and phrases were found to be banned on Youtube by trial and error.

        Would the same thing work for AI?

        Summary:
        - Youtuber compiled a list of 15,000 common words, phrases, and urban dictionary entries, uploaded 1 second no content videos to youtube using the phrase in the video's title
        - Measured which videos got blocked
        - Changed the blocked word to a generic not blocked one to see if the video got unblocked
