Canadian Math Prodigy Allegedly Stole $65 Million In Crypto (theglobeandmail.com) 85

A Canadian math prodigy is accused of stealing over $65 million through complex exploits on decentralized finance platforms and is currently a fugitive from U.S. authorities. Despite facing criminal charges for fraud and money laundering, he has evaded capture by moving internationally, embracing the controversial "Code is Law" philosophy, and maintaining that his actions were legal under the platforms' open-source rules. The Globe and Mail reports: Andean Medjedovic was 18 years old when he made a decision that would irrevocably alter the course of his life. In the fall of 2021, shortly after completing a master's degree at the University of Waterloo, the math prodigy and cryptocurrency trader from Hamilton had conducted a complex series of transactions designed to exploit a vulnerability in the code of a decentralized finance platform. The maneuver had allegedly allowed him to siphon approximately $16.5-million in digital tokens out of two liquidity pools operated by the platform, Indexed Finance, according to a U.S. court document.

Indexed Finance's leaders traced the attack back to Mr. Medjedovic, and made him an offer: Return 90 per cent of the funds, keep the rest as a so-called "bug bounty" -- a reward for having identified an error in the code -- and all would be forgiven. Mr. Medjedovic would then be free to launch his career as a white hat, or ethical, hacker. Mr. Medjedovic didn't take the deal. His social media posts hinted, without overtly stating, that he believed that because he had operated within the confines of the code, he was entitled to the funds -- a controversial philosophy in the world of decentralized finance known as "Code is Law." But instead of testing that argument in court, Mr. Medjedovic went into hiding. By the time authorities arrived on a quiet residential street in Hamilton to search his parents' townhouse less than two months later, Mr. Medjedovic had moved out, taking his electronic devices with him.

Then, roughly two years later, he struck again, netting an even larger sum -- approximately $48.4-million -- by conducting a similar exploit on another decentralized finance platform, U.S. authorities allege. Mr. Medjedovic, now 22, faces five criminal charges -- including wire fraud, attempted extortion and money laundering -- according to a U.S. federal court document that was unsealed earlier this year. If convicted, he could be facing decades in prison. First, authorities will have to find him.

Risks To Children Playing Roblox 'Deeply Disturbing,' Say Researchers (theguardian.com) 31

A new investigation reveals that children as young as five can easily access inappropriate content and interact unsupervised with adults on Roblox, despite the platform's child-friendly image and recent safety updates. The Guardian reports: Describing itself as "the ultimate virtual universe," Roblox features millions of games and interactive environments, known collectively as "experiences." Some of the content is developed by Roblox, but much of it is user-generated. In 2024, the platform had more than 85 million daily active users, an estimated 40% of whom are under 13. While the company said it "deeply sympathized" with parents whose children came to harm on the platform, it said "tens of millions of people have a positive, enriching and safe experience on Roblox every day."

However, in an investigation shared with the Guardian, the digital-behavior experts Revealing Reality discovered "something deeply disturbing ... a troubling disconnect between Roblox's child-friendly appearance and the reality of what children experience on the platform." [...] Despite new tools launched last week aimed at giving parents more control over their children's accounts, the researchers concluded: "Safety controls that exist are limited in their effectiveness and there are still significant risks for children on the platform."

Nvidia To Make AI Supercomputers in US for First Time (nvidia.com) 37

Nvidia has announced plans to manufacture AI supercomputers entirely within the United States, commissioning over 1 million square feet of manufacturing space across Arizona and Texas. Production of Blackwell chips has begun at TSMC's Phoenix facilities, while supercomputer assembly will occur at new Foxconn and Wistron plants in Houston and Dallas respectively.

"The engines of the world's AI infrastructure are being built in the United States for the first time," said Jensen Huang, Nvidia's founder and CEO. "Adding American manufacturing helps us better meet the incredible and growing demand for AI chips and supercomputers, strengthens our supply chain and boosts our resiliency."

The company will deploy its own AI, robotics, and digital twin technologies in these facilities, using Nvidia Omniverse to create digital twins of factories and Isaac GR00T to build manufacturing automation robots. Nvidia projects an ambitious $500 billion in domestic AI infrastructure production over the next four years, with manufacturing expected to create hundreds of thousands of jobs.

Can AI Help Manage Nuclear Reactors? (msn.com) 63

America's Department of Energy launched a federally funded R&D center in 1946 called the Argonne National Laboratory, and its research became the basis for all of the world's commercial nuclear reactors.

But it's now developed an AI-based tool that can "help operators run nuclear plants," reports the Wall Street Journal, citing comments from a senior nuclear engineer in the lab's nuclear science and engineering division: Argonne's plan is to offer the Parameter-Free Reasoning Operator for Automated Identification and Diagnosis, or PRO-AID, to new, tech-forward nuclear builds, but it's also eyeing the so-called dinosaurs, some of which are being resurrected by companies like Amazon and Microsoft to help power their AI data centers. The global push for AI is poised to fuel a sharp rise in electricity demand, with consumption from data centers expected to more than double by the end of the decade, the International Energy Agency said Thursday. The owners of roughly a third of U.S. nuclear plants are in talks with tech companies to provide electricity for those data centers, the Wall Street Journal has reported.

PRO-AID performs real-time monitoring and diagnostics using generative AI combined with large language models that notify and explain to staff when something seems amiss at a plant. It also uses a form of automated reasoning — which uses mathematical logic to encode knowledge in AI systems — to mimic the way a human operator asks questions and comes to understand how the plant is operating [according to Richard Vilim, a senior nuclear engineer within the lab's nuclear science and engineering division].

The tool can also help improve the efficiency of the personnel needed to operate a nuclear plant, Vilim said. That's especially important as older employees leave the workforce. "If we can hand off some of these lower-level capabilities to a machine, when someone retires, you don't need to replace him or her," he said... Part of the efficiency in updating technology will come from consolidating the monitoring staff at a utility's nuclear plants at a single, centralized location — much as gas-powered plants already do.

It hasn't found its way into a commercial nuclear plant yet, the article acknowledges. But the senior nuclear engineer points out that America's newer gas-powered plants ended up being more automated with digital monitoring tools. Meanwhile the average age of America's 94 operating nuclear reactors is 42 years old, and "nearly all" of them have had their licenses extended, according to the article. (Those nuclear plants still provide almost 20% of America's electricity.)

Do Cognitive Abilities Predict Performance in Everyday Computer Tasks? (scitechdaily.com) 110

"Researchers say that a person's intelligence plays a bigger role in their computer proficiency than previously believed," writes SciTechDaily, "so much so that practice alone may not be enough to ensure ease of use."

A new study has found that general cognitive abilities, such as perception, reasoning, and memory, are more important than previously believed in determining a person's ability to perform everyday tasks on a computer... "It is clear that differences between individuals cannot be eliminated simply by means of training," says Antti Oulasvirta [a professor at Finland's Aalto University who conducted extensive human-computer interaction research with his team and the University of Helsinki Department of Psychology]. "In the future, user interfaces need to be streamlined for simpler use. This age-old goal has been forgotten at some point, and awkwardly designed interfaces have become a driver for the digital divide.

"We cannot promote a deeper and more equal use of computers in society unless we solve this basic problem," Oulasvirta says...

This is the first-ever study to measure users' actual ability to perform daily tasks on a PC, as previous studies have relied on participants self-assessing their abilities via questionnaires... "The study revealed that, in particular, working memory, attention, and executive functions stand out as the key abilities. When using a computer, you must determine the order in which things are done and keep in mind what has already been done. A purely mathematical or logical ability does not help in the same way," says university lecturer Viljami Salmela [from the University of Helsinki].

"Our results suggest that contemporary user interfaces are getting so complex that their design is starting to affect inclusivity," their paper concludes, saying that it ultimately raises a question. "How can we design user interfaces to decrease the role of cognitive abilities."

America's Justice Department Shuts Down Its Cryptocurrency Fraud Unit (usatoday.com) 71

America's Justice Department "has shut down its unit that investigates cryptocurrency fraud," reports USA Today.

A Monday night memo from U.S. Deputy Attorney General Todd Blanche said the shut down was "effective immediately." Blanche directed the closure of the National Cryptocurrency Enforcement Team and ordered prosecutors to pivot to investigating transnational criminal organizations and terrorist groups that use crypto to engage in illicit transactions... In his four-page memo, Blanche said the new order was meant to bring the Justice Department in line with Trump's own Executive Order 14178, which decreed that clarity and certainty regarding enforcement policy "are essential to supporting a vibrant and inclusive digital economy and innovation in digital assets." Blanche, one of several Trump criminal defense lawyers at the top ranks of DOJ, said the president "has also made clear that '[w]e are going to end the regulatory weaponization against digital assets'..."

Consistent with that narrowing of its cryptocurrency enforcement policy, the DOJ Market Integrity and Major Frauds Unit will also cease cryptocurrency enforcement to focus on other administration priorities, including immigration and procurement fraud, Blanche said.

The Washington Post got this assessment from Yesha Yadav, a Vanderbilt University law professor who closely follows cryptocurrency and financial markets. "It's hard to underestimate the importance this task force has had ... in pursuing some really huge crypto hacks and cases."

More from USA Today: Public corruption and transnational crime experts warned that shutting down the unit could divert critical resources from efforts to stop criminals and corrupt regimes from using cryptocurrency for illicit gain, even as Trump claims he wants to crack down on them. "Dangerous US adversaries rely on cryptocurrencies to launder money and evade sanctions," said Nate Sibley, an anti-corruption expert and director of the Kleptocracy Initiative at the conservative Hudson Institute think tank in Washington, D.C., in a post on X. "If this is accurate, hard to see how it squares with — for example-cracking down on cartel finances or maximum pressure sanctions on Iran...."

Trump's so-called "memecoin" surged from less than $10 on the Saturday before his inauguration to as high as $74.59 before eventually giving up some of its gains. The token, branded $TRUMP, has been criticized by ethics experts as a conflict of interest for the president since the company could likely benefit from his pro-crypto policies...

Last month, Trump signed an order to create a federal Strategic Bitcoin Reserve, signaling new federal support for cryptocurrency in general and Bitcoin in particular.

Since the first-ever White House crypto summit in March, America's Securities and Exchange Commission "has dropped more than a dozen cases against crypto firms," notes the Washington Post: Last month, both the Federal Deposit Insurance Corp. and the Office of the Comptroller of the Currency pledged to stop evaluating banks based on "reputational risk" — a practice that some venture capitalists have claimed unfairly "de-banked" founders of cryptocurrency start-ups.
In other news, executives from cryptocurrency exchange Binance "met with Treasury Department officials last month," reports the Wall Street Journal, asking them to remove a U.S. monitor overseeing their compliance with anti-money-laundering laws, according to people familiar with the talks.

The article adds that Binance is also concurrently "exploring" a deal with the Trump family to list its new dollar-pegged stablecoin which "could catapult it into a huge market and potentially bring in billions in profit for the family. "

From a report: New measures under the Digital Markets, Competition, and Consumer Act 2024 came into force on Sunday that require online platforms to transparently include all mandatory fees within a product's advertised price, including booking or admin charges.

The law targets so-called "dripped pricing," in which additional fees -- like platform service charges -- are dripped in during a customer's checkout process to dupe them into paying a higher price than expected. The ban "aims to bring to an end the shock that online shoppers get when they reach the end of their shopping experience only to find a raft of extra fees lumped on top," according to Justin Madders, the UK's Minister for Employment Rights, Competition and Markets.

"Gen Z is rediscovering Tumblr — a chaotic, cozy corner of the internet untouched by algorithmic gloss and influencer overload..." writes Fast Company, "embracing the platform as a refuge from an internet saturated with influencers and algorithm fatigue." Thanks to Gen Z, the site has found new life. As of 2025, Gen Z makes up 50% of Tumblr's active monthly users and accounts for 60% of new sign-ups, according to data shared with Business Insider's Amanda Hoover, who recently reported on the platform's resurgence. User numbers spiked in January during the near-ban of TikTok and jumped again last year when Brazil temporarily banned X. In response, Tumblr users launched dedicated communities to archive and share their favorite TikToks...

To keep up with the momentum, Tumblr introduced Reddit-style Communities in December, letting users connect over shared interests like photography and video games. In January, it debuted Tumblr TV — a TikTok-like feature that serves as both a GIF search engine and a short-form video platform. But perhaps Tumblr's greatest strength is that it isn't TikTok or Facebook. Currently the 10th most popular social platform in the U.S., according to analytics firm Similarweb, Tumblr is dwarfed by giants like Instagram and X. For its users, though, that's part of the appeal.

First launched in 2007, Tumblr peaked at over 100 million users in 2014, according to the article. Trends like Occupy Wall Street had been born on Tumblr, notes Business Insider, calling the blogging platform "Gen Z's safe space... as the rest of the social internet has become increasingly commodified, polarized, and dominated by lifestyle influencers." Tumblr was also "one of the most hyped startups in the world before fading into obsolescence — bought by Yahoo for $1.1 billion in 2013... then acquired by Verizon, and later offloaded for fractions of pennies on the dollar in a distressed sale.

"That same Tumblr, a relic of many millennials' formative years, has been having a moment among Gen Z..." "Gen Z has this romanticism of the early-2000s internet," says Amanda Brennan, an internet librarian who worked at Tumblr for seven years, leaving her role as head of content in 2021... Part of the reason young people are hanging out on old social platforms is that there's nowhere new to go. The tech industry is evolving at a slower pace than it was in the 2000s, and there's less room for disruption. Big Tech has a stranglehold on how we socialize. That leaves Gen Z to pick up the scraps left by the early online millennials and attempt to craft them into something relevant. They love Pinterest (founded in 2010) and Snapchat (2011), and they're trying out digital point-and-shoot cameras and flip phones for an early-2000s aesthetic — and learning the valuable lesson that sometimes we look better when blurrier.

More Gen Zers and millennials are signing up for Yahoo. Napster, surprising many people with its continued existence, just sold for $207 million. The trend is fueled by nostalgia for Y2K aesthetics and a longing for a time when people could make mistakes on the internet and move past them. The pandemic also brought more Gen Z users to Tumblr...

And Tumblr still works much like an older internet, where people have more control over what they see and rely less on algorithms. "You curate your own stuff; it takes a little bit of work to put everything in place, but when it's working, you see the content you want to see," Fjodor Everaerts, a 26-year-old in Belgium who has made some 250,000 posts since he joined Tumblr when he was 14... Under Automattic, Tumblr is finally in the home that serves it, [says Ari Levine, the head of brand partnerships at Tumblr]. "We've had ups and downs along the way, but we're in the most interesting position and place that we've been in 18 years," he says... And following media companies (including Business Insider) and social platforms like Reddit, Automattic in 2024 was making a deal with OpenAI and Midjourney to allow the systems to train on Tumblr posts.


"The social internet is fractured," the article argues. ("Millennials are running Reddit. Gen Xers and Baby Boomers have a home on Facebook. Bluesky, one of the new X alternatives, has a tangible elder-millennial/Gen X vibe. Gen Zers have created social apps like BeReal and the Myspace-inspired Noplace, but they've so far generated more hype than influence....")

But in a world where megaplatforms "flatten our online experiences and reward content that fits a mold," the article suggests, "smaller communities can enrich them."

As Stocks (and Cryptocurrencies) Drop After Tariffs, France Considers Retaliating Against US Big Tech (politico.eu) 277

"U.S. stock market futures plunged on Sunday evening," reports Yahoo Finance, "after the new U.S. tariff policy began collecting duties over the weekend..."

The EU will vote on $28 billion in retaliatory tariffs Wednesday, Reuters reports. (And those tariffs will be approved unless "a qualified majority of 15 EU members representing 65% of the EU's population oppose it. They would enter force in two stages, a smaller part on April 15 and the rest a month later.")

But France's Economy and Finance Minister has an idea: more strictly regulating how data is used by America's Big Tech companies. Politico EU reports/A>: "We may strengthen certain administrative requirements or regulate the use of data," Lombard said in an interview with Le Journal Du Dimanche. He added that another option could be to "tax certain activities," without being more specific.

A French government spokesperson already said last week that the EU's retaliation against U.S. tariffs could include "digital services that are currently not taxed." That suggestion was fiercely rejected by Ireland, which hosts the European headquarters of several U.S. Big Tech firms...

Technology is seen as a possible area for Europe to retaliate. The European Union has a €157 billion trade surplus in goods, which means it exports more than it imports, but it runs a deficit of €109 billion in services, including digital services. Big Tech giants like Apple, Microsoft, Amazon, Google and Meta dominate many parts of the market in Europe.

Amid the market turmoil, what about cryptocurrencies, often seen as a "proxy" for the level of risk felt by investors? In the 10 weeks after October 6, the price of Bitcoin skyrocketed 67% to $106,490 by December 10th. But by January 30th it had started dropping again, and now sits at $77,831 — still up 22% for the last six months, but down nearly 27% over the last 10 weeks. Yet even after all that volatility, Bitcoin suddenly fell again more than 6% on Sunday, reports Reuters, "as markets plunged amid tariff tensions. Ether, the second largest cryptocurrency, fell more than 10% on Sunday."

'Tron' Sequel Trailer Released by Disney (arstechnica.com) 148

This October will see the release of a film that's nearly 43 years in the making, reports Ars Technica: It's difficult to underestimate the massive influence that Disney's 1982 cult science fiction film, TRON, had on both the film industry — thanks to combining live action with what were then groundbreaking visual effects rife with computer-generated imagery — and on nerd culture at large. Over the ensuing decades there has been one sequel, an animated TV series, a comic book miniseries, video games, and theme park attractions, all modeled on director Steve Lisberg's original fictional world.

Now we're getting a third installment in the film franchise: TRON: Ares, directed by Joachim Rønning (Pirates of the Caribbean: Dead Men Tell No Tales, Maleficent: Mistress of Evil), that serves as a standalone sequel to 2010's TRON: Legacy. Disney just released the first trailer and poster art, and while the footage is short on plot, it's got the show-stopping visuals we've come to expect from all things TRON.

The film's director says it "builds upon the legacy of cutting-edge design, technology and storytelling, according to an official statement from Disney. And here's how they describe the plot. "TRON: Ares follows a highly sophisticated Program, Ares, who is sent from the digital world into the real world on a dangerous mission, marking humankind's first encounter with A.I. beings."

Open Source Coalition Announces 'Model-Signing' with Sigstore to Strengthen the ML Supply Chain (googleblog.com) 10

The advent of LLMs and machine learning-based applications "opened the door to a new wave of security threats," argues Google's security blog. (Including model and data poisoning, prompt injection, prompt leaking and prompt evasion.)

So as part of the Linux Foundation's nonprofit Open Source Security Foundation, and in partnership with NVIDIA and HiddenLayer, Google's Open Source Security Team on Friday announced the first stable model-signing library (hosted at PyPI.org), with digital signatures letting users verify that the model used by their application "is exactly the model that was created by the developers," according to a post on Google's security blog. [S]ince models are an uninspectable collection of weights (sometimes also with arbitrary code), an attacker can tamper with them and achieve significant impact to those using the models. Users, developers, and practitioners need to examine an important question during their risk assessment process: "can I trust this model?"

Since its launch, Google's Secure AI Framework (SAIF) has created guidance and technical solutions for creating AI applications that users can trust. A first step in achieving trust in the model is to permit users to verify its integrity and provenance, to prevent tampering across all processes from training to usage, via cryptographic signing... [T]he signature would have to be verified when the model gets uploaded to a model hub, when the model gets selected to be deployed into an application (embedded or via remote APIs) and when the model is used as an intermediary during another training run. Assuming the training infrastructure is trustworthy and not compromised, this approach guarantees that each model user can trust the model...

The average developer, however, would not want to manage keys and rotate them on compromise. These challenges are addressed by using Sigstore, a collection of tools and services that make code signing secure and easy. By binding an OpenID Connect token to a workload or developer identity, Sigstore alleviates the need to manage or rotate long-lived secrets. Furthermore, signing is made transparent so signatures over malicious artifacts could be audited in a public transparency log, by anyone. This ensures that split-view attacks are not possible, so any user would get the exact same model. These features are why we recommend Sigstore's signing mechanism as the default approach for signing ML models.

Today the OSS community is releasing the v1.0 stable version of our model signing library as a Python package supporting Sigstore and traditional signing methods. This model signing library is specialized to handle the sheer scale of ML models (which are usually much larger than traditional software components), and handles signing models represented as a directory tree. The package provides CLI utilities so that users can sign and verify model signatures for individual models. The package can also be used as a library which we plan to incorporate directly into model hub upload flows as well as into ML frameworks.

"We can view model signing as establishing the foundation of trust in the ML ecosystem..." the post concludes (adding "We envision extending this approach to also include datasets and other ML-related artifacts.") Then, we plan to build on top of signatures, towards fully tamper-proof metadata records, that can be read by both humans and machines. This has the potential to automate a significant fraction of the work needed to perform incident response in case of a compromise in the ML world...

"The appellant has submitted a video for his argument," said Justice Sallie Manzanet-Daniels. "Ok. We will hear that video now."

On the video screen appeared a smiling, youthful-looking man with a sculpted hairdo, button-down shirt and sweater. "May it please the court," the man began. "I come here today a humble pro se before a panel of five distinguished justices." "Ok, hold on," Manzanet-Daniels said. "Is that counsel for the case?" "I generated that. That's not a real person," Dewald answered. It was, in fact, an avatar generated by artificial intelligence. The judge was not pleased. "It would have been nice to know that when you made your application. You did not tell me that sir," Manzanet-Daniels said before yelling across the room for the video to be shut off. "I don't appreciate being misled," she said before letting Dewald continue with his argument.

Dewald later penned an apology to the court, saying he hadn't intended any harm. He didn't have a lawyer representing him in the lawsuit, so he had to present his legal arguments himself. And he felt the avatar would be able to deliver the presentation without his own usual mumbling, stumbling and tripping over words. In an interview with The Associated Press, Dewald said he applied to the court for permission to play a prerecorded video, then used a product created by a San Francisco tech company to create the avatar. Originally, he tried to generate a digital replica that looked like him, but he was unable to accomplish that before the hearing. "The court was really upset about it," Dewald conceded. Trade and Development agency. In a report released on Thursday, UNCTAD said the AI market cap would roughly equate to the size of Germany's economy, with the technology offering productivity gains and driving digital transformation. However, the agency also raised concerns about automation and job displacement, warning that AI could affect 40% of jobs worldwide. On top of that, AI is not inherently inclusive, meaning the economic gains from the tech remain "highly concentrated," the report added.

"The benefits of AI-driven automation often favour capital over labour, which could widen inequality and reduce the competitive advantage of low-cost labour in developing economies," it said. The potential for AI to cause unemployment and inequality is a long-standing concern, with the IMF making similar warnings over a year ago. In January, The World Economic Forum released findings that as many as 41% of employers were planning on downsizing their staff in areas where AI could replicate them. However, the UNCTAD report also highlights inequalities between nations, with U.N. data showing that 40% of global corporate research and development spending in AI is concentrated among just 100 firms, mainly those in the U.S. and China.

Camera manufacturers continue to use different proprietary RAW file formats despite the 20-year existence of Adobe's open-source DNG (Digital Negative) format, creating ongoing compatibility challenges for photographers and software developers.

Major manufacturers including Sony, Canon, and Panasonic defended their proprietary formats as necessary for maintaining control over image processing. Sony's product team told The Verge their ARW format allows them "to maximize performance based on device characteristics such as the image sensor and image processing engine." Canon similarly claims proprietary formats enable "optimum processing during image development."

The Verge argues that this fragmentation forces editing software to specifically support each manufacturer's format and every new camera model -- creating delays for early adopters when new cameras launch. Each new device requires "measuring sensor characteristics such as color and noise," said Adobe's Eric Chan.

For what it's worth, smaller manufacturers like Ricoh, Leica, and Sigma have adopted DNG, which streamlines workflow by containing metadata directly within a single file rather than requiring separate XMP sidecar files.

It's also a part of a broader effort to refresh the system's image amid calls for infrastructure upgrades and political tensions over transit funding and congestion pricing. From the report: The updated version blends elements of the Unimark design with a successor known to some as the Tauranac map, after John Tauranac, a well-regarded New York mapmaker. That design was led by the firm Michael Hertz Associates. The new map is already being displayed on digital monitors, and will be posted in subway cars and platforms over the next several weeks, the M.T.A. said.

For Janno Lieber, the authority's chairman, the occasion was also an opportunity to tie his ambitions for the system to a critical moment in its past. Massive Expansion of Italy's Piracy Shield Underway (techdirt.com) 21

Back in December we reported how copyright companies used their access to the Piracy Shield system to order Italian Internet service providers (ISPs) to block access to all of Google Drive for the entire country, and how malicious actors could similarly use that unchecked power to shut down critical national infrastructure. Since then, the Computer & Communications Industry Association (CCIA), an international, not-for-profit association representing computer, communications, and Internet industry firms, has added its voice to the chorus of disapproval. In a letter (PDF) to the European Commission, it warned about the dangers of the Piracy Shield system to the EU economy [...]. It also raised an important new issue: the fact that Italy brought in this extreme legislation without notifying the European Commission under the so-called "TRIS" procedure, which allows others to comment on possible problems [...].

As well as Italy's failure to notify the Commission about its new legislation in advance, the CCIA believes that: this anti-piracy mechanism is in breach of several other EU laws. That includes the Open Internet Regulation which prohibits ISPs to block or slow internet traffic unless required by a legal order. The block subsequent to the Piracy Shield also contradicts the Digital Services Act (DSA) in several aspects, notably Article 9 requiring certain elements to be included in the orders to act against illegal content. More broadly, the Piracy Shield is not aligned with the Charter of Fundamental Rights nor the Treaty on the Functioning of the EU -- as it hinders freedom of expression, freedom to provide internet services, the principle of proportionality, and the right to an effective remedy and a fair trial.

Far from taking these criticisms to heart, or acknowledging that Piracy Shield has failed to convert people to paying subscribers, the Italian government has decided to double down, and to make Piracy Shield even worse. Massimiliano Capitanio, Commissioner at AGCOM, the Italian Authority for Communications Guarantees, explained on LinkedIn how Piracy Shield was being extended in far-reaching ways (translation by Google Translate, original in Italian). [...] That is, Piracy Shield will apply to live content far beyond sports events, its original justification, and to streaming services. Even DNS and VPN providers will be required to block sites, a serious technical interference in the way the Internet operates, and a threat to people's privacy. Search engines, too, will be forced to de-index material. The only minor concession to ISPs is to unblock domain names and IP addresses that are no longer allegedly being used to disseminate unauthorized material. There are, of course, no concessions to ordinary Internet users affected by Piracy Shield blunders.
In the future, Italy's Piracy Shield will add:
- 30-minute blackout orders not only for pirate sports events, but also for other live content;
- the extension of blackout orders to VPNs and public DNS providers;
- the obligation for search engines to de-index pirate sites;
- the procedures for unblocking domain names and IP addresses obscured by Piracy Shield that are no longer used to spread pirate content;
- the new procedure to combat piracy on the #linear and "on demand" television, for example to protect the #film and #serietv.
